PRESENT: Chairman Dan Garren, Members - Robyn Keyes, Bette Lovinus, Mike Taylor and Clerk Julie Hammond. ABSENT: Planning & Zoning Member Roy Hobbs. VISITORS: Jolyn Louk. The Pledge of Allegiance was led by Member Keyes. Minutes Approved: Member Taylor motioned to approve the minutes. Member Lovinus seconded the motion. All were in favor, motion carried. Recognize Citizens from the Floor: Chairman Garren recognized Jolyn Louk. Ms. Louk came to find out if Rockwell had a new proposal for the Black Property Annexation. Chairman Garren stated they had not. Ordinance #84: Chairman Garren stated Ordinance #84, Iona's Impact Area Agreement with Bonneville County is out of date. He stated that Section 9, Overlay Requirements within the Iona Impact Area, should be the equivalent of Iona's R-1 Zone. Chairman Garren proposed the following changes: Section 9 #3 — eliminate fowl; Section 9 #4 — Minimum starting lot size for the R-1 Zone shall be 14,520 sq ft (1/3 acre); Section 9 #5 — Minimum side yard for the R-1 Zone shall be 10'; Section 9 #6 — removed; Section 9 #7 — Minimum lot width for the R-1 Zone shall be 85'; Section 9 #8 — Minimum yards for the R-1 Zone shall be 10' side 25' rear when adjacent to residential zones; Section 9 #9 — removed; and Section 9 #10 — Only the following County Zones shall be considered for use within the Iona Impact Area. (Chairman Gauen stated he would look up the compatible County Zones). Chairman Garren asked if this was the direction Planning & Zoning should go for Iona's outlying areas? All agreed. Chairman Garren entertained a motion. P & Z Member Keyes motioned to change Bonneville County/City of Iona Ordinance #84, Section #9, Overlay Requirements within the Iona Impact Area. P & Z Member Taylor seconded the motion. All were in favor, motion carried. Chairman Garren asked Clerk Hammond to clean up the proposed changes and present to Council and ask Attorney Storer if the Impact Area needs to be included in the agreement. R-TA Residence Zone Discussion: Chairman Garren stated that Mr. Hansen asked Planning & Zoning to discuss the R-TA Residence Zone proposed by Rockwell Homes. Chairman Garren and Member Taylor didn't see the need to create another zone when the housing in the R-TA Residence Zone was already allowed in the City's R-T Zone. Chairman Garren entertained a motion. P & Z Member Taylor motioned to not adopt the R-TA Residence Zone. P & Z Member Keyes seconded the motion. All were in favor, motion carried. Green Valley Subdivision: Chairman Garren reported on the Bonneville County Planning & Zoning Meeting held on February 27, 2013. He stated that Rockwell Homes was approved for a Re -Zone from Agriculture A-1 to Residential R-1.5 on 70 of the 80 acres for the property South of 33`1North (Iona Rd) and West of 45th East (Crowley Rd), Bonneville County, Idaho. Chariman Garren stated the ten acres off of Honey Bee Lane would not be developed. Impact Area Updates: Clerk Hammond was instructed to invite Idaho Falls Public Works Director, Iona Bonneville Sewer District's Board Member and Bonneville County Planning & Zoning Administrator, to the next three Iona Planning & Zoning Meetings to get their input on Iona's Area of Impact. Reports: Planning & Zoning Member Keyes asked if everyone would think about beginning the P & Z Meetings at 6:00 pm instead of 6:30 pm. Planning & Zoning Member Lovinus asked where we were at on the Curb and Gutter discussion. Chairman Garren stated that curb and gutter was approved in Council but there is no ordinance recorded. He suggested any further discussion be addressed with Mayor Andersen. Clerk Hammond reminded everyone of the Public Hearing/Annexation Training being presented by Attorney Storer on March 19, 2013 at 6:00 pm in Council Chambers. She also stated that Mayor Andersen would not be able to attend the Park Committee f eting that was to follow tonight's Planning & Zoning Meeting. Meeting Adjourned 7:40 p.m.
