FAX (508) 896-8089 '13 SEP11 91 Date Approved:8-12-13 BREWSTER TOUR CLERK Vote:7-0 TOWN OF BREWSTER MINUTES OF COMPREHENSIVE WATER PLANNING COMMITTEE (CWPC) Regular Meeting Monday, June 24, 2013 at 4:30 pm Brewster Town Office Building Vice Chairman Joanne Hughes convened the CWPC meeting at 4:30 pm in the Brewster Town Office Building with members, Russell Schell, Elizabeth Taylor, Dan Ryan, and Dave Bennett present. Absent: Lem Skidmore, John O'Reilly, Bruce Evans Also Present: Sue Leven, Jim Gallagher, Nancy Ellis Ice, Chris Miller Recording or Taping Notification 1 The Vice Chair read"As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. Citizen Forum None 2. Re-organization of the committee Ryan nominated Bennett as Vice Chairman and Clerk, Taylor Second, All Aye, Vote 5-0. 3. Discuas a Joint meeting with the Planning Board to discuss Phase III Taylor explained the meeting will be 6:30 pm on 7-24-13. The CWPC meeting will be at 6:00 pm. (same day) Should Nelson be present? The committee discussed further. The committee recommended that Nelson come to the Planning Board meeting. Leven will follow up. Schell asked why a joint meeting is necessary. He believes there is adequate overlap between the , committees. He also added the Planning Board may be interested in hearing an overview from the consultant. CWPC 6-24-13.docx Page 1 of 4 Miller stated the Planning Board will benefit from hearing how they will need to be involved with the new by-laws. Schell asked about the proximity of cranberry bogs to Brewster waters. He asked if they should be doing a similar meeting with the Agriculture Committee. Hughes, J suggested bringing it up again when they have a full Board present. 4. Discuss;meeting with Cape Cod Commission regarding the 208 Plan Leven sent an email regarding scheduling. Broderick is setting up a meeting. It will most likely be mid July. Bennett asked for July meeting dates. 7-8-13 and 7-24-13 @ 6pm and 6:30 with Planning Board. No meeting 7-22-13. 1 5. DiscdOs committee participation at the Brewster Conservation Day 7-13-13 Leven will discuss with Nelson and send scheduled times for the CWPC. Leven shared the Post it Note idea with the committee. People post questions on a board and questions are answered. 6. SMAST proposal and funding update Leven is meeting Wednesday with Nelson. Leven will provide the committee with an update. A SMAST/HWG joint project is being discussed. 7. Revie + minutes of 6-10-13 Ryan made a Motion to approve the minutes of 6-10-13 as written, Schell Second, All Aye, Vote, 5-0 8. Topic* the Chair did not reasonably anticipate Leven explained the committee needs a new member to fill Pat Hughes appointment. She thanked Joanne Hughes for being on the committee. Joanne is leaving the committee. (Citizen Member) Leven noted interested parties should send a letter to Pat Hughes, Board of Selectmen's Office. Nelson is sending another email newsletter soon. Leven will send a draft to the committee before it goes out. Bennett asked about the WRS report on ponds. Leven sent information. (Follow up study, Long Pond) Bennett asked Miller for his comments. Miller stated this report was written by Ken Wagner. He spoke at the Coastal Conference last week. Wagner believes Alum is a good idea but not a permanent fix. Bennett and Miller discussed Long Pond further. Dredging may be an option. (Depth, disposal, fish, funding) Deep spots, 60 and 80'. Ryan and Miller discussed dredging and depths of Long Pond Schell stated most kettle ponds have one deep lobe, Long Pond has three deep lobes from separate "ice cubes." Schell stated the best contribution the committee can make is the control of sources. CWPC 6-24-13.docx Page 2 of 4 mow Miller asked about remediation and control of sources. Schell stated they should work to minimize excess nutrients. Schell and Miller discussed further. Bennett stated these types of programs are limited to high quality habitat. There is a natural process taking place in these ponds. Alum is not the silver bullet. Miller added only if there are excessive nutrients being added. He referenced the presentation by Ken Wagner at the coastal conference. Wagner is also looking at Cliff Pond for the State. Miller stated the ponds have changed a lot over the years. Schell commented on what the ponds should be going forward. He was concerned about toxic issues noted in the pond reports. What are our hopes and wishes for the ponds in general? Hughes, J acknowledged it is tricky to determine. Leven announced Pat Hughes is the BOS liaison to the Water Committee and Jim O'Leary will be the liaison from the Finance Committee. Schell asked about the Freeman's Pond Culvert. Miller stated they are building the water system. Work continues into mid July. He explained parking changes. In general, beach access has not changed. (water 6" higher at high tide, 6" lower at low tide). Schell and Miller discussed construction aspects further. Bennett asked about the meeting with HWG and the Board of Health. There was a discussion of the BOH presentation by Mark Nelson and an associate. Hughes, J noted alternatives, maps, and 300 foot setbacks were discussed. (Schoolhouse Pond) They also discussed issues the Board of Health should consider in the future. Leven added surface intake of the pond vs. ground water flow, contributory areas, etc. Leven will ask Nelson to send the committee the PowerPoint presentation. Ice explained it will be discussed at the next BOH work meeting. 7-30-13 @ 7:00 pm. Leven mentioned Jerry Potamis from Falmouth and his presentation at the Coastal Conference. (Eco- toilets) Falmouth is willing to send information but would appreciate assistance with funding to support • research. Schell acknowledged that MEP requirements regarding excess nutrients and Title V for septic systems do not get near the problem. What do other BOH's in other towns think? Ice would bring ideas/regulations to the BOH If there were new regulations worth considering. • Hughes, J explained the BOH in Brewster is considered strict and would appreciate hearing about good ideas/policies from the other Towns. Leven sent the committee progress report III from HWG via email. Bennett made a Motion to adjourn, Ryan Second, All Aye, Vote 5-0.
