District C Councilor Richard E. Mastrangelo Council Chambers. Present were members Vincent Piccirilli, chair;
Anthony Palomba,vice chair; and Kenneth Woodland, secretary. Staff present were DPW
Caroline Bays Councilor At Large Superintendent Gerald Mee, Town Engineer Matthew Shuman, and DPW Director of
Administration and Finance Dennis Sheehan. Also present were Councilors Anthony
Anthony J.Donato, Donato, Caroline Bays, and Lisa Feltner; Chairman of the Stormwater Advisory Committee
Councilor At Large David Stokes; and Watertown News.

Councilor At Large The purpose of the meeting was to review the 2019 local road construction program and
make a recommendation to the full Town Council. Mr. Shuman made a presentation to the
Anthony Palomba, Committee concerning the various methods of road reconstruction and the specific roads for

consideration(see Attachment).

District A Councilor Highlights from the presentation included a review of the road program goals and reviewing
Lisa J.Feltner, the various elements of road reconstruction such as planning,notifications, curbs, sidewalks,
District B Councilor and accessibility. The presentation also included updates on the 2018 road program.
Kenneth M.woodland, The proposed list of streets for 2019 consideration included: Bellevue Rd(Channing Rd to
District D Councilor Common St),Avon Rd, Chandler St, Burnham St, Bridgham Ave, Nichols Ave (Dexter
Ave to Boylston St), and Bartlett St along with the unfinished portion of Everett Ave.
4 ACTION ITEM: Councilor Woodland made a motion, seconded by Councilor Palomba, that the full
Town Council approves proceeding with the 2019 Road Program as presented. Voted 3-0.
Next, Councilor Piccirilli asked for additional discussion on the bullet point in the summary about funding
collector roads and longer streets. The consensus was that this was a worthy idea, similar to what we did on
the Common St project.
ACTION ITEM: Councilor Palomba made a motion, seconded by Councilor Woodland,that the full
Town Council recommend that the Administration add additional funding in the annual Capital
Improvement Program for"collector roads and longer streets"in addition to the annual $2.5M road
program appropriation. Voted 3-0.
Finally, Councilor Piccirilli related requests raised by residents at the School Building Committee meetings,
regarding fixing roads around the three elementary schools to improve traffic, and asked to consider if the
2020 local road program should prioritize these roads. There was concern about diverting funds from roads
already under consideration for next year, and that there needs to be more discussion with the DPW and
SBC on how to proceed with this.
