1. Mayor Beckley called the regular meeting of the City Council to
2. order at 7:30 P. M. Pastor A. R. Hagen of the Seventh Day Ad-
ventist Church, 9664 Broadway, gave the Invocation, following
3. which Mayor Beckley led the Pledge of Allegiance to the Flag.
At this time Mayor Beckley welcomed the students in attendance
from Temple City High School representing government in the
High School. The following students sat at the Council table
with the Councilmen: John McClellan, Paul Cooper, Sue Williams,
Hector Hernandez, and Jerry Meek. There were a number of students
in the audience also. The Mayor explained this is part of the
annual Student Day in Government program and that on April 24
a continuation of the program involving students will be a trip
to Biscaill.uz Center, from there to lunch, and then a forum dis-
cussion at the High School. He advised the purpose is to relate
student government to City government and to keep students in-
formed regarding the working of the City.
4. ROLL CALL:
PRESENT: Councilmen- Briggs, Harker, Merritt, Tyrell, Beckley
ABSENT: Councilmen -None
ALSO PRESENT: City Manager Koski, City Attorney Martin, Public
Works Director Pizzorno
5. APPROVAL OF MINUTES: Regular meeting of April 2, 1968.
Councilman Harker moved to approve the minutes of April 2, 1968,
as mailed, Councilman Merritt seconded, and the motion was un-
animously carried.
SEATING OF NEWLY ELECTED COUNCILMEN:
City Manager Koski presented Resolution No. 68 -815 which in-
cludes the Certificate of Canvass of the votes of the General
Municipal Election held on April 9, 1968, which shows both
incumbents, William A. Harker and Jack R. Tyrell, were re- elected
as members of the City Council. He read title to Resolution No.
68 -815 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD IN SAID CITY OF TEMPLE CITY ON THE 9TH DAY OF APRIL,
1968, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE
PROVIDED BY LAW. Councilman Briggs moved to adopt Resolution
No. 68 -815, Councilman Merritt seconded, and the motion was un-
animously carried.
The City Clerk proceeded to present the Certificates of Election
to Mr. Harker and Mr. Tyrell, and administered the Oath of Office.
Councilman Harker stated he was moving forward with anticipation
to the next four years as a Councilman. He commented that he did
regret that there was not a better turn out to vote but expressed
appreciation for the support of the people.
Councilman Tyrell agreed with the comments of Councilman Harker and
stated he felt it will be an interesting four years.
At this time the City Clerk assumed the Chair and opened nominations
for Mayor for the coming year. Councilman Tyrell nominated Kenneth
C. Briggs for Mayor, Councilman Merritt seconded, and Councilman
Tyrell moved nominations be closed, Councilman Merritt seconded,
and the motion carried unanimously. Councilman Beckley moved that
a unanimous ballot be cast for Kenneth C. Briggs as Mayor, Council-
man Tyrell seconded, and the motion carried unanimously.

