Absent: John O'Reilly, Dave Bennett Also Present: Sue Leven, Chris Miller, Don Arthur, Peter Johnson Recording or Taping Notification The Chair read "As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to record this meeting they are required to inform the chair." AGENDA 1. Citizen Forum 2. Discuss committee participation at the Brewster Conservation Day Supporting Documents: 7-13-13 and the Brewster Conservation Trust Annual Meeting 8-1-13. 042213_AI Email to Leven from Mattson 3. Cltiz n Forum I There was a discussion regarding Schoolhouse Pond. Leven, Miller and Don Arthur briefly discussed the consideration of Schoolhouse Pond as the model for rapid assessment proposed for Phase III. The committee suggested getting an opinion from Mark Nelson at HWG. This pond will be discussed at a future meeting!along with other ponds for consideration. (SMAST) 2. They discussed "ask the expert" ession. Leven will follow up with Nelson. 8-1-13 Brewster Conservation Trust Annual Meeting 7:00 prr , Brewster Ladies Library Johnson explained that the meeting starts at 7:00 pm and presentation times will be determined. Last year Nelson's presentation was forty-five minutes. Johnson added this presentation is a great for public education. Taylor requested a sign out in front of the library as early as Monday before the meeting. Taylor suggested they ask James Paul to videotape the meeting. Hughes, P asked Leven to notify the Brewster part time residents group. 13. Discuss communications with the,Cranberry Growers Association Leven explained she is waiting for a response from Dawn at the Cranberry Growers Association. Hughes;P asked about the list of bogs. Leven has a list and will scan and send to the group. Hughes,1 P suggested sending a letter from the CWPC to encourage communications. Leven will ask bog owners i!they want to be included in the email list. Leven told the group she talked to Mark Mattson of the DEP. They discussed contributions to bogs, SMAST, (homeowner responsibilities, etc. Skidmore asked to keep the topic of discussion of communications with the Cranberry Growers Association on the agenda. i 4, SMA T'PROPOSAL — foiiow-up discussion I Leven explained that Ed Eichner was aware the group is waiting for a proposal to be divided up. g Leven w0l meet with Lisa Souve to discuss finances. Leven believes there is no more that $3-4k currently available, plus another $10k available after Town Meeting The question is how much can they get done. i Skidmore asked about the status of the HWG contract. Part I has been signed and committed to. Hughes,'P was concerned about delaying the start times. She suggested a vote approve work contingent on apprcpved proposal and available funding. Hughes, P suggested 5k for door hangers. Local printers and Cape Cod Technical High School will be asked to provide a quote and timeframe. CWPC 4-2243.docx Page 2 of 4 i 6:Topics the Chair did not reasonably anticipate 1) Leveri asked if the committee is interested in appointing someone to the Water Quality Review Committee (WQRC). The group discussed further. WQRC iS a by-law committee. The volunteer would attend meetings but would not vote. (Liaison) The WQRC meets once a month, Friday at 9:30 am. It was suggested at a recent WQRC meeting that Leven be the liaison since she is here at Town Hall on the meeting dates. ' Could Joanne give an update after the next WQRC meeting? t Action Item - Get meeting dates from Marilyn, add to the agenda. ' Hughes, P could provide a report from the Water Quality Review Committee. 2) Levert provided the committee more information about here conversation and email with Mark Mattson from MA', DEP. Leven explained there was never any instance of issue with boats or town assistance. • They had a good discussion. Leven read the email re: pipe to Walker's Pond. Leven explained that current practices of bog owners are less fertilizer intensive now. Mattson was • concern td about historical damage and contributions from homeowners too. Skidmore requested that Leven share info with Nelson. 3) Taylor shared information about using CPA funds for pond remediation. Restoraton or Recreation might be possible. She believes this might be a good source of funds. Alum or olar bees treatment possible. She asked if Town Counsel should look at this or talk to DOR? 4) Schoolhouse Pond Topic Skidmore asked for recommendations from Nelson. Leven will follow up. Hughes,,P asked for a memo about the criteria/thinking for Schoolhouse Pond or other ponds to be recommended. Leven and Miller could do this. ,, I i Schell asked a question about the HWG scope discussion. Is there an update for identifying a sub group of ponds that share similar characteristics? Leven stated this is part of the second half of the scope. First, pick a pond and develop rapid assessment methodology. Then apply that methodology to a group of ponds.
