In Attendance: Jillian Douglass 4:30: Call to Order 1.t,minutes • MOTION by Don Arthur to accept the Minutes of February 13, 2013 Second by Jeanne Boehm. VOTE: 7-0-0 2.Review reports of Financial Status Don Arthur • Don Arthur will produce budget projections every 6 month • 5 reports to be reviewed; o Budget Projections figures as of 07-01-13 o Professional and Administrative Expenses • Cap of 5% yearly • Can be used for anything to run the meetings; clerical help (salaries), supplies etc. • Fee to pay CPC Coalition • Surveys, legal fees (not part of the project, title searches • Can be used for projects if needed • All have been reviewed with Lisa Souve o Property Bond Payments o Available funds for Open Space for the next 5 years o Project list • MOTION by Don Arthur to close 2 projects: Spruce Hill and Blacksmith Shop o Discussion as to why they should stay open until after Town Meeting • Spruce Hill (Apothecary) should be finalized at Town Meeting • Blacksmith; still awaiting signs from Historical Society (Steve Jones). Marilyn will contact Steve as to status/well past 2 year limit and they may have to return with new request. 3. Status of Kings Landing Community Housing appropriation Paul Ruchinskas • Letter from Maureen Hickey dated 03-08-13 • Amount in tax credit equity is more • Recommend we continue this discussion in April • In response to BHA letter for generators; Kings Landing project is acquisition and rehab 4. Housing Buy-down request: 82 Belmont Park Road Jillian Douglass • Need an addendum to the original agreement to stipulate the following; o $5000.00 to be matched by DHC funds o $5000.00 to supplement the payoff of existing mortgage o Septic $9000.00 o Heater/water heater combined: $6,000.00 • Must be specific in "escrow"/clarity of intent fro each section MOTION by Rollie Bassett to approve and sign the addendum presented for specific allocations of money for 82 Belmont Park Road. REVOTE approval of Eddy School Playground Elizabeth Taylor • Motion must be more specific as to what is covered • BOS discussed this project, voted 3-1 • Seems like there is a larger project being presented with the playground as a part • Concern regarding the presentation of bills; bills must be paid by Playground Committee • What is includes in other playground element??? • Surfacing description is coming directly from application • Only the playground The following was taken directly from the recording of the meeting; • Motion by Rollie Bassett: "approve Community Preservation grant of $200,000. to the Brewster School Committee to purchase and install an accessible playground on the Eddy School grounds. The project shall include a solid, poured, in place rubber surfacing under the playground and fencing around the playground for the protection and safety of the younger children given the proximity to the school driveway. This motion was WITHDRAWN by Rollie Bassett After a great deal of discussion this "final" motion was made; MOTION by Elizabeth Taylor to approve the application of the Eddy Elementary School Playground Committee for $ 200,000.00 as follows; Includes playground site preparation, playground components with installation, playground surfacing, fencing around the playground, and other playground elements such as benches, tables and pavers up to the $200,000.00 approved. Second by Rollie Bassett VOTE: 8-0-0 6. Warrant write-ups Elizabeth Taylor • PLAYGROUND- ATM Article The purpose of this project is to design and install an accessible playground on the Eddy School grounds. The specific components of the project which will be covered by Community Preservation funding includes playground site preparation, playground components with installation, playground surfacing, fencing around the playground, and other playground elements such as benches, tables and pavers up to the $200,000.00 approved. APPROVED; VOTE 8-0-0 • HISTORIC -SPECIAL TM Article This article will pay a Brewster Historical Society bill, out of funds already approved, for work done relative to removing apothecary store components out of the old fire and History Museum property and storing them securely at the Brewster Historical Society Museum. This portion of the project was originally approved by the Community Preservation Committee, but not described in the original Fall 2008 warrant article and therefore the town was un able to pay the bill as presented. APPROVED; VOTE 8-0-0 • Elizabeth will e-mail Final write-up to all 7.
