Meeting Minutes
March 27, 2013
Present: Elliott Carr, Don Arthur, Roland Bassett Jr., Elizabeth Taylor, Terry Ryder and Paul

Brief remarks by the Chair;
• Historic community should work together
• CPC change in procedures; 2 year clause on all projects, can be extended if asked.
• We need a sense of priories', what is the most important?
,loan Castanglan-Brewster Cemetery Commission
• History lies in the cemeteries
• History can be touched, and walked
• Keep the monuments and stones strong
• Includes markings and fencing
• When we find stones they are put back
• cemeteries; First Parish-1703- oldest, ongoing project/town owned
Lincoln Foster- off Long Pond/ on private property
Breakwater
Brewster Memorial next to the Police Station
Red Top Road Cemetery
Sears Cemetery-Town cemetery/family
Diliinciham Cemetery- Town cemetery/family
2-3 others buried in the woods
Lower Road-private, owned by plot holders, endowment fund
• 5 "ancient" cemeteries, 2 we bury in now
• Town is very supportive
• At the mercy of the weather
• Next project to complete-First Parish; stone and iron fencing
• There is a pamphlet available that shows a map and perhaps an "organized" walk as to where
they are.

Questions
• Are there any outside funds?
• Other Departments give "in kind" to the cemeteries; DPW provides "hard labor" when
requested
• What are the long range plans
Ellen St.Sure-Brewster Historical Commission
• Prioritizing is difficult, most important historic sites and oldest, attraction to the public.
• We are interested in the following sites; no particular order
o Isaiah Foster House on Lower Road, pre 1800, has been offered to the Historical
Society
o Elijah Cobb House
o House next to the Grist Mill on Stony Brook Road

o Methodist Church (1820) on Old Red Top, church/house were moved to Quivett Neck,
10 Pleasant Street in East Dennis.
o Signage for age designation
o Digitizing town records, first 125 years are done. Annotated inventory, Needs more
organization and coordination
Questions
• Opportunity is the key, if saved what is the public use?
• Brewster needs a "demolition delay bylaw"
o 6 months to move it, at lease it gives a legal chance
o Can be a protective bylaw
o Question of intruding upon property rights
Steven Jones- Brewster Historical Society.
• Isaiah Foster House is a priority
• To move to Windmill site (Windmill Village)
• Use as a museum
• Price complications, moving quotes
• Building restoration
Questions
• How historic is it? Built in 1799 (Ellen feels it was built prior to that)
• Could be moved full height/ full width/wires/trees???
Rob Williams- no major trees, maybe a few branches, logistics is the issue, Freemans built it,
Foster bought it.

• MOTION by Donald Arthur to approve write-up for Town Warrant as presented

4. Other
1. Letter from Mark Robinson regarding contract dated March 21, 2013
• Water shed areas
• 2 year period of time, up to 100 hours
• Focus on priorities
• Out of Professional Services
2. Land acquisitions can be done from other sources; Warrant articles and Water Department
• What is the bond indebtedness?
3. Check received from Orleans for Jackson property portion
