Absent: John O'Reilly Also Present: Sue Leven, Mark Nelson (HWG), Pat Hughes, Hal Minis, Peter Johnson, Charlie Sumner, Jillian Douglass, Jim Gallagher, Nancy Ellis Ice, and Chris.Miller Recording or Taping Notification The Chair read"As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. Citizen Forum Gallagher received a call from Jean Shiel Nickerson regarding plant growth on Elbow Pond. Leven received'a call from Sandy Zevon regarding possible dog health issues connected to Elbow Pond. Skidmore stated what is happening today is not our purview and we are looking at things to do in the future. Gallagher asked about rapid assessment. Is Elbow Pond on a list of ponds? Nelson explained they are doing Schoolhouse Pond now and looking at next phase of Mill Ponds. Skidmore explained the committee mission to Mrs. Nickerson and that the committee is looking at how to deal with issues in some of the ponds. Mrs. Nickerson stated that forty years ago she could walk right from the house into the pond. Now she cannot walk to the pond since there is so much overgrowth, and that it is full of disease. Skidmore acknowledged there are issues with a number of ponds. Nickerson added this was addressed a few years ago and nothing ever happened. Schell wants to include an item to give the committee the opportunity to review and overlay 4 parcels and adjacent wetlands (bog property). What is the proximity of cranberry bogs to adjacent wetlands? Bennett noted that Elbow Pond has issues. He suggested looking at cranberry bogs, drainage for direct discharge and asked about the Elbow Pond Association - has she spoken with Sandy Zevon? Miller added that the Town owns property on Elbow Pond that can't easily provide public access so that the Town wouldn't see this pond as being part public. Mrs. Nickerson asked if the pond could be dredged. Bennett referenced the Mill Pond study. He asked for clarification from Nickerson regarding location. She lives on Captain Connolly Road. Taylor asked if there is Town owned land, does this change things? Miller stated they have the land but no access. Taylor suggested that people around the pond need to form an association and learn why the pond is the way it is. Canoe Pond is already working to clean up their pond and they should talk to them. Schell added that despite exemption for agricultural use, there are best practices recommended by the UMASS Cranberry Station. Gallagher stated that snail larvae at Blueberry Pond caused a lesion. Ice added they are not sure of the type. 12. Mark Nelsen, HWG - Discuss work on alternatives *See handouts Nelson addressed the committee regarding work on alternatives. Summary: Pleasant Bay • Most septics are in the Headwaters of the watershed Wastewater Management • Opportunities for neighborhood treatment • No cost information yet • On-site: 300 homes - 19mg/I, who pays and how? Bennett asked if this is based on contribution per acre. No -- it used "old" way to calculate. How do you treat more houses than you have? (Little Pleasant Bay required treatment of 22 parcels, but there are only 12 developed parcels in Brewster's portion). Since this has nitrogen removal requirements greater than number of units - can't be solved with on site systems. Skidmore stated that the number of homes requiring treatment is a reflection of the amount of nitrogen we need to get rid of. Bennett expressed concern about equity between the Towns in the Pleasant Bay watershed. An arbitrary TMDL might not be fair to smaller towns with less development. Taylor stated since the parcels in question are right on the Orleans border, should we look to their treatment plant? Nelson explained areas to discharge treated effluent based on on-site treatment. Parcels 1, 2 and 3. Parcel 1 • Could treat 60k gpd/156 homes, most of what would be needed • Parcel is owned by the Town but has no access, would need easement and would need to clear cut CWPC 7-8-13.docx Page 2 of 5 'There is no audio recording of this meeting.The tape recorder malfunctioned. rr • Costing, using CCC model, not much difference in cost between onsite and centralized treatment • Building and O&M costs need to be considered Parcel 2 • Can get some effluent out of watershed, 54k gpd, not all that is needed Parcel 3 • East end of Captain's Course - portion outside of playable course and Zone II • Neighborhood is closer to the Bay • Could also use fairways - drip irrigation? • Talk to Harwich regarding their portion of Meetinghouse Village to the south. 20k gpd/50 homes Bennett asked about g/d/household. Nelson explained it is based on Title V, some flexibility and expansion options. Bennett asked if there is a reduction of"X" pounds - how much treated flow is that. Nelson stated 60-70k gallons of treated flow. Nelson continued with his presentation. • Do we ask to connect with Orleans or pay them to pick up more houses on their side? • Also looked at Pleasant Bay Rehabilitation, but their system does not a lot of excess capacity • Huckleberry Lane housing - their system might have some capacity • Not much capacity @ Captains or CC National golf courses Taylor asked about location of the Chatham plant, but it is quite far south. Bennett asked where the parcel that Orleans and Brewster bought together was. Taylor stated it is a well field protection parcel. Ryan asked how homeowners would react to a treatment plant. How would it be handled? Nelson explained there would be much outreach. It can be below ground with minimal above ground structures. The issue would be likely to be removal of trees. It could be a field with a vegetated buffer. Bennett asked if the discharge within Zone II is inevitable. Nelson explained if there is an opportunity to keep it out, that is great, but can also discharge in a Zone II. There is a net benefit. Nelson continued with his presentation. Golf Course • Reduction by 2000 lbs. of nitrogen from fertilizer • Fertilizer management has been and can continue to be improved on both courses • Maybe a change in design of fairways could require less fertilizer Taylor noted an increase in fertilizer use at CCN. Leven explained the DRI for the course required monitoring. Nelson stated we could negotiate with them. Bennett asked does the DEP recognize golf course reductions. Nelson believes they would. Bennett needs to know this now. Nitrogen intake of managed turf is well documented. Nelson explained he has had conversation with Brian Dudley. They want to make sure the reductions are long term. Nelson suggested approaching golf courses now to discuss other changes and bring that to the State. Schell asked if there will be a precedent setting effort. Yes. Nelson continued with his presentation. E.. • Works well in shallow groundwater areas • In RI they got 95% removal Injection Wells • Deep well network - 20 to 25' apart creating liquid barrier to treat nitrogen • Inject a carbon source - means not having to dig a trench Just off the power line easement @ Captains Course • Could also go as far as Meetinghouse Village • Possible increase in Iron and Manganese, which can be treated with Oxygen injection well • Could be a great pilot project • Along Rte. 28, Harwich, Orleans, Brewster - Closer to the Bay may not need to be as deep • Cost is construction. 0 & M is much lower - needs to be injected 4 to 5 times a year Taylor asked about the timeline for the pilot project. Nelson explained could see results in a few months, but would want to run it longer. Has DEP approved this for nitrogen management? Not yet -- Nelson is talking with Brian Dudley. No moving parts, wells need to be close enough for some overlap. Ryan asked about Iron and Manganese issues. Nelson explained it is released when an area goes anoxic. It can be mobilized. He can describe pilot test as part of alternative analysis. The committee briefly discussed Conservation Day 7-13-13. They talked about posters, talks and using comment boards. Evans suggested reaching out to children. Concerned about length of time for testing. Concerned about working on private property, private wells Bennett: Wants to have discussion with Orleans. Should have spoken with them ahead of time Wants Mark to meet with Orleans staff and committees associated with the new treatment plant. Skidmore wants to know when Nelson will talk to Orleans. Leven will call and set that up. Skidmore asked about what happened at the last meeting. He was absent. The next meeting will be 7-24-13 @ 6pm followed by the Planning Board meeting at 6:30 pm. They will discuss zoning and subdivisions. Schell has two topics for a CWPC meeting. He will send an email. 13. SMASt proposal and funding update Nelson explained he needs to sit down with Ed Eichner and discuss the Mill Ponds. They need to find the most cost effective way to move forward. { 4.