Mayor Briggs took the chair and congratulated former Mayor Beckley
on the way he represented the City the past year and for the many
hours spent to bring things to Temple City. Mayor Briggs stated
he would do his best to direct the Council activities and to re-
present the City as Mayor.
Mayor Briggs called for nominations for Mayor Pro Tempore. Coun-
cilman Harker moved to nominate Councilman Merritt, Councilman
Tyrell seconded, and Councilman Harker moved to close the nomina -
tions, Councilman Tyrell seconded, and the motion was unanimously
carried. Councilman Tyrell moved that a!:unanimous ballot be cast
for Councilman Merritt as Mayor Pro Tempore, Councilman Harker se-
conded, and the motion was carried unanimously with Councilman
Merritt abstaining.
Councilman Merritt stated he appreciated the honor bestowed upon
him and that he will assist the Mayor and Councilmen in every way.
PUBLIC HEARING: 7:30 P. M. RE Adoption by reference of amendments to
the Public Health Code of Los Angeles County (Ord. #68 -264, 2nd
reading)
The City Attorney presented the amendments to the County Health
Code which has been adopted by the City as the City Health Code.
These proposed amendments bring the City Code up to date with
the County Code, and he recommended adoption.
The Mayor declared the Public Hearing opened and asked if anyone
wished to speak for or against these amendments being adopted
and no one came forward to speak.
Councilman Tyrell moved to close the Public Hearing, Councilman
Harker seconded, and the motion carried unanimously.
City Attorney Martin presented Ordinance No. 68 -264 for second
reading and read title AN ORDINANCE OF THE CITY OF TEMPLE CITY
ADOPTING BY REFERENCE ORDINANCE NO. 9375 OF THE COUNTY OF LOS
ANGELES RELATING TO THE PUBLIC HEALTH CODE. Councilman Tyrell
moved to waive further reading and to adopt Ordinance No. 68-
264, Councilman Beckley seconded, and the motion carried unani-
mously.
PUBLIC HEARING: 7:30 P. M. CURBS, GUTTERS AND DRIVEWAY APPROACHES:
Mayor Briggs declared the public hearing opened.
Item 1. Curbs, gutters and driveway approaches, north side of
Olive between Hilton and Encinita.
Public Works Director Pizzorno advised that 62.5% of the front
footage had signed the petition for the installation.
Mayor Briggs asked if anyone wished to speak for or against
this installation and no one came forward to speak. Councilman
Tyrell moved to close the Public Hearing on Item 1, Councilman
Harker seconded, and the motion carried unanimously.
Item 2. Curbs and gutters, south side Olive, between Temple
City Blvd. and Cloverly.
The Public Works Director advised that the owners of 62% of the
front footage of this area had signed the petition for installa-
tion.
Mayor Briggs asked if anyone wished to speak for or against
this installation.
Ken Premising, 9508 Olive, asked why driveway approaches were
not included in this installation. The Public Works Director
advised that the petition did not include driveway approaches
but that all property owners were being contacted and that
they would be installed wherever desired. Mr. Premising also

asked about the reconstruction of Olive between Temple City
Blvd. and Rosemead and was advised this would all be done at the
same time.
No one else came forward to speak and Councilman Tyrell moved to
close the Public Hearing on Item 2, Councilman Harker seconded,
and the motion carried unanimously.
Item 3. Curbs, gutters and driveway approaches, east side of
Golden West, La Rosa to Miloann
Public Works Director advised the owners of 77.5% of the lineal
front footage had signed the petition for this installation.
Mayor Briggs asked if anyone in the audience wished to speak for
or against this installation and no one came forward to speak.
Councilman Tyrell moved to close the Public Hearing on Item 3,
Councilman Merritt seconded, and the motion carried unanimously.
Item 4. Curbs, gutters and driveway approaches, north side of
Garibaldi, Primrose to Temple City Blvd.
Public Works Director Pizzorno advised the owners of 70.36% of
the lineal front footage of the area had signed the petition for
this installation.
Mayor Briggs asked if anyone wished to speak for or against the
installation and no one came forward to speak.
Councilman Merritt moved to close the Public Hearing on Item 4,
Councilman Beckley seconded, and the motion was unanimously
carried.
Councilman Merritt moved to find the projects listed in Items 1,
2, 3, and 4 in the public interest and to instruct the Supt. of
Streets to cause the work to be done, Councilman Harker seconded,
and the motion carried unanimously.
6. ORDINANCE NO. 68 -263: 2nd reading. Re Effective date of Planning
Commission decision and /or appeal period changed from 20 to 10
days.
City Attorney Martin presented Ordinance No. 68 -263 for second
reading AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTION
9208 OF THE TEMPLE CITY MUNICIPAL CODE. Councilman Tyrell moved
to waive further reading an-d to adopt Ordinance No. 68 -263,
Councilman Harker seconded, and the motion carried unanimously.
NEW BUSINESS:
7. RESOLUTION NO. 68 -816: Deficiency report showing street work
done in last 8 yrs., and projecting what needs to be done in
the next 5 years, and 10 years, and due prior to May 1, 1968.
Public Works Director Pizzorno presented Resolution No. 68 -816
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
APPROVING THE 1968 HIGHWAY NEEDS REPORT. Councilman Tyrell
moved to adopt Resolution No. 68 -816, Councilman Merritt second-
ed and the motion carried unanimously.
APPROVAL OF PLANS AND SPECIFICATIONS FOR OLIVE ST. BETWEEN
TEMPLE CITY BLVD. AND ENCINITA, AND AUTHORIZING CALL FOR BIDS
The Public Works Director presented the above plans and speci-
fications and recommended the Council approve them and authorize
the call for bids. He advised this is part of the select system
of streets and is eligible for gas tax funds and also is a
budgeted improvement. Councilman Merritt moved to approve the
plans and specifications for Olive St. and to authorize the calls
for bids, Councilman Beckley seconded, and the motion carried
unanimously.

