The following were noted present: NOTED PRESENT Mayor Daniel J. Reiman Councilmember Krum " Naples " Parisi " Sitarz " Sosnowski Also noted present was the Borough Attorney Robert J. Bergen, Esq. Noted absent was Council President Ronald G. Rios. MEETING NOTICE Minutes for Approval: February 20, 2003. MINUTES FOR APPROYAI~ Public Hearing - 3/6/03, Local Municipal Budget. PUB,.IC HEARING Proclamation: Carteret Disability Awareness Day. PROCLAMAT ION ORDINANCES: Public Hearings - ORDINANCES- 1. #03-08 Bond Ordinance, Appropriating $500,000:00 for Public Hearings Improvements at Carteret Park and Sportsman's Field. 2. #03-09 Amending Ordinance #71-9, Re: Deputy Municipal Department Head. Mayor Reiman directed the Municipal Clerk to check that because he saw it in the paper and it said zero to $85.00. He said he didn't know if DISC0SSION the advertisement was cut off. The Municipal Clerk said if there is a mistake it is their error because we fax the whole ordinance over to them. It has been corrected, Mayor. RESOLUTIONS: RESOLOTiONS 1. MC Division of Solid Waste Management - Public Hearing, March 6, 2003, 5:30 P.M., New Brunswick, NJ - Re: Plan Amendment - Garden State Recycling Holding, LLC, Edison, NJ. Mayor Reiman asked Councilman Sitarz if they heard anything about Garden State shutting down. They are still taking ..... He then asked the Borough Attorney to send them a letter and find out where they are DISCUSSION with that. One letter said they were going to shut down operations in Carteret and they were looking to reopen an operation in Edison, NJ. He said he would like to know if they were going to lose some jobs and to know what we're doing. pAYMENT OF BILLS PAYMENT OF BILLS: 1. List of bills properly audited and signed. REPORTS REPORTS: 1. Clerk's Office - February 2003. MATTERS FOR MATTERS FOR DISCUSSION: DISCUSSION 1 .T&M Associates - Sewer Usage, Re: LM Foods. The Municipal Clerk said they had this on a previous agenda but she did not think they had made a decision on it and the gentle~aan keeps calling her office. Mayor Reiman asked The Borough Engineer how much do they stand to lose on that. The Borough Engineer replied that he was not sure because he has not started to meter his (inaudible). If he would install a meter he could meter the exact flow that he uses in the process. The difference would be what goes into the sewer. He said he has not received any estimates as yet ... FEBRUARY 27, 2003 Mayor Reiman said he had a few questions to ask him on that item in MATTERS FOR DISCUSSION Closed Session so he needs the Borough Engineer to stay. ( CON ' T) 2. NJ Department of Personnel - a) Notice of Promotional Examination, Re: Motor Broom Driver. DO DO NOT want a test. Mayor Reiman said they should wait with that. b) Certification of Eligibles for Appointment - Police Sergeant. The Municipal Clerk said that required date of disposition is March and she already sent for an extension. c) Certification of Eligibles for Appointment - Police Lieutenant, The Municipal Clerk said they have until April for this one. 3. Bids Received - a) 2003 Chevrolet Silverado or Equivalent. Mayor Reiman asked Bob Kately if that was him. Mr. Katley told him it was for the dump truck. b) Phase II - Manhole Rehabilitation. 4. OEM ~ ..)ordinator- Term to Expire 3/2/03. - hold per Mayor. 5. Robert Kately - requesting bids be authorized for the Construction ora Band Shelter. Mayor Reiman said that he would refer Councilman Krum and Bob Kately to Community Development. He said he would like them to COMMENTS take a look at how they are laying out the parks, specifically the band shelter. This way we can get some input from the residents. This will authorize the bids; we 11 go out to get t e shelter... Councilmember Krum asked if anyone had an idea how long it takes for the shelter to be delivered. Robert Kately, Superintendent of the Parks Department said about two months. The Borough Attorney asked how much do they expect it to cost. -- Mr. Kately replied that the shelter itself is approximately $34,000.00. Councilmember Kmm said they have $75,000.00 to play with so that should not be a problem. He then asked when the first concert was, April or May. Councilmember Parisi said he thought it was in late June. 3 FEBRUARY 27~ 2003 Michelle Grandell, Director of Recreation said June 1st is the first concert. BUSINESS TO BE ADDED: BUSINESS TO BE ADDED Councilmember Parisi said the only thing he had for Open Session was about Snapple. He Mayor said they are looking to come into Carteret. He said that had not been approved yet and one of the reasons it has not been approved is because we are looking at the discharge of the sugar water. There will be a lot of residue that is left over. He said he spoke to the property owner (inaudible). Councilmember Parisi said he does business with them and they told him that would be the last week they will be in New Brtmswick and that they were moving to Blair Road in Carteret. Councilmember Naples asked what kind of facility would they have. The Mayor replied that it was going to be a bottling facility. He said that was one of the concerns