The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret preceding the Regular Meeting of December 19, 2002, was
held on Decemberl2, 2002, Municipal Court/Police Facility, 230
Roosevelt Avenue, Carteret, New Jersey.
The following were noted present: NOTED PRESENT

Noted absent were Councilmembers Daniel Reiman, Ronald Rios and NOTED ABSENT
Buddy Sohayda.
Also noted absent was Borough Attorney Robert Bergen, Esq.
Also noted present was Kevin Parsons, Esq.

Don Norbut gave his report: BOROUGH ENGINEER
· 2002 ROAD PROGRAM
The 2002 Road program is in pretty good shape. It is
substantially complete. The only road that did not get
finished is Barlik Street, which remains to be paved. The
rest of the roads are completed.
· WATERFRONT PARK
The contractor is a week or two ahead of schedule. He's
going to be driving piles for the next several weeks. In
January he's going to continue working in the substructure
and throw all of the timber pieces together.
· SANITARY SEWER PROJECTS
They seem to be having a problem with the contractor on
the Roosevelt Avenue Pump Station VFD and Control
Replacement Work. It appears that he had underbid the job.
The equipment is a lot more than he anticipated. He is still
shopping around trying to find equipment that meets the
minimum specification but is at a better price than he's
getting quoted. That may turn into a problem. He may
default. We may have to rebid. We would have to speak to
the attorney and find out what the damages are. Certainly
the contractor is liable for damages.

Mayor Failace said that actually should be a priority over the next
year or so.
Don Norbut said absolutely. It is an old metal corrugated pipe and
it is significantly deteriorated due to ground water and so forth.
· HARRISON AVENUE
Mayor Failace said there us a lot of water there again.
Don Norbut said the pump station will not alleviate flooding.

Councilmember Santoro asked for a commendation for Dan Beasley
who is retiring after 20 years.

The Municipal Clerk said the have to do a resolution first approving
him as a taxicab owner and approving the drivers.
Mr. Felauer asked if he could have temporary approval.
Mayor Failace said they can't do that because there are a number of
things that are normally done. There's a background check. He said he
would have the Borough Attorney contact him.
LIBRARY LIBRARY
Sally Bonventure said that Ms. Chan asked her to come to the meeting
because there are requisition regarding a grant that have to be signed.
Councilmember Santoro said that the requisitions were not in the
signature folder at the meeting.
Mayor Failace said they would find them.

Santoro and Sosnowski voted in the affirmative. Councilmembers

At approximately 7:30 P.M a Closed Session was held.

At approximately 7:48 P.M., upon MMS&C, by Councilmembers
Sosnowski and Parisi and unanimous affirmative vote of the three (3)
members present, the meeting was opened to the public.

BEVERLY STREET BEVERLY STREET-
Mayor Failace said that one of the main reasons that problem started
was because of the Industrial Road. It cut off the runoff. There is
nowhere for the water to go.
Councilmember Parisi said he's been there when it rained and hasn't
seen flooding. Mike Carnevale's telling him he hasn't seen a problem
in years.
Councilmember Santoro said in the last three years they've had foot
deep water down there.
Mayor Failace told Councilman Parisi that if he has concerns, he
should knock on some doors at the end of Christopher Street or the end
of John Street and ask them.
Councilmember Santoro suggested that Mike Camevale talk to Don
Norbut.
Mayor Failace said it is terrible quality of life issue for those people. It
does affect a lot of people.
HAGAMAN STREET HAGAMAN STREET -
Mayor Failace asked if they did the separations on Hagaman Street.
That's been paved. We have illegal sewer connections under there.
That was when the change over went from Killam to T&M and that --'
information was forwarded. We got that money for Hagaman a while
ago and the reason we held offwith it was because of the illegal sewer
connections. Now we paved the street and the connections weren't
done.
SALT vs SAND SALT vs. SAND-
Most of the other municipalities use salt and we use sand.
Mayor Failace said we use a sand and salt mix. We need a place to
store the salt.
Councilmember Santoro said she thought that Woodbridge was going
to let us use their Sewaren salt. Woodbridge was going to let us buy
the salt and use the Sewaren facility to store it.
Councilmember Parisi said that is something to look into again.
Mayor Failace agreed.

