IERr OF on the bulletin board on January 3, 2003. t~;~:t'lt~IG t~lOrlCE Borough Engineer - Don Norbut, Borough Engineer, then gave his TO ADDRESS report He spoke on the 2002 and 2003 Road Program, the GOVERlqlI~ Wat¢~iront Park, Phase I, Sanitary Sewer Projects, Hill District ~OOY Storm Sewer Improvements and Grants and Loans. Borough Engineer Mayor Reiman spoke on The Downtown Business District IX~ntcsm Business District Impco~eraen t Improvement Grant - Washington Avenue Streetscape, Phase II. Grant He said last year they had received 57 to 59 thousand dollars of funding for this. It was originally allocated for West Carteret but we are going to take West Carteret/Roosevelt Avenue into consideration as part of the UEZ Project. We also requested of the county that they allocate the 59 thousand dollars be used as part of Phase II, on Washington Avenue, from Cooke Avenue to Pershing. He said that Mr. Norbut estimated the cost of this to be around 90 thousand and he believed that the UEZ will cover the remaining costs associated with that because we are about to ask for 1.4 million of State UEZ money to be used along the corridor from Plaz- '2, up to Washington Avenue. He said our attorney will be in Trenton on the 15th. Councilmember Rios suggested going on to Washington and Roosevelt Avenue. Mayor Reiman explained that the UEZ Grant they requested would allow them to do from coming in on Roosevelt Avenue, the Plaza 12 Shopping Center down Washington Avenue all the way down JANUARY 9, 2003 $180,000.00 that comes from the County will be used for the 2003 Park Sportsmen's Field. There will be an additional million dollars in Infrastructure and park projects to be used in Chrome Park, the rest of Carteret Park, tlpgrade Cont: part of Phase II, the Grant Avenue Park and potentially looking at a John Street Park which use to exist in Carteret. He said he would like to move ahead to the Sportsmens Field as soon as possible. Councilmember Rios said this also included monies for the Veterans Monument. Mayor Reiman said as outlined in the plan it is $45,000.00 for the monument. Directing the Issuance of Various Raffle Licenses. ~ONS Refund of Tax and/or Sewer Fee Overpayments. Authorizing Various Contractors to Perform Rehabilitation of Homes Pursuant to COAH Regulations. Creating Various Handicapped Parking Spaces. Approving Interlocal Agreement with City of Linden for Animal Control Services. Approving Taxicab Owner's License - Alan Felauer. Approving Taxicab Driver's License - Alan Felauer. Autbc, dzing Issuance of Various Amusement Game Distributor's Licenses. Authorizing Issuance of Various Amusement Game Device Licenses. EUS - Workman's Compensation, G.R. Murray (Dave Balkin). __ Appointment to Board of Health. Amendment to 2003 Temporary Budget. Councilmember Parisi asked about a timetable for all the projects in reference to the Ordinance. Mayor Reiman said he would like to start the projects as soon as possible and the design phases are going to take two (2) to three (3) months on each project. He spoke shortly on this. J4NUM{Y 9, 20{[)3 Authority. It has a five (5) to ten (10) year lease program and have Capital Lease included some items on there for Council consideration. He said Progrma Cont: we may send it to the County notifying them that we may be interested in some of these items and hopefully we can pick and choose which ones. He said in addition we may be able to write off some of the Street Sweeper costs for a new sweeper, to the UEZ. Councilmember Sosnowski said he got a letter l~om Chief O'Connor and he said one of our part-time EMT's has decided to resign because he needs something more steady. He is asking our permission to go out for interviews and he wants to give him our permission to interview for more part-timers. Councilmember Rios told him he had talked to Chief O'Connor the day after they had negotiations and he asked him to please consider at least six (6). He then asked for a commendation for a Crossing Guara in West Carteret. She save a man's life who was having a hear attack. Her name is Mary Ferrance. He then brought up an Bird F~ees ongoing problem about bird feces. Attorney Bergen said he will draft up an ordinance and he mentioned that Atlantic City had a similar problem. Councilmember Rios said he is working on this with Mr. Neibert from the Building Department and Mrs. Ransdell from the Health Department. Attorney Bergen said before he drafts up the ordinance he asked if anyone knows of anyone that raises pigeons because it needs to be taken into consideration. Cour~ ilmember Naples said she met with Mr. Neibert and he gave her and her committee a tour of all the buildings. Councilmember Krum said he met with Mr. Kately and the Parks Counei. lmemlmr Krtmn Workers and let them know what