HomeMy Public PortalAbout2002/11/14 NOVEMBER 14, 2002 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret preceding the Regular Meeting November 18, 2002 was held on November 14, 2002, 7:00 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. The following were noted present: ROLL CALL Mayor James Failace Councilmember Frank Paris " Daniel Reiman " Ronald Rios " Janet Santoro Brian Sosnowski Noted absent was Councilmember Sohayda. Also noted present was Borough Attorney Bergen. STATEMENT OF A Statement of Meeting Notice was mailed to the Home News MEETING NOTICE Tribune, The Star Ledger and posted on the bulletin board on November 8, 2002. TO ADDRESS GOVERNING BODY TO ADDRESS GOVERNING BODY: · Borough Engineer Donald Norbut BOROUGH ENGINEER NORBUT The Borough Engineer Norbut addrcascd thc Governing Body. 1. 2002 Road Program - Hc said work was proceeding on thc 2002 Road program. Hc said thc contract work was approximately 75 percent complete. He said the reconstruction of Elm Street, Terminal Avenue and McKinley Avenue are completed. He said the contract is currently installing sidewalk and roadway base repairs on Hagaman Street, Sycamore Avenue, Sumutka Avenue and Ash Street. He said plans are to perform the final paving within the next week (weather permitting). He said remaining work includes the Barlik Street reconstruction and Main Avenue paving in West Carteret. He said weather permitting, the contractor should complete all work this year, however, should the weather not remain favorable, and Barlik Street may be completed in the spring of 2003. 2. Waterfront Park - He said the demolition phase for the Waterfront Park is complete. He said the old concrete pier and timber piles have been removed. He said the contractor is currently initiating the installation of test piles and is scheduled to begin the installation of new timber piles for the pier within the next two weeks. He said the Army Corps of Engineers has advised us that the issuance of their permit is imminent. NOVEMBER 14, 2002 AGENDA MEETING TO ADDRESS GOVERNING BODY CONT' BOROUGH ENGINEER NoR.BUT Sanitary Sewer Projects - 3. ~ Station - VFD and Control a. goose R~nlacement - He said contractors have bee~ prepared and a pre-construction meeting held for the project. Pie said it is anticipated that work will be initiated within the next two weeks. He said he is currently working with the contractor to submit acceptable VFD equipment details in conformance with the specifications. He said this submittal process has details in conformance with the specifications. He said this submittal process has caused some delays in the start of the project, however, he does not see this issue as a problem at this time. He said the contract provides for a 120-day construction period and requires project completion by December 18, 2002. Pie said the contractor advises that he will still be able to meet the project completion deadline. b. ~ Sewer Service Contract_ - He said per Council authorization, bids were received for an annual emergency service contract on Tuesday, November 12, 2002. He said two bids were received. He said a recommendation of award will be provided under separate cover recommending an award to B&W Construction. c. Sewe~r Manh~ole Rehabilitation Contract - He said per Council authorization he is proceeding to investigate and develop contract documents for the rehabilitation of various sewer manholes throughout the Borough. He said he has initiated field work and anticipate completing plans and specifications for public bid within the next two weeks 4. Middlesex County Downtown Business District Grant - He said the Borough is in receipt of a Middlesex County Grant, in the amount of $59,600.00 for streetscape improvements along the west side of Roosevelt Avenue in West Carteret. He said at the Council's request, at the October Council Meeting, he has contacted Mr. Carl Spataro, the Middlesex County Economic Development Director, to request the transfer of funds to complete Phase II of the Washington Avenue Streetscape Project, which includes lighting and pavers. Councilmember Rios stated CAPP would like to plant a tree for Christmas in the triangle on the comer of Washington Avenue and Roosevelt Avenue. He asked Borough Engineer Norbut to speak with the County and see if they can update the triangle so maybe next year shrubs can be planted. He asked about the traffic diversion plan for West Carteret. Borough Engineer Norbut stated he has not heard anything back from Woodbridge for the past month an a half at least. Councilmember Rios suggested sending a letter to the Mayor and Council of Woodbridge. Borough Attorney Bergen will send letter. Councilmember Rios asked about the light survey on Cypress Street. 