COMPREHENSIVE WATER PLANNING COMMITTEE (CWPC)
Regular Meeting
Monday, April 8, 2013 at 4:30 pm
Brewster Town Office Building
Chairman Lem Skidmore convened the CWPC meeting at 4:31 pm in the Brewster Town Office Building with
member's, Russell Schell, Elizabeth Taylor, Dave Bennett, Dan Ryan, John O'Reilly, and Pat Hughes present.
Absent: Bruce Evans, Joanne Hughes
Also Present: Sue Leven, Jim Gallagher, Chris Miller

Skidmore announced that the Brewster Conservation Trust (BCT) is holding their annual meeting 8-1-13
and the committee has been invited to participate in a joint meeting. The meeting is scheduled for 7:00
pm at the Brewster Ladies Library. The committee would like Leven to ask Mark Nelson of HWG to do a
presentation. Leven stated it is a good opportunity for a committee update even if Mark Nelson is not
available. Leven will tell Peter the committee is interested and will find out if Mark Nelson is available.
2. Discilss committee participation at the Brewster Conservation Day 7-13-13
The committee discussed several ideas. Hughes, P suggested having Nelson there for a few hours for an
"Ask the Expert" question and answer session.
Hughes, P shared an example from North Carolina. Door Hangers which said - "Don't sink it/Don't flush it"
It was discussed this was part of the HWG public outreach.
Leven suggested environmentally friendly lawn care.
Hughes suggested a fertilizer management plan card. Pleasant Bay.
The committee discussed ideas for flyers and timeframes. Leven will follow up with Nelson.

Miller has a blue book for reference.
Taylor suggested the Barnstable Cooperative may have information.
This topic will be added to the next agenda for discussion.
The committee discussed financing. BCT will help support costs. Leven will follow up with Peter Johnson.
3. Dismiss the SMAST proposal
Leven received some comments from the committee. She asked for input regarding funding.
$23k total cost
The committee discussed grant funding.
Leven has asked Paul Anderson for funding assistance and will follow up with him.
Leven explained the SMAST work could be done in pieces. They could start something 7-1-13.
Hughes, P suggested starting with the integration of data and analysis of it. She suggested beginning work
with SMAST, funding contingent on Town Meeting.
Leven will follow up with Lisa Souve. She will find out how much money is available.
Hughes, P suggested a report done by Town Meeting. Leven and Hughes, P discussed further.
Leven and Hughes, P suggested a handout or a flyer for the Town Meeting to help explain the need for
funding.
Skidmore requested that Leven ask Ed Eichner about dividing up the work.
This topic will remain on the agenda for further discussion.
Schell asked about a phosphorus model. He explained that a model is incomplete if does not include an
evaluation of storm water contribution from the pipe under Cranview Road. (comment on SMAST report)
Schell Was pleased that it was recognized in the last report.
Schell was concerned about sampling after a storm. He believes it is vitally necessary to include the
phosphorus contribution of storm water in the Walker's Pond phosphorus budget.
Hughes, P stated this topic has been discussed for a year. She noted Ed Eichner has responded to Schell's
questions. It has been determined to be an insignificant contributor. It would be unfortunate to hold up
the SMAST process. She suggested finding a way to do the sampling.
Schell explained the problem is the phosphorus concentration after a rain storm. He stated MA DEP have
asked fcir Town cooperation to do this sampling. He said there is no cost associated.
They discussed further.
Schell stated it is important for it be included in any phosphorus model, into and out of Walker's Pond.
Leven asked who in DEP is asking for assistance and who is not assisting them?
Miller noted DEP asked the Town to notify them if the pumps are running. It is located on private property.
Schell stated they can access the pipe via boat. Miller stated he has not been there to look for the pipe.
Skidmore acknowledged this is a different issue than the SMAST proposal. This is a DEP issue.
He suggested Schell could make a motion to see if the committee wants to continue.
Schell believes this is an obvious omission from the SMAST report. It could be separate.
Hughes, P suggested he contact Leven regarding the DEP sampling. She noted it will cost the Town
something. Schell will provide the contact information to Leven.
C 4. Disciss future meeting with the Planning Board
Leven explained it is not worth meeting, until the committee knows what they want to ask the Board.

She announced that the Conservation Trust has hired John Whitten to review the dirt road by-law and
suggest changes. The committee decided to bring this topic back for discussion after Town Meeting.
5. Discuss how to establish communications with the Cranberry Growers Association (CGA)
explained the problem is to make inroads with CGA Brewster membership. There is reluctance for
them to talk to the committee. In the past they wanted the CGA to work as an intermediary with Brewster
Cranberry Growers. Sampling was discussed.
Skidmore asked how we get someone to talk with the committee.
O'Reilly suggested a meeting with Leven and one member of the committee.
The committee discussed bogs in Harwich and Brewster.
Hughes, P suggested they get a list of cranberry growers in Brewster and draft a letter to the owners
explaining what the committee is doing and why they want more information about the cranberry growers
operation. The committee discussed monitoring.
Leven will follow up with Dave Tately regarding bog owner information.
Taylor Will send Leven a list of local cranberry bogs.
Schell explained that the MA extension service and the CGA have a series of fertilizer recommendations.
(Best management practices for cranberry growers). The question should be are the local operators in
Brewster a part of this program? Do local growers belong to the CGA and or do they have a plan.
Leven had no comment.
Bennett and Leven discussed the Town of Harwich bogs. The Town is the largest owner of cranberry bogs.
They discussed nutrient information, management plans and CGA membership.
Bennett offered to pay for analysis if he knew the date the bog owners were discharging into the pond.
Miller expressed concern about doing only one sample. He stated it should be weighed scientifically.
Bennett suggested forensics on sediment cores.
Leven will reach out to Dawn at the CGA and will talk to Leo in Harwich.
Bennett explained that DEP just levied a huge fine to a bog owner in Plymouth. He suggested calling Brian
Dudley for more information.
Schell suggested looking at the concentration of phosphorus in Girl Scout Pond. (Near bog on Long Pond)
This topic will remain on the agenda for the meeting.
6. Revi, w Minutes of 2-25-13 and 3-11-13
Ryan made a Motion to approve the minutes of 2-25-13 as written, Hughes, P Second, All Aye,
Vote 7-0.
O'Reilly made a Motion to approve the minutes of 3-11-13 as written, Ryan Second, All Aye,
Vote 7-0.

Schell attended the Eco Toilet meeting last Friday and talked to Brian Dudley.
The question was asked about phosphorus contributions. DEP does not regulate fertilizer application.
Schell asked about a way to evaluate reductions for fertilizer applications on properties and golf courses.
Schell stated the answer was in general -- storm water and fertilizer application does not amount to more
than 3% each. They are concerned about 96% from septic systems.
Schell believes soft solutions should be very carefully and thoughtfully documented in order to receive DEP
acceptance.
