HomeMy Public PortalAboutCommunity Preservation Committee -- 2013-02-13 Minutes Date Approved: March 13. 2013 Vote 7-0-0 Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes February 13, 2013 Present: Elliott Carr, Don Arthur, Roland Bassett Jr., Jeanne Boehm, Elizabeth Taylor, Terry Ryder and Paul Ruchinskas Members Missing; Martin Kamark and Len Avery, In Attendance: Herb Montgomery (Fin Corn Liaison), Jillian D, Peter Johnson, Ellen St. Sure, Ellen Ojala and Jennifer Rabold. 4:30: Call to Order 1. MlnuteR • MOTION by Paul Ruchinskas to approve Minutes of January 9, 2013 Second by Jeanne Boehm. VOTE: 5-0-1 2 Housing Buydown /82 Belmont Park Road • December 12 CPC approved $20,000.00 • Failed septic system cost $ 8,000.00 • Needs water heater replacement • New deed restriction • Need $ 25,000.00 to make this work • 'lousing Subcommittee recommends increase of additional $5,000.00 MOTION by Rollie Bassett to increase amount of grant from $20,000.00 to $ 25,000.00 for Housing Buydown application. Second by Elizabeth Taylor. VOT: 7-0-0 3. Edy School Playground • Recreation Subcommittee met and approved this project • Unclear if fencing is part of it. • Recreation Committee voted unanimously to support • Monies not used within the scope of the project returns to the CPC/Recreation • Total project cost is $ 243,100.00 • Surfacing materials chosen • Safety is of primary concern Questions • Is there a manufactures warrantee on surface? YES, how long 15-20 years • Asking for $100,000.00 from the School Capital Plan Budget for balance • Fencing along the road is part of the Master Plan • 10% contingency • CPC money goes in last MOTION by Rollie Bassett to support this project. Second by Elizabeth Taylor. VOTE: 7-0-0 MOTION by Paul Ruchinskas to grant $200,000.00 for the Eddy School Playground project. Second by Terry Ryder. Update on the C©pelas Property • Freeman's Way purchase has not occurred as expected as Seller has not provided clear title. There was no extension provided for in the purchase and sale. • Slough Road parcel closes at end of 2013 • Wait and see • 1 closing with 2 separate dates 5. Revvew Warrant Article for the Historic Society Article • Separate Article to pay Apothecary moving bill • Original TM Article did not mention Apothecary contents • Elliott will present this Article to TM (STM Article 4) 6. Disusslon regarding Public Forum for Recreation and Historic Needs • RECREATION will be February 27th at 4:30 • List of invitees from Recreation • HISTORIC meeting will be March 27th • Letter to be sent to the following; Historic Society, Cemetery Commission, Millsite, CC Museum of Natural History, Crosby Mansion, HDC, Historical Commission 7. Other • HABITAT FOR HUMANITY; not able to locate land, will get an update of the 5 tax title properties • KINGS LANDING; quarterly report received, project on target. Next report April 30th • BREWSTER HOUSING REQUEST; Rehab cannot be done unless property was done with CPC funds. This project was acquired with State Funds.