2 NOVEMBER 14, 2002 AGENDA MEETING TO ADDRESS GOVERNING BODY CONT' BOROUGH ENGINEER NORBUT Borough Engineer Norbut stated he reached out to PSE&G and advised of the Cypress Street situation as well as the Industrial Road situation. He said it has been a little difficult getting in touch with the right person. His intent is to have PSE&G write out the process for him and if needed a survey from the Police Department and a report from the traffic safety officer. Councilmember Parisi asked about the traffic light at the end of the bridge. Borough Engineer Norbut stated the question that was presented to him was why doesn't the signal have all red phase and if a no turn on red sign was needed for coming out of Post Blvd. He said he did some research and found there was a traffic study done a couple of years ago by Hammal Associates. He said the traffic study indicated there were no accidents which were attributable to a right angle mm off of Post Blvd. He said based on that study alone it does not seem to be warranted. He said he would be happy to go out and look at it to see if there are a lot of near misses that are not showing up as accidents. He said with regard to the all red phase, it is an older signal the timing was set up many years ago and it does not have an all red phase. He said most new traffic signals will have a minimal of a one to two second all red phase. Councilmember Parisi stated he would like to pursue the issue of the all red phase. Transcriber notes that John McKelvey from T&M and Borough Engineer Norbut gave presentation on the Hill District Drainage Improvements. At approximately 7:25 P.M. Councilmember Sohayda was noted NOTED PRESENT present. Borough Engineer Norbut spoke of the problems that have been taking place in the Hill District especially when there are significant rain events. He said when those heavy storms are combined with high tide conditions the situation of flooding is ... (inaudible)... Borough Attorney Bergen stated the Council would have to go into Closed Session to discuss site plan. Borough Engineer Norbut stated he can make a general presentation. He said when flooding gets to the point where the road can not be seen it becomes very dangerous for cars to try and pass through and can cause severer property damage. He said this is a very serious issue and needs to be looked at. He said the project has been partially funded through an EPA Federal Grant that the Borough received a couple of years ago. He said it has also been partially funded through local funds that were put together in a 2000 Sewer Bond Ordinance. NOVEMBER 14, 2002 AGENDA MEETING TO ADDRESS GOVERNING BODY CONT' BOROUGH ENGINEER NORBUT Mr. McKelvey stated the anticipated cost of the project would be $2,250,000.00 which would include acquisition of property. He said once the Council approved the plan the documents would go to EPA for approval. Councilmember Santoro asked about the Salary Ordinance for the Police. She said she would have Patrick put a copy of it in everyone's bin and she would like it put on for first reading for the Council Meeting. Councilmember Reiman asked Borough Clerk to get a copy of the Master Plan and send Tony Neibert over to the hearing. REPORTS REPORTS: · Inspection of Buildings - October 2002. PAYMENT OF BILLS PAYMENT OF BILLS: · List of bills properly audited and signed. MATTERS FOR MATTERS FOR DISCUSSION: DISCUSSION 1. Office On Aging - Salary Ordinance. - Closed Session 4 NOVEMBER 14, 2002 AGENDA MEETING MATTERS FOR DISCUSSION CONT' 2. NJ DOP - a) Certification of Eligibles for Appointment, Re: Park Maintenance Worker. Closed Session b) Secretary, Board/Commission. The eligibles that were on the list decided not to take position so an Ordinance and Resolution will be drafted, c) Certification of Eligibles for Appointment - Police Captain. Date of Disposition: 4/7/03. d) Certification of Eligibles for Appointment - Police Lieutenant. Date of Disposition: 4/7/03. Council added Sergeant as well. Borough Clerk will get certification for sergeants. 3. Assessing Aide - Position. - Closed Session. 4. T&M Associates - Purchase of Sewer Television Cameras. Done 5. Cycle Tribe Motorcycle Club - Requesting permission to have second annual Christmas Parade, December 14, 2002. OK 6. Bids Received - Annual Sewer System Emergency Service Contract. 