HomeMy Public PortalAboutCommunity Preservation Committee -- 2013-01-09 Minutes Date Approved: February 13, 2013 Vote 5-0-1 Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes January 9, 2013 Present: Elliott Carr, Don Arthur, Roland Bassett Jr., Jeanne Boehm, Elizabeth Taylor, and Paul Ruchinskas Members Missing; Martin Kamark, Len Avery, Terry Ryder In Attendance: Herb Montgomery (Fin Corn Liaison), Ellen Ojala, Donna Kalinick, Keith Gauley, Jessica ?, Jennifer Rabold and Jayanne Sci 4:30: Call to Order 1. Minutes • MOTION by Rollie Bassett to approve Minutes of December 12, 2012 Second by Jeanne Boehm. VOTE: 6-0-0 2. Eddy School Playground Application Jennifer Rabold and Keith Gauley • Rollie Bassett will be the project liaison • This application will be referred to the Recreation Committee for review, discussion and recommendations • Asking for $200,000.00 • Playground is too small and in deteriorating condition • Design process started with the children themselves • Discussion with playground companies • Accessibility for disabilities • Surfaces; poured rubber, recycled materials • Larger area; field upgrade, fencing, plant trees, sitting areas • extended parking • Walking trail, water fountain • Path access to bike trail • Measured track • Fund raising; applying for 4 grants Questions • ! Only 5th graders at that school • What is the need for a running track? It will be a 6 foot wide paved trail • Possible- another Little League field? Separate entity • Recreation Review on February 4tr, • Will maintenance be budgeted in? Through Elementary school budget • Expectation of total school Capital Budget ($ 100,000.00 MOT/ON by Paul Ruchinskas to refer this application to the Recreation committee. Second by Jeanne Boehm VOTE; 6-0-0 3. Historic Society Bill Discussion • ! $5,000.00 or more must go out to bid if it involves Town procurement of goods or services • Non profit projects are not required to go out to bid. • We fund ORGANIZATIONS NOT individuals • Bill was submitted from individual/should have been a reimbursement • Town Article must be specific/ more detail in the future CPC Minutes 01-09-13 Page 1 of 2 • Possible opinion from Town Counsel as to bidding requirements • Jeanne Boehm will talk to Steve Jones; regarding Historical Society makes payment and CPC reimburse HS • - Bill was submitted from individual/town requested bids on $5000 or more • Historical Society should have paid bill and seek reimbursement • - Apothecary shop not mentioned in town warrant • - CPC articles should be more specific/detail in future • - May seek opinion from Town Counsel - Jeanne Boehm will contact Steve Jones regarding bill payment/reimbursementan 4.