he and the rest of the Council expects from him. He also said they need a resolution for Temporary Seasonal Workers for Basketball at the Carteret Middle School. He gave the names of the four (4) people. Mayor Reiman then asked for a motion to go into Closed Session for Contract Negotiations, Litigation and Personnel. MEETING CtOSI~D At approximately 7:35 p.m., a Closed Session was held. t4~;rlNG OPI~IED Upon MMS&C by Councilmember Sosnowski and Rios and unanimous affirmative vote of the four Councilmembers present, this meeting was opened at approximately 9:16 P.M. with all the same present except for Councilmember Naples who was noted Absent. Attorney Bergen then said he was going to do a resolution authorizing the Mayor to negotiate and enter into and administer allocation of RCA Fund Agreements. RESOLUTION RESOLUTION #03-21 was introduced by the Mayor and referred 03-21 to the Council for action Authorizing Mayor to Enter Upon MMS&C by Councilmembers Krum and Rios into Af fnrd~able Housiog Agreement RESOLUTION #03-21 -- "AUTHORIZING THE MAYOR TO ENTER INTO AFFORDBLE HOUSING AGREEMENT" was Adopted. Upon individual roll call vote Councilmembers Adopted Kmm, Padsi, Rios and Sosnowski voted in the Affirmative. Mayor Reiman then said they need a resolution to appoint the four (4) Seasonal Employees for the Basketball Program. MATTERS FOR DISCUSSION: l~tters For Discussion Officer Rivers - Requesting amendment to Ordinance, Re: ABC ~i~.~.R~er~ Identification Cards. The Mayor referred this to Police Commissioner Rios. Joanne Joanne Kisselman - Requesting raises for Co-Directors of Special Kissl~an Recreation and Secretary of Board for the Disabled. The Mayor referred this to the Finance Committee. Appointments: a)Altemate Public Defender. The Mayor put this on Appointments hold. b) Member - Board for the Disabled - The Mayor appointed Debbie Kaskiw. c) Air Pollution Board - Member - The Mayor said this is an open member and asked if the Council has a recommendation otherwise they will hold it. d) Recreation Committee Subcommittee Member - The mayor referred this to Michelle Grandell the Chairperson of the Recreation Committee. R~cy¢ling Recycling Coordinator - Recommendations pertaining to recycling Coordinator disposal and garbage costs. He said he had gone through the report and then he went on to explain that he had inadvertently assigned Councilmember Rios to four (4) Committees, so he is taking him off Public Works and he is putting Councilmember Sosnowski on and Councilmember Par/si as Chairperson. Upon MMS&C by Councilmembers Rios and Kmm and individual roll call vote Councilmembers Krum, Naples, Padsi, Rios, and Sosnowski voted in the Affirmative. BUSINESS TO BE ADDED: BIJSI[~S 113 BE ADDED Councilmember Parisi said he met with Patrick De Blasio and they will be setting up some meetings that he will be giving them the Cotmcilmember dates on. He then went on to speak on why he hadn't seen the Parisi Street Sweepers out. He asked John Riley and he told him it was because of the cold and we need to buy another one. Don Norbut explained the Smoke Study done by Killam. He said there was no cross connections found. The area around Beverly Street may not be done. It is flooding on a regular basis. They will have to check it, Mayor Reiman asked when the plans will be done. Don Norbut said they have to meet with the DEP and the property owners. He guesses in about sixty (60) days. Mayor Reiman then spoke on the Sportsmen Field, saying he would like them to start the design work. Councilmember Parisi asked if there was any further communication on the West Carteret Traffic Light. Don Norbut said he received a letter from the County Engineer and he will give his report at the next meeting. Councilmember Padsi said there was a problem on Pinho. Mayor Reiman said it was storm sewer water. Councilmember Rios mentioned Woodbridge. Mayor Reiman said he had a meeting scheduled with Mayor Pelzmann. ORDINANCES First Reading- #03-01 Revenue Bond Ordinance for Open Space, &755,000.00. 2003 Park Mayor Reiman said this is part of the Administration proposal for Infrastructure the Council as part of the 2003 Park Infrastructure and Upgrade. and ~,cade This will allow the town to take a note out over the next five (5) to ten (10) years and use the Open Space Money to improve the parks, starting this year, and pay it down over the next five (5) to ten(10) years There is no additional taxes at all. It allows us to begin the process of improving the parks. He spoke shortly on this. He said he listed and outlined a Park's Infrastructure Improvement Project, which he wants to be taken up at the next Agenda Meeting. Councilmember Parisi asked when we would know the decision on the second Phase of the Waterfront. Mayor Reiman told him April.
