Roll Call The City of Tiffin City Council met in a work session at the Tiffin City Hall Council Chambers on Tuesday, December 4, 2018. Mayor Berner called the meeting to order at 6:04PM. Upon roll being called the following members were present: Mike Ryan, Jim Bartels, Al Havens, Peggy Upton. Eric Schnedler. Absent: None. Other members present: City Administrator Doug Boldt, City Clerk Ashley Platz, City Engineer Ben Carhoff and others. B. Agenda Additions/Agenda Approval Motion to approve agenda by Havens. Second by Schnedler. All ayes, motion carried. C. Discussion and Review of Capital Improvements Plan City Administrator Doug Boldt, presented the updated CIP to Council. Doug discussed putting together a calendar showing all projects. Council had dicussions regarding traffic signals at the corner of Croell & HWY 6 or Kimberlite & HWY 6. D. Discussion and Review of Prairie Village Part 2 – Revised Concept Plan Discussion: Matt Adam, Developer presented a revised concept to Council. He is presenting a duplex development. His original concept showed a cluster of six 4-Plex buildings with some commercial lots. These are now going to be outlots for future development. Council discussed holding off on the two outlots. Instead of developing along Park Rd. E. Discussion and Review of Ridgeway Heights Developer’s Agreement Discussion: Duane Musser, Watts Group here to discuss the developer’s agreement. Council and Mayor discussed usable green space designation for this development. The developer is asking if the City will accept money in lieu of green space. Council prefers green space. Council has discussed that the park will have to have access for parking and walking traffic. F. Questions from Council Members regarding items on the Regular City Council Agenda G. Other Business H. Approval of City Council Minutes Motion to approve Consent Agenda which includes Council Minutes by Havens. Second by Schnedler. All ayes, motion carried. F. Mayoral Proclamation 1. G. Public Hearing 1. Public Hearing for the Disposal of Public Property Located Immediately North of 210 Railroad Street a. Close Public Hearing and Proceed to I-2 Motion to open the Public Hearing for the Disposal of Public Property Located Immediately North of 210 Railroad Street by Bartels. Second by Upton. Roll Call: Schnedler, Ryan, Havens, Bartels, Upton. All ayes, public hearing opened at 7:14 PM Discussion: Nothing received at City Hall and no public present. Motion to close the Public Hearing for the Disposal of Public Property Located Immediately North of 210 Railroad Street by Havens. Second by Ryan. Roll Call: Schnedler, Ryan, Havens, Bartels, Upton. All ayes, public hearing closed at 7:14 PM H. Ordinance Approval/Amendment 1. I. Resolutions for Approval 1. Resolution 2018-109 – A Resolution Approving the Updating of the City of Tiffin’s Capital Improvement Plan Motion to approve Resolution 2018-109 – A Resolution Approving the Updating of the City of Tiffin’s Capital Improvement Plan by Upton. City Council Agenda Page 2 of 4 Second by Bartels. Roll Call: Bartels, Upton, Haven, Schnedler, Ryan. All ayes, motion carried. 2. Resolution 2018-111 – A Resolution to Approve the Disposition of Public Property Located Immediately North of 210 Railroad Street Motion to approve Resolution 2018-111 – A Resolution to Approve the Disposition of Public Property Located Immediately North of 210 Railroad Street by Havens. Second by Bartels. Roll Call: Bartels, Upton, Haven, Schnedler, Ryan. All ayes, motion carried. 3. Resolution 2018-112 – A Resolution Approving the Preliminary Plat for Ridgeway Heights Motion to Table both Resolution 2018-112 & Resolution 2018-113 by Ryan. Second by Bartels All ayes, motion carried. 4. Resolution 2018-113 – A Resolution Authorizing Entering into an Agreement with Ridgeway Heights for a Developer’s Agreement TABLED J. Old Business 1. K. Motions for Approval 1. Consideration of Payables List – Motion to Approve by Ryan. Second by Havens. All ayes, motion carried. 2. Consideration of Pay Estimate #1 – Price Industrial – Motion to Approve by Havens. Second by Schnedler. All ayes, motion carried. 3. Consideration of Change Order #3 – Portzen Construction – Motion to Approve by Ryan. Second by Bartels. All ayes, motion carried. 4. Discussion and Consideration of Purchase of Used 2011 Henke 10 Foot Reversing Plow for End Loader and Council Action as Needed Motion to purchase of used 2011 Henke 10 Foot Reversing Plow for End Loader by Ryan. Second by Upton. All ayes, motion carried. 5. Motion to Adjourn from Regular Session into Closed Session in Accordance with Iowa Code Chapter 21.5.j for Potential Real Estate Purchase by Upton. Second by Ryan. Roll Call: Ryan, Schnedler, Upton, Bartels. All ayes, adjourned into closed session at 8:00 PM Motion to adjourn from Closed Session into Regular Session by Ryan. Second by Schnedler. Reports from City Personnel 1. Mayor’s Report – Nothing to report. 2. City Council Reports – Dorie Madden passed away over the weekend. Rec Center Survey people are reaching out. Christmas Decoration are needed. 3. Director of Public Work’s Report – Water Tower is lit up now. Currently Red & Green for holiday season. 4. Building Official’s Report – Not Present. 5. City Engineer’s Report – Ben will be on Vacation the rest of the month. Will be available by phone if needed on an on call basis. Roundabout is on for February. Land swap has been submitted and waiting for formal approval. Al Havens left the meeting at 7:37PM 6. City Attorney’s Report – Nothing to report. 7. City Administrator’s Report – Park Rd & Oakdale plat of surveys, waiting on items from Dean Spina. Provided an update TIF Map showing Tiffin has a TIF Capacity of $2,075,213 and we are only certifying $1,173,697. Tiffin is only collecting 56.5% of the available TIF. Homeowner having issues with sewer flow, resident saying it changed after MidAmerican’s boaring. Bryant House rental interest. N. Adjournment Motion to adjourn by Ryan.
