Absent: Dave Bennett Also Present: Sue Leven, Jim Gallagher, Nancy Ellis-Ice, Chris Miller Recording or Taping Notification The Chair read"As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meting. Re-oi,9anization of the committee Skidmorie asked the committee for nominations for Chairman, Vice-Chairman, and Secretary/Clerk. Hughes,,J Nominated Skidmore for Chairman, O'Reilly Second, All Aye, Vote 7-0. The committee decided to hold off on voting for Vice Chairman and Clerk until the next meeting since Bennett was absent. Skidmore will not be at the 6-24-13 meeting. Hughes, J volunteered to be the temporary Chairman for the next meeting. 3. DiscuSs planning a Joint meeting with the Planning Board to discuss Phase III CWPC 6-10,13.docx Page 1 of 4 The Planning Board is meeting 6-12-13. Taylor will talk to the Board about a joint meeting in July. The committee decided to discuss this topic at the next meeting. 4. Discu s committee participation at the Brewster Conservation Day 7-13-13 and the Brewster Conservation Trust Annual Meeting 8-1-13 Leven gave an update regarding Brewster Conservation Day on 7-13-13. She has discussed an idea with Mark Nelson of HWG called "Nitrogen Speed Dating" where each table represents a different Nitrogen alternative. People can learn about alternatives. Leven and Nelson will continue to discuss. They are also considering a "Meet the Expert" session. Moore and Leven presented information about the handout materials for the two meetings. They discussed content and costs for the three cards addressing laundry and kitchen tips, eco friendly landscaping guidelines and septic system information. The committee agreed to spend approximately $265 for printing, cutting and magnets. Ryan made a Motion to approve spending the funds, O'Reilly Second, All Aye, Vote 7-0. 5. SMAST proposal and funding update Nelson and Leven have discussed SMAST and HWG working together. Leven is waiting for a response from Nelson. She will talk to him later this week. This is regarding the Mill Ponds complex. Skidmore reminded the committee that at the last meeting they discussed the SMAST proposal. He explained they are interesting in results vs. more study. We want to see if this can be added to the Phase III work. 6. 5-20 3 2013 memo from Cape Cod Commission to the Board of Selectmen, Appointment of a Brew ' er representative to the Technical Advisory Committee of the Cape Cod Water Protect On Collaborative Leven was appointed by the Board of Selectmen. She asked the Committee for comments regarding the Cape Cod Commission (CCC) memo. Leven read from the memo dated 5-20-13. The topic of the memo was the'',208 Area-Wide Water Quality Management Plan Update. She explained the CCC plan could take a year to year and a half. Ryan asked about autonomy with the CCC and who has the final say on Town decisions? Leven explained the DRI ',process (Development of Regional Impact) as it relates to the IWRMP. Hughes,l1 J asked about the possibility of implementing a Town plan even if the CCC disapproves the plan. She believes this is a contradiction with the State. Taylor agreed. Taylor was curious about the Town of Orleans plan. Leven explained the CCC is asking the towns to wait before submitting their plans to the Commission for DRI review. Taylor and Leven discussed further. Chatham, Provincetown, Falmouth, Orleans have approved plans. Leven and Nelson are following this topic closely. Skidmore asked if they should take any further action. Leven stated no further action. They should keep on top of it and attend related meetings. Leven will keep the committee informed. A member of the audience who did not state her name asked about the guidelines for approval. Skidmore explained the process has been well defended and they have received guidelines from the State and their consultant. The 208 report was last done for the Cape in 1978. The CCC is updating the report for the state. Leven explained the concern is to stay on track and watch what happens. CWPC 6-10r13.docx Page 2 of 4 7. Review minutes of 5-28-13 Hughes, !J made a Motion to approve the minutes of 5-28-13 as amended, Ryan Second, All Aye, Vote 7-0 8. Topic 8. To PiCS the Chair did not reasonably anticipate Ellis-Ice announced that Mark Nelson and Tom Noble are presenting a CWPC updated to the Board of Health 61-18-13. Schell asked about the Peer Review in Hyannis. Was Leven a member of the sponsoring committee? Leven stated that she is Brewster's representative to the Water Protection Collaborative, which is the same committee that sponsored the review. Leven has been on the Collaborative and now has been appointed to the new Technical Advisory Committee. The TAC is a subcommittee of the Water Protection Collaborative. The CoaStal Conference is this coming Thursday and Friday in Hyannis. Leven is presenting with Nelson. The committee discussed the event. Schell asked about the response from the State to Falmouth regarding resolutions for phosphorus and fertilizer, It was said that the control of phosphorus resides with the State Department of Agriculture, recognizing a central agency (CCC) to provide a uniform resolution of fertilizer control on the Cape. He asked the committee if there is anything they could do to encourage the CCC to develop this control. Leven suggested working with The Pleasant Bay Alliance. It would be a stronger voice and the CCC supports regional approaches. Pleasant Bay Alliance has completed a fertilizer management study. Schell explained this only applies to Town properties and is important to Brewster because of the Captain's Golf Course. Leven stated Orleans has put forward a by-law for fertilizer management. The committee could send a letter to the CCC. Leven will bring up the subject at the Water Collaborative meeting on Wednesday. Hughes, 7 made a Motion to adjourn, Evans Second, All Aye, Vote 7-0.