3. Detective Rivers - Requesting amendment to Code, Re:
Alcoholic Beverages. The Municipal Clerk explained that this
was in regards to identification and fingerprinting.
This was turned over to the Borough Attorney.
4. George Carpenter - Requesting to meet with Mayor and Council.
This will be discussed in Closed Session.
5. Gloria Goodrich-Requesting resolution expanding the NJ
definition of Veteran.
BUSINESS ADDED BUSINESS ADDED-
RE: SCHOOL SCHOOL pARKING -
PARKING Councilmember Santoro said they are looking to do two days with the
Police at the schools. All of the students have been notified. They will
be looking for double parking, etc.
She said she wants to discuss negotiations in Closed Session.
PERMIT PARKING PERMIT PARKING -
Councilmember Sosnowski said a resident asked him if they could
issue parking permits for residents in the Pulaski Avenue area. They
are getting a lot of overflow from Meridian Gardens. Maybe they
could let people from out of town drop off their recyclables if they
have a sticker on their car.
Mayor Failace said that the Attorney will look at it but he doesn't
know how to tell someone that lives on Poplar Street that they can't
park on Pulaski Avenue.
Councilmember Sosnowski said he wants to discuss negotiations and
personnel in Closed Session.
Councilmember Padsi said he has two items to discuss in Closed
Session pertaining to personnel.
PUBLIC DISCUSSION -
PUBLIC Upon MMS&C, by Councilmembers Sosnowski and Santoro and
DISCUSSION unanimous affirmative vote of the three (3) members present, the
meeting was opened to the public at approximately 7:25 P.M.
TAXICAB TAXICAB -
Allan Felauer said he owns a taxi company. He went to Motor Vehicle
and they would not give him the registration and plates until he gets
something from the Municipality of Carteret stating that they are
allowed to operate taxicabs in Carteret. He went to the Borough
Clerk's Office and was told he couldn't be given anything until Motor
Vehicles registers his car.

· EMERGENCY SERVICES
BOROUGH ENGINEER They are preparing the contracts. B&W is now on board. If we
REPORT (;ON ' T have any problems they will respond to the emergency work.
· SEWER MANHOLE REHABILITATION PROJECT
They've completed the first phase of the design work. They will be
meeting with Mike Camevale to discuss additional manholes he's
found. They have specifications partially prepared. They should be
ready to go to bid the first week of January.
· GRANTS & LOANS
a) NJDOT Fiscal year 2003 Local Aid Grant
They received $194,000.00 grant for improvements to Marion
Street and Poplar Street.
b) New Jersey Trails Program
They are applying for $50,000.00 to provide supplemental
funding for the Phase II Waterfront Park Project. That is
due next week.
c) The New Jersey Smart Growth Program
they are preparing a Letter of Interest/application for the
Chrome Waterfront Redevelopment AREA. It is due tomorrow.
Once you use the Smart Growth money than it's easier to get
other money through other state programs that are sister
programs to this.
Councilmember Santoro said she would like to do a resolution
For $ 1500.00 for T&M Associates so that Don Norbut could get
his grant tomorrow.
· HILL DISTRICT DRA1NAGE IMPROVEMENTS
Borough Engineer Donald Norbut discussed the Hill District
Drainage Improvements. They will be constructing a deep wet well
storm water pump station and a detention basin off of Beverly
Street. It also includes some upgrades to the drainage system on
Beverly Street. They have property acquisition and extensive
surveys for a new force main that will be constructed in that area.
There are a number of easement documents that will go into this
project. They will need five (5) environmental permits to do this
project. They need a major stream encroachment, wetlands and soil
erosion permits, waterfront development and an Army Corp
approval for this because we are in a tidal area. We will have to get
a tidelands license. They will have to use structural engineers as
well as their mechanical team. On authorization, they would
proceed with plans and specs; this project can be bid probably late
spring, early summer of next year.
A professional services resolution for T&M Associates in the
amount of $194,000.00 will be put on for the Council Meeting.
· BERGEN STREET
They discussed the Bergen Street sewer line.
