HomeMy Public PortalAbout95.032 LRALRA RESOLUTION NO. 95-32 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF LYNWOOD MAKING CERTAIN FINDINGS AND DETERMINATIONS WITH RESPECT TO REDEVELOPMENT AGENCY PAYMENT FOR THE LONG BEACH BOULEVARD SAFETY/BEAUTIFICATION IMPROVEMENT PROJECT". WHEREAS, due to recurring resident complaints regarding school children/pedestrian crossing safely at the intersection of Long Beach Boulevard and Louise Street, the City Council requested Agency staff -review and assess the safety issues relative to this intersection; and WHEREAS, as part of this review and assessment, Agency staff proposes the construction of a pedestrian fence and additional landscaping along Long Beach Boulevard at Josephine Street and Lynwood Road and the extension of the existing median island on Long Beach Boulevard across Louise Street, all as part of a Long Beach Boulevard Safety/Beautification Project proposed by Agency staff; and WHEREAS, it is recommended by Agency staff, that the proposed Long Beach Boulevard Safety/Beautification Project providing for said construction of a pedestrian fence and additional landscaping as well as the extension of the median island on Long Beach Boulevard is an appropriate and most effective way to resolve the safety problems recurring at the subject location; and WHEREAS, the Traffic and Parking Commission has reviewed the proposed Long Beach Boulevard Safety/Beautification: Project and °e commends its implementation to address the safety issues at Long Beach Boulevard and Louise Street; and WHEREAS, various funding sources tb finance the Long Beach Boulevard Safety/Beautification Project have been reviewed by Agency staff and pursuant to such review, the only available funding source identified is funding from the Lynwood Redevelopment Agency; and WHEREAS the area in which the Long Beach Boulevard Safety/Beautification Project is to be implemented is within the boundaries of the Project Area "A" as depicted in Exhibit "A"• and ' WHEREAS, the total amount of funds required for the Long Beach Boulevard Safety/Beautification Project is estimated by Agency staff to be approximately $292,000. NOW THEREFORE, the Agency Chairman and Board Members of the Lynwood Redevelopment Agency do hereby resolve, order and find as follows: Section 1. (a) The construction of the aforementioned public improvements pursuant to the Long Beach Boulevard Safety/Beautification Project is of benefit to Project Area "A" due to the anticipated increase in pedestrian safety at the intersection of Long Beach Boulevard and Louise Street. (b) That there are no other reasonable means of financing the public improvement to be provided, pursuant to the proposed Long Beach Boulevard Safety/Beautification Project available to the Community. (c) That the payment of $292,000 by the Lynwood Redevelopment Agency for the Long Beach Boulevard Safety/Beautification Project will assist in the elimination of blight conditions with the Project Area "A" by providing for secure and safe pedestrian crossing within the project area. Section 2. That the Agency Board authorize the Executive Director or his designee to make the fund appropriation transfer per this resolution.
