The following were noted present: PRESI~r Mayor Reiman Councilmember Parisi " Rios " Sitarz " Sosnowski Noted Absent were Councilmembers Krum and Naples. NOTICE At approximately 7:02 P.M., Councilmember Naples was noted Commilra~aber Naples present, noted Present August 8 and 14, 2003. Minutes for Approval[ TO ADDRESS GOVERNING Borough Engineer Don Norbut gave his report. He spoke on the BODY recommendation for the award of the rehabilitation of the Don Norb~t Sportsman Field to Country View. Mayor Reiman said they would not award that until they have the Grant Money in place. Don Norbut then spoke on a contract for base repairs from DeFino Contracting. He said for Popular and Sycamore they will be using DO~ hnding. He then spoke on the Roosevelt Avenue Pedestrian Improvement saying they only had one (1) bidder and they are expecting bids on this for September 3Td. He then spoke on the 2002 Road Program, the Little Rascals Project, saying they had narrowed that project down to a Punch List. He then spoke about 28, 2003 shoving of the pavement on Middlesex Avenue. He then said our Don Norlaut Conic: VFD Main Control Panel Contract for the Roosevelt Avenue Station is 95% complete and our Force Main Repair Contract is now fully complete. He then spoke on a loan they are applying for from the State DEP Program. Councilmember Sitarz then told the Borough Attorney that he was unhappy with the manhole and catch basin restoration. The Engineer agreed with him, saying that they are not satisfied with the work Allstate is doing. He then spoke on some emergency repairs they had made. He then spoke on the waterfront park project and the truck detour situation in West Carteret. He said before they can go to the County for approval with this they have to get it past Woodbridge. Mayor Reiman said to put a resolution on saying that the County make the amendment to the road. Councilmember Rios told Don Norbut to pursue this with Mayor Pelzmann. Attorney Bergen said they may have to amend or add to the existing ordinance. Mayor Reiman said they would do a resolution in opposition of this. List of bills properly audited and signed. PA~ OF BIH.q Clerk's Office - August 2003. REII3RTS Air Pollution Control - May 2003. MATTERS FOR DISCUSSION: l~t'r,'~tS FOR NJ BOP NJ Department of Personnel - a) Notice of Promotional Examination Re: park Maintenance Worker. Do or Don Not want a test. Mayor Reiman said they will let the Parks Committee make a recommendation on that for the Council Meeting. b) Certification of Eligibles for Appointment - Motor Broom Driver. Date of Disposition: 10,21/03. One (1) Provisional. c) Final Administrative Order - Merit Board, Re: Supervisor/Sewers. Robert Kately Robert Kately - Request to authorize bids for skate park equipment. Mayor Reiman said he wants to see a layout before they go out to bid. Loading Zone - Carteret Shopping Center. This will be put on a Loading Zone resolution for the meeting. Markowitz Street Residents - Request to hold a Block Party Markowitz Street REsidents August 30, 2003. Upon MMS&C by Councilmembers Rios and Sitarz and unanimous affirmative vote of the five (5) Councilmembers present the Block Party was Approved. Chief Pieczyski - Carteret Volunteer Fire Department Ladies Chief Pieczyski- Auxiliary Fund Drive by Turnpike. Upon MMS&C by Councilmembers Rios and Sitarz and unanimous affirmative vote of the five (5) Councilmembers present the Fund Drive was approved. T&M Associates - Request for Professional Service Resolution, TgM Associates $1200.00, Re-bid of Roosevelt Avenue Pedestrian Improvements. Mayor Reiman responded No to this. T&M Associates - Change Order #1, Re: Phase 2 - Manhole Rehabilitation, a) Request for Professional Services Resolution, Not to Exceed $5000.00, Re: Additional inspection effort beyond the contract completion date, b) Request for time extension from July 16 to July 30, due to delayed due to delayed project start beyond contractors control. Both items were put on hold per Mayor Reiman. Bill List - The Assistant Clerk said that Patrick asked that the Bill List Mayor and Council vote on this one (1) item for Bulk Mailing for the Carteret Post Office for $2010.00. Upon MMS&C by Councilmembers Sitarz and Parisi and unanimous affirmative vote of the five (5) Councilmembers present this one (l) bill appearing on the Bill List, properly audited and signed was ordered to be paid. 4 AU~IST 28, 2003 BUS1NESS TO BE ADDED: BUSINESS TO BE Councilmember Parisi said he thought the Mayor and Cotmcil should take a real serious look at the Umansky and Leniart dug l]ug Out outs. He commented it was a nice gesture, but he said with the way the cinder blocks are, it welcomes other activities. He suggested it to be replaced with a fence. Mayor Reiman asked for a Parks Department Meeting to be held to discuss this and that he also wants someone from the Police Department there. Cow~, ,lmember Sosnowski