HomeMy Public PortalAbout2018-07-161 REGULAR COUNCIL MEETING, JULY 16, 2018 CALL TO ORDER The Regular Council Meeting of July 16, 2018, was convened at 6:01 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Graham to adopt the agenda. The motion was seconded by Councilman Prather. The motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin welcomed local Boy Scout Troop 11 members to the meeting. They were invited to the podium to introduce themselves to the City Council. The Chamber of Commerce was presented a proclamation by Mayor Te rgin to commemorate their 125th anniversary. The Cultural Arts Foundation presented a Capitol Avenue framed print to Mayor Tergin and the City of Jefferson. The print was number one of 100 prints. Artist Mary Ann Hall was at the meeting for the presenta tion. The remaining prints are available for sale at $100 each. Fred Rademan was recognized for 41+ years of service with the Parks, Recrea tion, and Forestry Department. J.J. Gates, Parks and Recreation Assistant Director presented Mr. Rademan with a City key. Diane Cary was recognized for 24 years of service with Planning & Protective Services. Sonny Sanders, Director of Planning and Protective Services presented Mrs. Cary with a plaque and City key. Steve Crowell, City Administrator recognized Brad Wise r, City of Jefferson, Senior Street Maintenance Worker, Public Works Department for receiving the July Outstanding Employee Service Award. Mayor Tergin thanked Mr. Wiser for his hard work and dedication, and she presented him with a City coin and gift certificates. Jayme Abbott, Neighborhood Services Manager introduced Monte Krehbiel and Lillian 2 REGULAR COUNCIL MEETING, JULY 16, 2018 Kinard of Republic Services for a presentation on the “Recycling Simple: Empty. Clean. Dry.” initiative. PUBLIC HEARINGS a. Creation of the School Street Local Historic District and Establishment of Design Guidelines i. Associated Pending Bill 2018-021 (Ward) Staff: Sonny Sanders/Eric Barron A staff presentation was made by Eric Barron, City Planning Manager. The following citizens spoke on the bill. - Jenny Smith, School Street Local Historic District Applicant spoke in favor of the bill. - Rev. Dr. Cassandra Gould, Quinn Chapel AME Church, spoke against the bill because it did not include the Quinn Chapel AME Church property. - Patsy Galbreath Johnson spoke in favor of the bill. - Glover Brown, 1700 Valley Hi Rd., Friends of Lafayette and the Historic Foot District spoke against the bill. - Sheila Logan Simms spoke in favor of the bill only if an addendum can be attached to include Quinn Chapel AME Church. - Mary Shantz, Historic Preservation Commission Chair, spoke in favor of the bill. - Perry Douglas spoke against the bill. - Jocelyn King spoke in favor of the bill. - Sherryelyn Woodruff, Quinn Chapel AME Church Trustee, spoke on the bill, stating that she would not oppose the bill if Quinn Chapel AME Church cou ld be included. - Tammy Boeschen, President, Historic City of Jefferson spoke in favor of the bill. - Lori Simms, Quinn Chapel AME Church Board of Trustees member, spoke against the bill. - Tony Smith, of 1211 Elmerine Ave., spoke in favor of the bill. - Arthur Brown, 714 Clark Ave., spoke against the bill. 3 REGULAR COUNCIL MEETING, JULY 16, 2018 - Carolyn Cave, 214 Montana, spoke in favor of the bill if an addendum could be added to include Quinn Chapel AME Church. - Menthe Bolton, 1310 Linden Dr, spoke against the bill. - Annquenette McDonald of Second Christian Church spoke in favor of the bill. - Rev. Kimberly Woodruff, 808 Jackson Street, and lifelong member of Quinn Chapel AME Church spoke against the bill. - Applicant Jenny Smith provided closing comments. Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated pending bill. 2018-021 sponsored by Councilwoman Ward, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ESTABLISHING A LOCAL HISTORIC DISTRICT, TO BE NAMED THE SCHOOL STREET LOCAL HISTORIC DISTRICT, AND ADOPTION OF ASSOCIATED BUILDING DESIGN REQUIREMENTS. After much discussion about the feasibility of adding the Quinn Chapel AMC Church property to the Historic District Application, Councilwoman Ward, the sponsor of Bill 2018-021 requested that the bill be placed on the informal calendar. There were no objections. Councilman Hussey made a motion to direct City Staff to develop a process to add properties to a historic district after the district has already been created. Councilman Prather seconded the motion. The motion passed by the following roll-call vote. Aye: Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: Fitzwater APPOINTMENTS BY THE MAYOR Councilman Prather motioned to approve the following appointment to the Cultural Arts Commission. Councilwoman Wiseman seconded the motion. The motion passed unanimously by voice-vote. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Mayor Tergin made the following announcements:  The MR340 Race sponsored by American Water begins on Tuesday, July 24 in Kansas City. The race participants are expected to be in the City of Jefferson on Wednesday morning, July 25.  Remind everyone to vote on August 7.  Councilman Prather announced the first City Budget meeting scheduled for July 23 at 5:30 P.M., in Council Chambers.  Sonny Sanders, Director of Planning and Public Services announced tw o potential grants for Historic Preservation. The first is for a Historic Prese rvation Plan. The second is for a West Main Street Area Survey. Both grants are through the State Historic Preservation Office Historic Preservation Funds. NEW BUSINESS/UNFINISHED BUSINESS On behalf of the Charter Review Advisory Committee, Ryan Moehlman, City Counselor requested a 60-day extension for further review of Section 6.2 of the City Charter pertaining to the Parks and Recreation Commission. Councilman Fitzwater motioned to grant a 60-day extension to the Charter Review Advisory Committee for further review of Section 6.2 of the City Charter pertaining to the Parks and Recreation Commission. Councilwoman Wiseman seconded the motion. The motion passed unanimously. ADJOURNMENT A motion to adjourn was made by Councilwoman Wiseman, seconded by Councilman Graham, and approved unanimously at 9:30 P.M.
