HomeMy Public PortalAboutRES-CC-1997-02RESOLUTION #02-97 CREATING THE MOAB HILLSIDE REVIEW ADVISORY BOARD. WHEREAS, the Moab Planning Commission finds it necessary to create a Hillside Review Advisory Board to help in the review of Hillside Development Applications; and WHEREAS, the Hillside Review Advisory Board shall be administered by the Moab City Planning Department; NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the City of Moab to create the Moab Hillside Review Advisory Board as follows: Composition of Board 1. The Moab Hillside Review Advisory Board shall consist of 5 members. 2. All five members of the Board shall be residents of the Moab City/Grand County area. The membership shall be as follows: geologist, engineer, realtor/ developer, a citizen representing the citizens at large, and a representative from the City staff. 3. If it is not possible to fill the geologist and/or other fields of expertise, these positions shall be assumed by citizens at large. Appointment Process 1. All members of the Board will be appointed by the Mayor and confirmed by the City Council. 2. The Moab Hillside Review Advisory Board shall select a chairman and determine a meeting schedule. The Moab Hillside Review Board will make recommendations regarding the filling of vacancies on the Board. Terms of Office For the first Board appointments, 3 members shall be appointed for two-year terms and 2 members for one-year terms. All subsequent appointments shall be for two-year terms. Vacancies shall be filled by appointment for the unexpired portion of the term. Responsibilities of the Moab Hillside Review Advisory Board The Moab Hillside Review Advisory Board, in an advisory capacity only, shall: 1. Review proposed major developments as defined in the Moab City Hillside 2 Ordinance, Section 17.55, Moab City Code, on slopes exceeding 15% within Moab City jurisdiction and make recommendations for approval, conditional approval, or denial to the Planning Commission and City Council. 2. Provide advice and support as needed to the City Staff, Planning Commission and City Council in connection with reviewing requests for zoning changes or other development applications to which the Hillside Development Ordinance applies. Voting Quorum Required A quorum of the Hillside Review Advisory Board shall be three (3) members; a majority vote of a quorum shall be required for a decision of any matter before the Board, but the minimum number of yes votes required for a decision shall never be less than three (3). If a quorum is not present, no meeting shall be held, and items of business shall be continued to the next meeting of the Board.
