Regular Meeting
Monday, May 28, 2013 at 4:30 pm
Brewster Town Office Building
Chairman Lem Skidmore convened the CWPC meeting at 4:30 pm in the Brewster Town Office Building with
members, Russell Schell, Elizabeth Taylor, Dave Bennett, Dan Ryan, and Joanne Hughes present.
*Pat Hughes is no longer a CWPC member.
Absent: John O'Reilly, Bruce Evans

Skidmore thanked Pat Hughes for years of hard work and support on the Committee and offered
congratulations on her recent election to the Board of Selectman. Hughes, P is interested in being the BOS
Liaison to the Committee.
2. Discuss planning a joint meeting with the Planning Board to discuss Phase III
Taylor and Skidmore discussed meeting on 7-24-13. The Committee decided tentatively on meeting 7-24-
13 at 5:30 - 6:30 pm. After the CWPC meeting they could attend the Planning Board meeting at 6:30 pm.
The CWPC would not meet 7-22-13. Taylor will follow up with the Planning Board and get back to the
Committee. The Committee is interested in working with the Planning Board on regulations and by-laws.
The agenda will be determined at a later date. Share concepts that the Planning Board could put into
regulations and by-laws. Leven was in support of meeting with the Planning Board early in the process.

Hughes, P explained in the past they discussed putting together a basic summary about the Committee for
other boards and committees. Include Build out; role of NRPD might play, etc. She believes they should
inform the Planning Board that they are likely to play an important role in the future. Taylor suggested
introducing the Committee and explaining their role. Share current information and alternatives when they
are ready (further into Phase III).
Schell referenced the Phase II report. He believes it is obvious that as the Town moves towards build out
in sub watersheds tributary to Pleasant Bay, each parcel developed incurs a nitrogen removal liability as a
whole. Schell asked Leven if there are planning tools available. Leven explained if abutting or near ponds
or near Pleasant Bay watershed current regulations apply. The Natural Resources Protection District
(NRPD) by-law governs subdivisions in the Pleasant Bay watershed. She stated there has been discussion
of fertilizer management by the Town.
Bennett asked about a provision for nitrogen loading. The Planning Board Water Quality by-law restriction,
nitrogen,loading five parts per million, Town wide, did not pass. Bennett discussed this topic further with
Leven. Bennett believes the Conservation Commission and Board of Health are in better positions to do
the regulations. Leven has seen other towns do Board of Health regulations with matching by-laws.
Leven discussed further with Bennett. Bennett asked if there are other ways to do it other than meeting
with the Planning Board. He suggested meeting with the Conservation Committee and the Board of Health
too.
Taylor asked Nancy Ellis-Ice about 40b's, 10,000 sq. ft. per bedroom in a Zone II. Ellis-Ice explained they
have to meet Title V, in Zone II, which is one bedroom per 10,000 sq. ft. There was further discussion.
Taylor and Leven discussed development.
Skidmore asked to keep this topic on agenda for further discussion at the 6-10-13 meeting.
3. Disc ss Committee participation at the Brewster Conservation Day 7-13-13 and the Brewster
Conser cation Trust Annual Meeting 8-1-13
Leven shared sample handouts for Brewster Conservation Day. Comments should be sent to Moore.
Bennett suggested asking the Cape Cod Commission if the Ground Water Guardians who have been at the
Barnstable County Fair want to get involved. They do a kids oriented presentation. Leven will follow up
with Toni Cambareri at the Cape Cod Commission.
4. SMA$T proposal and funding
Leven gave the committee an update. Leven referenced the SMAST Mill Ponds Water Quality Management
Plan dated 3-25-13. She explained the committee currently has approximately $8,200. There will be more
funds available in July. Leven talked to Ed Eichner at SMAST. The proposal is in two pieces. They
discussed the tasks for $17,000 and $6,125.
Leven suggested doing the mussel and plant distribution now because it is a good time to start since it is
summer. They will need this to be done to move forward with the other tasks. Task#2, page #5, $6,125
- based;,on the available funds.
Skidmore asked for clarification. Data collection vs. analysis. Leven read Task #2, page #5 to the
committee and they discussed further.
Skidmore stated this task sounds like the same thing but with different technology. Hughes, J was
concerned about the "lake volume" portion. Bennett expressed concern that this task has already been
completed. We added extra sondes. Hughes, P stated she is not tied to these two tasks. She wants the
data to be analyzed with historic data. We want to gain a better understanding of whether or not the
primary,sources of levels of phosphorus are related to sediment regeneration. What is the primary source
that needs to be addressed? This would affect remediation. Skidmore agreed.

