Mayor Briggs called the adjourned meeting of the City Council
to order at 7:30 P. M.
ROLL CALL: Present - Councilmen: Beckley, Harker, Tyrell, Briggs
Absent - Councilman: Merritt
Also Present: City Manager Koski
Councilman Beckley proposed an extra door was needed in the
south wall of the main activity room at Live Oak Park for purposes of
ventilation and providing easy access to and from the room. A pair
of 2' 6" x 7' doors installed with necessary emergency exit hardware
were proposed to be installed at a cost of $500.00. Following dis-
cussion Councilman Harker moved to approve the alteration to the build-
ing and to appropriate $500.00 to cover the costs of the work, seconded,
and carried.
Councilman Beckley presented the idea that the City have it's
own flag to be displayed in front of the City Hall and at various other
City functions as appropriate. Inquiry was made as to necessity of
proper registration of the flag, and as to design and color. Also
questions were raised as to the cost of installing an additional flag
pole in front of City Hall and what the cost would be for manufacturing
City flags. The matter was referred to the staff for investigation and
report back to the City Council at an early date.
A preliminary report was presented re non - conforming uses in
R -1 zones. Following discussion the Council indicated their general
concurrence with the comments in the preliminary report and further
indicated that a possible revision of the ordinance might be in order
to allow the construction of a garage to serve an existing dwelling
unit if no conversion had been made of a previously existing garage
into living quarters or made a part of the existing residential dwell-
ing unit. No further action was taken on the preliminary report and
the Council will expect a final report from the Planning Commission
as quickly as they complete their investigation and have compiled
their recommendations to the Council.
Letters from several cities requesting support for indivi-
duals to. be considered as the representative for Corridor D on the
Southern California Rapid Transit District Board of Directors.were.
Presented :and' it was determined to take no further action at this
time supporting any particular individual until further inquiries
could be made as to other persons who might be considered for appoint-
ment.
A proposal fcr the Citizen and the Law program for the
1968 -69 school year was presented as prepared by Sgt. Stevens of
the Los Angeles County Sheriff's Department. The program for the
1968 -69 year proposes to continue and expand the Citizen and the
Law course in the 8th grade and required of all 8th grade students.
In addition it was agreed that the program should continue with in-
creased emphasis the adult seminar program in law enforcement educa-
tion. Also that a program be initiated as an experimental course of
instruction at Temple City High School to be offered to at least one
class in the llth or 12th grade level. At a recent meeting held with
representatives of the Sheriff's Dept. and the school district it was
indicated that a proposed outline of the course content at the High
School level would be available for review by the City approximately
July 1, 1968. Councilman Merritt arrived during this discussion.

The City Council adjourned at 9:30 P. M. to a personnel
session for the purpose of considering appointments to the Planning
Commission. The next regular meeting of the City Council will be
May 7, 1968, at 7:30 P. M. in the Council Chambers of the City Hall,
5938 Kauffman Ave., Temple City.