they had a few months ago was the discharge of sugar water. Councilmember Padsi said he had some things to discuss in Closed Session, personnel and negotiations Councilmember Sosnowski stated that he wasn't sure if everyone checked their mail. It was a letter from Police Headquarters to the school board concerning a vehicle. He asked that they discuss that because the Police Department is requesting a mobile classroom that the school is no longer using. They want to make it into a mobile command. Councilmember Krum asked if that was the old speech truck. Councilmember Sosnowski replied yes, it is the old speech classroom. The police want to use it so if there is a problem in town they can drive the vehicle right to the scene. He then said he had nothing to discuss in Closed Session. Councilmember Sitarz said he had a few things to discuss. One of them is the handicapped parking. He asked if anyone checked if anyone passed away. Mayor Reiman said someone raised that issue and he spoke to them the other day. Councilmember Sitarz asked who would check on that. The Mayor said traffic, Lieutenant McFadden. Councilmember Sitarz said while we are taking about McFadden he asked him about he old red light by (inaudible) and the blir:~zing light to slow down traffic. He said the insides of the light were taken out. 4 FEBRUARY 27, 2003 Councilmember Sosnowski asked if the applications for handicapped parking goes strictly to the Borough Engineer. The Borough Engineer said he gets them from the Clerk's office and he reviews them. -- The Municipal Clerk said she sends them to the Police Department and the Borough Engineer. Councilrr.:mber Naples said she had nothing to discuss in Closed Session. We passed a resolution in reference to the Borough Hall being tested for mold and air ventilation. There is a company coming in and Tony Neibert is handling it. Councilmember Krum reported that they are putting out bids for the Band Shelter and hopefully we'll have that on time. Mr. Kately met with the consultant for Grant Avenue. He said he did not know what was said but he will by the next meeting. Mayor Reiman said they have to reach out to the business owner... OPEI~ED TO THE Upon MMS&C, by Councilmembers Sitarz and Sosnowski and PUBLIC unanimous affirmative vote of the five members present the meeting was opened to the public. Mrs. Gaydos, Hermann Street, problem with her toilet not flushing. -- The Borough Engineer replied that there was one problem that they are looking into. The only extremely wet period, such as the snow we have had. Mrs. Gaydos then questioned them about the money that Mrs. Santoro got when (inaudible) all the cardboard. She then wanted to know if they were going to use that money to fix the Borough Hall. Mayor Reiman replied no. The seventy-five thousand dollars that she brought into the county was part of the downtown business improvement grant. That money was used on Washington Avenue. Basically, what they did were new curbs and curb cuts, sidewalks and some wi~ng. Hanging up in the Library Community Center, at the Annex at:3 Borough Hall there is a map of two hundred million dollar streetscape project. That will not only finish Washington but a good portion of Roosevelt at zero cost to the residents. We are using money fi.om the UEZ State Fund and more from the County Business Improvement Fund. Susan Gaydos, Hermann Street - wanted to know what ever happened to that house by the Mobil gas station, 1462 Roosevelt Avenue. They -- were running an illegal trucking company out of the house and they are back. They're friendly with the Mobil station so they park all the trucks over there and go and do their business. Mayor Reiman said he was not aware of this but he will notify the Police Department and the Construction Department of this problem. If they are running a business there they will be shut down. FEBRUARY 27, 2003 MEETING Upon MMS&C, by Councilmembers Sosnowski and Parisi and CLOSED unanimous affirmative vote of the five Councilmembers present, the public portion of the meeting was closed. RESOLUTION RESOLUTION #03-87 was introduced by the Mayor and referred to~ ~03- 87 - the Council for action. CLOSED SESSION Upon MMS&C, by Councilmembers Krum and Parisi RESOLUTION #03-87 "RESOLUTION TO GO INTO CLOSED SESSION" ADOPTED was adopted. Upon individual roll call vote, Councilmembers Krum, Naples, Parisi, Sitarz and Sosnowski. Noted absent was Councilmember Rios. At approximately 7:25 P.M. a Closed Session was held to discuss personnel, litigation and contract negotiations. At approximately 7:50 P.M., upon MMS&C, by Councilmembers OPEN TO THE Parisi and Krum and unanimous affirmative vote of the five members PUBLIC present, the meeting was opened to the public. Councilmember Parisi said Lieutenant McFadden is going to look at the light in West Carteret. It is still not all red. At this point there is much discussion between the Mayor and Council and it is inaudible. ADJOORNED At approximately 7:52 P.M., upon MMS&C, by Councilmembers Sosnowski and Parisi and unanimous affirmative vote of the five members present, this meeting was adjourned.
