MEDINA CITY COUNCIL MEETING MINUTES OF AUGUST 6, 2008
The City Council of Medina, Minnesota met in special session on August 6, 2008 at 6:10
p.m. in the Medina City Hall.
I. Call to Order
Members present: Weir, Cavanaugh, Smith (arrived 6:10 p.m.), Crosby (arrived 6:11
P.m)
Members absent: Johnson
Also present: Finance Director Jeanne Day, Assistant to City Administrator Jodi
Wunsch, and Ehlers Consultant Dave Callister
II. 2009 Budget Overview
Day provided an overview of the 2009 budget addressing levy limits and the city's ability
to use a special levy for equipment certificates, which would raise the levy to 9.32%. Day
also mentioned a proposed budget decrease with removing Planning Reimbursables from
the General Fund and creating a separate fund for Planning Reimbursables.
III. Financial Management Plan
Callister provided an overview of the Financial Management Plan. Discussion was held
on utilization of equipment certificates vs. special levies. Discussion was also held on the
inclusion of water and sewer rates in the Facilities Capital Improvement Plan.
For the Open House on August 14th, the Council directed staff to show the public that the
City has the ability to issue a levy above the levy limit by showing in the financial
management plan a special levy for an equipment certificate.
IV. Street Assessment Policy
Discussion was deferred to the August 19th special session.
V. Cancel August 19th Special Session
The Council did not cancel the August 19th special session because they did not have
enough time to address the street assessment policy at this meeting.
