PROCLAI~TIO~I TO t~I)RIgSS GOVERlqlbiG Boro~,gh Engineer, Don Norbut, then spoke on: BODY Phase 2 - Waterfront Park He said they are putting together the Borough Engineer Waterfront Development Permit for wetlands. Phase 2 - l~aterfront Park Mayor Reiman said we did receive $5000,000.00 for Phase 2 Funding of the Waterfront Park. In addition there is four (4) million dollars in DEP money allocated for programs that may include parts of Carteret, the Harbor Estuary and the Raritan Bay Estuary. Non-profit groups acquire property along the Rahway River, along the Arthur Kill and put in a bird sanctuary. Borough Engineer Don Knorbut said they will talk about the -- bulkhead later. The majority of the work is complete out there. They developed a punch list and they are asking the contractor to discuss issues. JtlNg 19, 20{33 Road Program Road Program. He said tracks should be seen on Poplar Street within the next week or two. There were some rain delays. They will start the survey work and reconstruct that road this year. West Carteret West Carteret Pedestrian Improvements. He said they have just pedestrian .completed and will be sending their plans for along the residential Imprmrements side of Roosevelt to the DOT for their approval probably Monday and they'll get that project going to bid. DOT Funding. He has a new application for the DOT State Aid [lCrr Funding Funding Grant, which is due the end of the month. They are sending in Marion Street for consideration. He asked for a resolution for that. Manhole Manhole Rehabilitation Contract. He said it is moving forward. R~habilitation The contractor has been a little tough. Contract Hill District Stormwater Pump Station Project. He said they are Hill District seeing some progress. They are getting down to some hard design Stormwater Pt~np work now and have completed their Station .... (inaudible)....investigations on that project. Project Mayor Reiman said he met with Hatch Mott t~eff)onald today in review of the Hayward Ave. Pump Station. He asked for a resolution tonight authorizing up to $14,400.00 for Phase I for Hatch Mort MacDonald to do a review of the Hayward Avenue Pump Station. We know that pump fails and the amount of water its supposed to be pumping exceeds all limits. This will be an initial review and recommendation as to solving the problem. The design work will be at a later point. We need to get them out there now especially in light of us moving ahead with the detention pond up off of that area. Manholes Borough Engineer, Don Norbut then spoke on Manholes. He said he will forward the list of manholes to the Mayor and Council. 2003 Road Program. He said they will add Oakwood Place to the 2003 Road Road Program this year. Program The Mayor said he asked Don to review that in light of the p ~tition received that the Council should have copies of. Borough Engineer,Don Norbut said it is probably on the top 10 list of roads to be done. The Mayor said we have to move ahead on it. 2002 Road Progrmn Borough Engineer, Don Norbut then spoke on the 2002 Road Program. He said they are trying to close this out. The contractor finished 95 % of the punch list work. There was an issue with some ponding on Coolidge Avenue which is the one remaining item along with stripping. They are holding 15% so they are covered. Unfortunately, the contractor may be heading towards 2 ~ 19~ 200.3 bankruptcy. Some of those finishing touches we'll have to possibly work through another contractor or possibly through the bond. Spor,~man's Field. He said the design is virtually complete. They Sportsman's Field just put in a request to the DEP for clarification and they said we also need a waterfront development permit. Councilmember Krum noted that because of the rain they are having a problem so he suggests that they let Pop Warner practice on the field this year and start fresh next year. We need the field for August for softball practice. Mayor Reiman asked if this is a project that can be done in the Fall. Borough Engineer,Don Norbut said yes. Borough Engineer,Don Norbut then spoke about Truck Diversion. Tcu~k DJ_version The truck diversion has been in place for the better part of a week. They nave some kinks to work out. All indications are they didn't have any catastrophic problems. Mayor Reiman asked what happened to Ordinance #03-20. The Municipal Clerk stated that #03-20 is the ordinance concerning the R-65 Zones that is being held. Borough Attorney Bergen said that won't be until later in July. Mayor Reiman told the Council they are holding Ordinance #03-20 that was creating the R-65 Zone. We have to notify all the residents within that zone and also delineate the map that Tony Neibert has as to where the new R-65 would encompass. Councilmember Rios said that the Police Committee met and it is their intention to appoint #1 on the list, David Csimbok, to the position of Police Lieutenant upon the retirement of David LaPoint. They want to 31 on the list, Kevin Makwinski, to the position of Police Sergeant. Resolution for meeting. T.D'Amore and Son - Letter regarding Pekola Terrace. Mayor T. D'Amore and Son Reiman said there is a problem with this because he doesn't own both pieces of property. It's a paper street. If we vacate it he only gets part of it. The Borough Attorney will take a look at it. EKA Associates - Additional Professional Services, not to exceed EKA Associates $2995.00, Re: Washington and Roosevelt Avenues Streetscape Park. Mayor Reiman said this has to do with the School Board. They