RESOLUTION N0. 96-26
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF LYNWOOD MAKING CERTAIN FINDINGS AND
DETERMINATIONS WITH RESPECT TO REDEVELOPMENT
AGENCY PAYMENT FOR THE PENDLETON AVENUE LANDSCAPED
MEDIAN ISLAND PROJECT.
WHEREAS, the construction of a new shopping center is
underway at Atlantic Avenue and Pendleton Avenue; and
WHEREAS, as part of this development, the City will
construct landscaped median islands and project entry markers on
Pendleton Avenue just west of Atlantic Avenue; and
WHEREAS, the construction of these improvements will
enhance the project and beautify the surrounding area; and
WHEREAS, funding sources for the project have been
reviewed and the only available funding source identified is
Lynwood Redevelopment Agency funds.
WHEREAS, the Pendleton Avenue Landscaped Median Island
Project lies within the boundaries of the Project Area "A" as
depicted in Exhibit "A"; and
WHEREAS, the Pendleton Avenue Landscaped Median Island
Project, to be constructed within Project Area "A", will enhance
esthetics of the area; and
WHEREAS,, The total Agency obligation for the project
shall not exceed $50,000.
NOW, THEREFORE, the Agency Chairman and Board Members
of the Lynwood Redevelopment Agency do hereby resolve,
order, and determine as follows:
Section 1. (a) The payment by the Lynwood
Redevelopment Agency for the Pendleton Avenue Landscaped Median
Island Project within the Project Area "A" as depicted in Exhibit
"A" is of benefit to the Project Area. This finding is based on
the fact that the improvements made at the location indicated on
Exhibit "A" will serve to improve the esthetic appearance and
infrastructure within Project Area "A".
(b) That there are no other reasonable means of
financing such facilities, structures or other improvements
available to the community. The City has insufficient General
Fund surplus and the uncertainty of continuing municipal revenue
sources militates against the depletion of the existing reserves
until such time as revenue sources and major required
expenditures are stabilized.
(c) The payment by the Lynwood Redevelopment Agency
for the specified Pendleton Avenue Landscaped Median Island
Project will eliminate blighting conditions within the project
area by beautifying the area, thus enhancing the value of
abutting properties.

I, the undersigned, Secretary of the Lynwood
Redevelopment Agency, do hereby certify that the above and
foregoing resolution was duly adopted by the said Agency at a
regular meeting thereof held in the City Hall of the City of
Lynwood on the 17th day of September 19 96 and
passed by the following vote:

Section 2. That the Agency Board authorizes the