9. RESOLUTION NO. 68 -817: Warrants & Demands
City Manager Koski presented Resolution No. 68 -818 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, ALLOWING CLAIMS
AND DEMANDS IN THE SUM OF $33,110.50, DEMAND NOS. 10805 THROUGH
NO. 11032. Councilman Beckley moved to adopt Resolution No.
68 -818, Councilman Harker seconded, and the motion carried unani-
mously.
10. COMMUNICATIONS:
City Manager Koski presented a request from the Temple City
Chamber of Commerce for the City Council to study the ordinance
concerning bicycle racks on Las Tunas Dr. They would like some
consideration be given to allowing bicycle racks in front of the
bicycle stores, the Temple City Times, and strategic places in
the mall. Councilman Tyrell moved that this be referred to the
Traffic Commission for study and to include looking into the
insurance aspects, with a report to be forthcoming back to the
Council at a study session, Councilman Beckley seconded, and the
motion was unanimously carried.
11. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward to speak at this time.
12. MATTERS FROM CITY OFFICIALS:
The City Manager presented a City - County liability agreement for
Council consideration. He advised it has been reviewed and approved
by the City Attorney and recommended Council approval. Councilman
Tyrell moved to approve the agreement and to authorize the Mayor
and City Clerk to sign on behalf of the City, Councilman Beckley
seconded, and the motion carried unanimously.
The City Manager presented Resolution No. 68 -818 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL
and advised this was for the position of Stenographer -Clerk for
the Recreation Dept. Councilman Beckley moved to adopt Resolution
No. 68 -818, Councilman Merritt seconded, and the motion was unani-
mously carried.
City Attorney Martin presented the underground utility ordinance
and advised it is recommended by the Public Utilities Commission
in connection with the undergrounding program. It is an enabling
comprehensive ordinance reviewed and approved by the utility
companies. The City Attorney read title to Ordinance No. 68 -265
AN ORDINANCE OF THE CITY OF TEMPLE CITY ESTABLISHING REGULATIONS
AND PROCEDURES FOR THE REMOVAL OF OVERHEAD UTILITY FACILITIES AND
THE INSTALLATION OF UNDERGROUND FACILITIES IN UNDERGROUND UTILITY
DISTRICTS and recommended it for first reading. Councilman Harker
moved to waive further reading of Ordinance No. 68 -265, Councilman
Tyrell seconded, and the motion carried unanimously. No further
action was taken as this was the first reading of Ordinance #68 -265.
Councilman Beckley stated he felt Temple City came a long way the
past year with very good working conditions with the City Council
and all facets of the City, Schools and Chamber of Commerce, and
felt they could move forward to bigger and better things.
Councilman Merritt mentioned he was very happy to have the two
incumbents on the Council and he would be happy to work with them
for at least the next two years.
Councilman Tyrell presented a proposed Resolution for adoption
by the California Contract City's Association relating to an inter-
pretation and amplification of the By -Laws, and he moved to refer
it to appropriate members of the Contract Cities Assn. for consider-
ation at the Seminar, Councilman Beckley seconded, and the motion
was unanimously carried.

Councilman Tyrell commended former Mayor Beckley for his services
during the past year.
The Deputy City Clerk requested authorization to have the expense
checks'prepared for those City officials attending the Contract
Cities Seminar in Palm Springs in early May. Councilman Merritt
moved to approve the request, Councilman Tyrell seconded, and the
motion was carried unanimously.
At this time Councilman Tyrell acknowledgedthe presence of "Tiny Tim"
Clemson who was in the audience. Mr. Clemson was a former Council-
man who resigned due to being transferred out of the City by his
business. Mr. Clemson congratulated Mayor Briggs and stated he
was pleased to be here at this time.
Mayor Briggs thanked the young people from the T. C. High School
for their attendance and offered to answer any questions they
might have re the City government.

13. ADJOURNMENT: Councilman Tyrell moved to adjourn to April 22, 1968, -
at 7:30 P. M., seconded, and carried unanimously. The adjourned
meeting will be held in the Council Chambers of the City Hall,
5938 Kauffman Ave., Temple City.
