REGULAR SESSION
Wednesday, November 13, 2013 at 4:30 pm
Brewster Town Office Building
Present: Elizabeth Taylor, Elliott Carr, Paul Ruchinskas, William Klein, and Don Arthur.
Absent: Dion Dugan, Roland Bassett, Martin Kamarck, and Jeanne Boehm
Also present: Jillian Douglass and Jon Juhl
The meeting was called to order at 4:35 pm
Video&Audio Recording or Taping Notification- "As required by the Open Meeting Law, we are informing
you that the Town will be audio taping this meeting. In addition if anyone else intends to either video or audio
tape this meeting, they are required to inform the chair."

Motion by Elizabeth Taylor to approve the meeting minutes of August 14,2013 as
presented. Second by Paul Ruchinskas.

2. Draft Brewster Housing Authority Award Letter—Brewster Woods
Paul Ruchinskas reviewed the draft of the Brewster Housing Authority Award letter. Legal
road access to the project is available from Brewster Road and is documented in the deed.
The letter spells out how the money will be disbursed:
• $100,000 of the $600,000 will be available upfront to the BHA for predevelopment
costs.
• Once $100,000 has been spent and the BHA or Developer has secured a permit, they
may return to the CPC to ask for up to an additional $200,000 for predevelopment
costs.
• The remaining $300,000 will be held until all additional funding has been secured and
construction is underway.
• $100,000 will be held until the project is completed. This is a little more than the
10% usually held back, but was done in this instance because of the $300,000
potentially expended at the beginning of the project.
• The BHA will be given up to 3 years to obtain all their funding and to close on the
property. If it takes longer than this, they will need to return to the CPC for an
extension. Due to the nature of the project, it was felt 3 years was more appropriate
than the normal 2 years usually allowed by the CPC.
• It was decided to wait until the project is funded before implementing the $600,000
mortgage. It was noted that by doing so however,the predevelopment funds will not
be secured by an interest in the property.
Motion by Elizabeth Taylor to approve the letter to the Brewster Housing Authority
relative to their CPC application. Second by Don Arthur.

3. CPC Warrant Article 16
There was a discussion on presenting the CPC Warrant Article 16 at town meeting.
Schoolhouse Pond was briefly discussed and the recharge area for that pond does not involve
any of the property to be developed. The Town Moderator will be notified that the BHA
representative will be available to speak at town meeting if helpful and/or allowed. Both the
Board of Selectmen and the Finance Committees support this Warrant Article.
4. Preliminary discussion of policies and procedures for applications and project
administration
There was a discussion on the CPC application for funds. Elizabeth Taylor will send the
updated application as of December 2012 to members. A vote should be taken on this
application and its changes. What should be required in the application and the deadlines

were discussed. It was suggested to move the December 1 deadline to February 1 and the July
1 deadline to September 1.
A brief discussion took place on a potential historic project that may come before the CPC in
the next round of applications.
The Professional Services application for funds should be a future agenda item and it was
suggested a PDF form be developed that can be filled out on line allowing a printout to be
sent in with attachments.

Paul Ruchinskas passed out a comparison of Cape Community Preservation Act Funding by
Town of Affordable Housing as a percentage of CPA Revenue as of June 30, 2013 and a
comparison of Affordable Housing by town and category as of June 30, 2013.
The next meeting will be December 11, 2013 at 4:30 pm