have requested that we include, as part of the streetscape project, -- 65 linear feet of sidewalk as well as a new curb and a handicapped access ramp into the Louis side of the High School. We can authorize $2995.00 as part of that. I will be put in the bid specs as JUNE f9, 2003 a deduct alternate. They should save a tremendous amount of money. BUSINESS TO BE BUSINESS TO BE ADDED: ADDED Councilmember Parisi said they all got a letter concerning a Yarga Drice problem with a fence on Varga Drive. Councilmember Sitarz said he will handle this. Councilmember Parisi said he had an item to discuss in Closed Session. Oakwood Place Councilmember Sitarz mentioned Oakwood Place but was inaudible. He has one item for Closed Session. He is getting quotes for a new transmission for our backhoe. Yacating Streets Councilmember Sitarz said he spoke with residents of West Carteret about vacating some streets and three (3) of the four (4) people are in favor of it. The fourth person wasn't home. Borough Attorney Robert Bergen said they don't even need their permission. You declare it no longer needed and divide it down the middle. Councilmember Sitarz said the streets are Orchard and Sabo. 911 Rememberan~e Councilmember Rios asked for a resolutrion requesting New York City to put a flagpole on the landfill in rememberance ofgl 1. Borough Attorney Robert Bergen said he would start to make some contacts over there to see what they want us to do. He'll see if they want us to send them a letter or talk to someone on the phone. Drop-Off Zone, Councilmember Rios asked if we could designate a "drop-off' Re; Shop Rite zone at Shop Rite. We have fire lanes there that are right up against the building and older people have a problem getting their packages to the car. Borough Attorney Robert Bergen said he assumes the zone was part of their site plan approval. Mayor Reiman said he thinks they would go for that. He doesn't think the Planning Board would have a problem with it and they won't have a problem with it. The Borough Attorney said they let the Code Enforcement Officer and Police Officer know so they won't write summonses there. Recommendations Councilmember Naples asked for certificates of commendation for Arnold Rubin and Bill Nix for helping Michelle Grandell with a program she was running. JUNE 19~ 2003 She met with the Project Manager of CCMC regarding the Borough Hall Borough Hall. They will come up with a proposal for the exterior windows, doors and a heating/cooling system. She has some items for Closed Session. Councilmember Krum said the Recreation Commission needs five Recreation (5) more regular members and three (3) subs. Commission Councilmember Krum asked for signs to be put up that Parkview Parkview Park Park is closed after dark. The neighbors would really appreciate it. He has two (2) items for Closed Session. Councilmember Naples said the louvers at the Recreation Center Roereal:ion Center need to be replaced. Mr. Neibert is getting quotes. She asked if this could be added to the bond. Mayor Reiman said if there is money left in that bond they can bill against it. Councilmember Naples noted that some of the people using the old Community Center free of charge are not leaving it in good condition. They are looking into charging a fee. Mayor Reiman said Hadiyah put together a policy. They do need to implement a fee. Councilmember Naples said they could leave a deposit that is returned if the building is left in good condition. PUBLIC DISCIJSSION PUBLIC DISCUSSION: Upon MMS&C by Councilmembers Rios and Sitarz and Meeting Opened to unanimous affirmative vote of the five (5) Councilmembers Public present, the meeting was opened to the public. Carol Knittel, Oakwood Place, said she was concerned about the ~ place condition of her street. Mayor Reiman said it was added to the Road Improvement Program and will be done this year. Richard Greenberg expressed concerns about the new bandstand Bandstand being too close to the houses. Mayor Reiman explained that the back of the bandstand is going to be closed. The music will go out to the park away from the houses. An unidentified woman asked about Oakwood Place. ~ Place Mayor Reiman said the road will be repaired this year. It will be done before the end of October. An . ~identified woman complained about potholes, trash and Potholes, Trash, weeds. Mayor Reiman said that Councilmember Sitarz will have the Streets and Roads Department fix some of the potholes for now. An unidientified woman asked about future improvements to West West Carteret Carteret. 9 0ONE 19, 2003 Mayor Reiman said $150,000.00 has been approved as para of an NJDOT pedestrian Safe Street Walkway. The entire right hand side will have curb cuts at each comer as well as new signage and new walkway. Roosevelt Avenue will be mailed and overlaid and will have new stripping. The same woman spoke about refuse and overgrown grass in West Carteret. She suggested that garbage containers be put there. Mayor Reiman said the Code Enforcement Officer issues summonses. Councilmember Rios spoke about the traffic diversion plan. Traffic Diversion Plan Mayor Reiman spoke about the Streetscape Project. They are Streetscape proj~t allocating $2.6 million that came in for Washington Avenue/Roosevelt Avenue Streetscape. They do have plans for West Carteret. There being no further business or discussion, upon MMS&C by ADJOORNED Councilmembers Sitarz and Rios and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was Adjoumed at approximately 7:10 P.M.