Skidmore questioned another drone in ponds? Could Eichner come up with an answer now with the
existing data? We have a couple years of data.
Skidmore stated if there is only $6k to spend, then he is in favor of results instead of testing.
Leven stated there is only $17k. Current allocations do not support doing the whole project of $23k.
Will SMAST do any work for $6k?
Bennett was in favor of the rapid evaluation technique mentioned in the HWG report. He feels they need
to start Implementing. He suggested tabling any additional money for SMAST until they see results.
Examples - boat ramps, rain garden projects, Captains Golf Course monitoring, tangible outcomes.
Leven explained they spent money collecting data on the Mill Ponds to see how the data lines up.
Hughes, J asked how much of Task I for dollar amount available to spend. Staff work only?
Bennett suggested an alternative bid from HWG.
The committee discussed Task I, $17k.
The committee discussed mussels, drones, etc. Leven stated SMAST cannot do a $6k piece of the $17k.
Hughes, J expressed interest in the $17k - drone. This is finishing what we have started.
Skidmore does not agree with doing $6k piece. (Mussels)
Leven reviewed the HWG funding numbers. They have to wait for July.
Hughes, P - Ideas
1) Talk to Nelson to develop some flexibility, from 7-1 to do the data analysis for Mill Ponds Complex
2) Talk to Tom Cambareri and ask what they could do. (Gabrielle or Donna, contract work?)
3) We need to get this done. The committee needed the SMAST proposal broken up.
Leven will ask Eichner for more detail including staff information.
Bennett asked about the flexibility of the HWG contract, in particular, the ponds. He expected more.
He stated if we have the data, any scientist can use the data. Ask HWG to cost it out and if can be
incorporated.
Skidmore referenced the $50k for pond work - follow up work to Schoolhouse Pond, and rework 4 more
ponds and Mill Pond Complex using the data from SMAST? Leven will ask Nelson.
Hughes, P was surprised about the data analysis. If HWG can do it, they should do it.
Hughes,') concurs with Bennett and Hughes, P.
Leven will talk to HWG and report back at the next meeting.
5. Revi4w minutes of 5-13-13
Hughes,'',) made a Motion to approve the minutes of 5-13-12 as amended, Bennett Second, All Aye, Vote,
5-0-1, Ryan abstains.

1. Cranberry Growers' Association Update
Leven shared an email from Brian Wick at the Cape Cod Cranberry Growers' Association. Leven read the
email. The email topic was grower participation.
Wick's email suggested the Committees' questions could be addressed by someone not involved in
farming (like a researcher). The Committee could visit the Cranberry Station in Wareham or talk to
someone from UMass.
Hughes, J is interested in the implementation of best management practices by Brewster cranberry
growers, The Wareham visit may not give them the answers they are looking for. Leven can try to find a
local grower interested in talking to the Committee.

Schell stated it would be desirable if there was consensus in the Committee about the standards the
recommended by the cranberry extension service in Wareham. Uniform perception in interpreting
answers we get. Are they conforming to standards? We don't have that basis.
Hughes, 3 suggested listening to the professionals and then inviting a local grower to come in.
Bennett suggested the United States Department of Agriculture (USDA) could speak to best management
practices, Are cranberry bogs a source? The Committee discussed further.
Skidmore agreed they should be able to share some data.
Leven will write back to Brian Wick.
Schell asked Leven to send the information about the local cranberry growers in Brewster to the
Committee. The data is from the Assessor's database.
Bennett Stated a change in practice at Captain's Course could result in a huge savings in nitrogen. It may
have not been documented yet. Leven agreed.
2. Email Campaign Update
Leven shared Brewster Waters email newsletter campaign results.
117 emails, 730 total reach. (1 goes to a PT resident list of 700 addresses, 1 to all Town Dept. Heads)
69% response rate. Very good results so far. In two weeks the pond email will go out
3. Bennett, CCC website, wastewater planning tool
He asked about how it works. The tool is in beta. Leven has a link. Bennett has a strong interest in seeing
the tool at a meeting. It could be accessed via a laptop and projected on the screen.
Leven announced Paul Niedzwiecki from the Cape Cod Commission (CCC) will be coming to the Towns to
talk about a 208 plan. Leven will share dates.
Taylor stated at the last CCC meeting there was a discussion about 2 or 3 districts of critical planning
concern (DCPC), regarding use of fertilizer.
4. Hughes, P — Board of Selectmen
They are setting their summer schedule and would like to schedule an update with the CWPC. 7-22-13.
Hughes, P will confirm dates.
5. Bennlett asked about a meeting with Orleans. Leven will check in with George Meservey.
The Committee had a discussion about the Orleans special election for an over ride vote.
Bennett asked about regional sharing of costs between towns. How much would Orleans want for the 30k
I gallons? The committee discussed further.
Hughes, P stated that it is in Brewster's' best interest to update Orleans on where Brewster is Update on
how to address the issues. Cost out alternatives. She expressed concern about the cost of transportation.
I Bennett stated that Orleans wants to create a treatment plant and sewer South Orleans. He expressed
concern,about a dialog with Brewster and Orleans. He wants to keep the dialog going. Brewster has a seat
on a nonvoting, nonexistent committee. Leven explained there have been no meetings yet. Hughes, P
stated that some Selectmen think the Town could go anywhere not just Orleans. She is in favor of a
broader conversation with Orleans.
Hughes, 3 asked what % of Brewster is that Where is it going? Other places can be used, not just Tri
Town.

Skidmore asked Ellis-Ice a question about entering pump slips. Hughes, 3 asked for the information.
Gallons from Brewster in last 5 years. What % goes to tri town? Bennett stated that Jay Burgess has the
data. The committee discussed the Tri-town plant and other options. They also discussed available
data/reports from the Health Department.
Bennett stated the Yarmouth rail cars were deemed dangerous and cannot take trash to CMASS.

Hughes, P suggested being comprehensive when talking to other boards or departments.
Hughes, J made a Motion to adjourn, Taylor Second, All Aye, Vote 6-0.
The meeting ended at 6:00 pm.