7. Board of Education - Polling Places. Councilmember Parisi will look into this. 8. Councilwoman Santoro - Green Acres Properties. BUSINESS TO BE BUSINESS TO BE ADDED: ADDED Councilmember Reiman said he had personnel for Closed Session. Councilmember Santoro stated the Redevelopment Plan needed to be done tonight to send it to the Planning Board. Councilmember Reiman asked who was actually presenting it to the Planning Board. Borough Attorney Bergen stated either the Council or allow the Redevelopment Agency and their special counsel to do it, but the decision is up to the Council. He said he would be there with the Redevelopment Agency in case any questions come up. Councilmember Santoro said the Police Department got the three quotes for the speed monitor and they have signed for it. She also stated a Resolution needed to be added £or the Council Meeting along with the Salary Ordinance for the tentative P.B.A. Agreement. She said everything else is for Closed Session. Councilmember Sosnowski said he had a personnel issue for Closed Session. Councilmember Rios said he had a personnel issue for Closed Session. Councilmember Sohayda stated he had a few personnel issues for Closed Session. Councilmember Parisi said there seemed to be a possibility that the ambulance services were on a frequency that is also used by the Fire Department. Councilmember Sohayda said he was not aware of this but that he would check into it. 5 NOVEMBER 14, 2002 AGENDA MEETING BUSINESS TO BE ADDED CONT' Councilmember Parisi said he has also noticed that ambulance and fire tracks are both going out on some of the same calls. Councilmember Rios said that he had a meeting with Fire Chief O'Connor and he mentioned to him that he sometimes gets calls for Mutual Aid. He said he does not personally have a problem with it because occasionally it might happen where Port Reading will be a Mutual Aid for Carteret and Port Reading has been there especially when Carteret had it's problem and now that the surrounding areas are hearing that Carteret in the business, and it does not happen that often, but he thinks the Council should allow the practice to happen as far as Amboy. He said he does not think it will happen with Woodbr/dge because they are well covered within themselves. Councilmember Reiman stated just so the Council and the residents are aware on Sunday there will be an OEM exercise and drill at 2:00 P.M. - 4:00 P.M. in West Carteret so the bridge will be shut down at that point and time. He said a significant amount of sirens will be heard from all local, county and state government agencies. He said the feds will be down as well. He said it is a mock exercise about a major catastrophe about a tanker crashing into a PSE&G facility. OPEN FOR PUBLIC DISCUSSION Upon MMS&C, by Councilmembers Rios and Sosnowski and unanimous affirmative vote of the full Councilmembers present, the meeting was opened to the public for discussion. Ms. Gaydos spoke about concerns of rerouting traffic from Blair Road to Milik Street. She said she works on Milik Street and she does not feel it has the capacity to handle that volume of traffic. Councilmember Rios said he will mention it to the Borough Engineer. Mr. John Sudia said he has noticed a couple of near misses and feels the Police Department should consider putting a crossing guard at the corner of Roosevelt Avenue and Carteret Avenue by Columbus School. Councilmember Santoro said at the beginning of the school year when discussing where to put the crossing guards this was discussed. She said she will ask again but it was brought up to see if it was necessary to add another guard in that area and actually they spoke with the Principle of the school. He also mentioned putting up some pedestrian signs because drivers do not seem to yield for pedestrians in Carteret. PUBLIC DISCUSSION Upon MMS&C, by Councilmembers Reiman and Rios and unanimous CLOSED affirmative vote of the full Councilmembers present, the meeting was closed to the public for discussion. 6 NOVEMBER 14, 2002 AGENDA MEETING NOTED ABSENT At approximately 8:00 P.M. Councilmember Sohayda was noted absent. Mayor Failace asked for a motion to go into Closed Session to discuss Police Captain Interviews, personnel Matters, and Litigation. RESOLUTION #02-378 Upon MMS&C by Councilmembers Reiman and Rios RESOLUTION TO GO INTO CLOSED RESOLUTION #02-378 SESSION "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll cal vote, Councilmembers Parisi, ADOPTED Reiman, Rios, Santoro and Sosnowski voted in the affirmative. Councilmember Sohayda was noted absent. MEETING CLOSED At approximately 8:00 P.M., a Closed Session was held. Upon MMS&C by Councilmembers Sosnowski and Rios and MEETING OPENED unanimous affirmative vote of the five (5) Councilmembers present this meeting was opened to the public at approximately 10:02 P.M. At approximately 10:04 P.M. Councilmember Reiman was noted NOTED PRESENT present. Upon MMS&C, by Councilmembers Santoro and Sosnowski the MOTION TO HAVE Council voted to have Borough Engineer Donald Norbut to put BOROUGH ENGINEER TO PUT together the Green Acres list to submit to the State. Upon individual TOGETHER GREEN roll call vote, Councilmembers Parisi, Reiman, Rios, Santoro and ACRES LISTTO Sosnowski voted in the affirmative. Councilmember Sohayda SEND TO THE STATE abstained.