said there was a complaint about a sign Si~s in front of the High School by a resident at the School Board Meeting last night. She said she considered it a safety issue because people slowed down in their cars to look at it. Mayor Reiman said they will get in touch with the Building Property Easement Department and if there are any objections to it then we will remove it. He then told Councilmember Sosnowski that he had mentioned that Mr. Patel, Business Administrator, for the Board of Education, requested to do a resolution for the easement on the property and that it wouldn't be a meets and bounds description, but the Borough will be responsible for the Clock Tower and for the pavement around there. Councilmember Rios said he was giving an update on something animlance he ha~! been working on with Chief O'Connor. The ambulance had been tnvolved in an accident and they are now in the middle of figuring out prices, as far as new or repair and what they will get back from the Insurance Company, time restraints, etc. so they cannot make recommendation to the Mayor and Council. Right now they have a loan. Councilmember Sitarz mentioned the work they are doing on Patrick Street Patrick Street. He said they have a quote for $14,000.00. Mayor Reiman said they have a quote from B&W Construction and said that there is money in place for it in the Sewer Account, for as long as those monies will fix it. He is waiting for Mr. Norbut to give us his review on it. Councilmember Sitarz said the fine striping by the Library will be Library dom :[~is weekend. Mayor Reiman asked if the lines in West Carteret are being removed. Councilmember Sitarz said they were. He then asked if they had Ocditmnt:e, Re: the proper signs for the Ordinance in Chrome for one way and no No Parking/One parking after certain hours. He also asked if there was any Federal Way, Re: Cheorae Grants out on the Highway Safety Act to replace all the guardrails on the Industrial Road. He commented that they did not look well. ALK~S~ 28, 2003 Industrial Roadd Mayor Reiman said they had money set aside for improvements to the Industrial Road from a developer. Councilmember Naples said they had to get an emergency air Condit:ioeer conditioning unit for the annex. She said she touched base with Councilmembers Sosnowski and Krum about this. She also commented that she would be meeting with Steve Brame about a grant that could possibly be used for the Library. --~ Mayor Reiman said we are eligible for $75,000.00 in monies set Library aside for Library construction. At approximately 7:35 P.M., upon MMS&C by Councilmembers Public Discussion Rios and Parisi and unanimous affirmative vote of the five (5) Councilmembers present this meeting was opened for Public Discussion. Cindy Davis, Herman Street, West Carteret spoke. She made a :Dead Birds complaint that there are dead birds being found on Oakwood Place and no one is picking them up. Milik Street Another resident complained that her company Oxford said that Milik Street is a speedway for the trucks. She said there is no signs for speed there. Attorney Bergen said maybe they can put rumble strips in the road. Street Mix The same resident complained that her dad has a suggestion that when they dig up the streets couldn't they purchase a better grade of mix to close up the roads. She also said that the motorists are not stopping for the school bus by the Mobile Station on Roosevelt School trax Avenue. She also commented that several flags that are flying from Flags homes are in bad shape and very disrespectful. She then went on to talk about a house on 61 Herman Street that a couple split up and 0,bandoned [louse the house is for sale and the grass is very high. A neighbor called the realtor and they said they did not care. Mayor Reiman told Councilmember Parisi to speak to Mr. Neibert and he will have someone from Buildings and Grounds cut the grass. A gentleman then spoke saying his son is a football player for Gambling Carteret High School. He said he had read in the newspaper that Dennis Siddons was involved in betting on sports. He expressed his concern over this. Mayor Reiman said that from the information they had, which is limited, because it is a School Board issue, he understood it had nothing to do with school sports and the Attorney General said as long as it is not school sports and no one is making money aside from the person that is winning, it is just a bank pool. 6 alJ~IIST 28, 200~ This gentleman said he is against public gambling of any kind and Gambling Cont: said we should pass an ordinance against it, including the New Jersey Lottery. Mayor Reiman said we could not do that because it would supercede State Statute. Upon MMS&C by Councilmembers Rios and Sosnowski, and Public Discussion Closed unanimous affirmative vote of the five (5) Councilmembcrs present, this meeting was Closed to the Public at approximately 7:44 P.M. Mayor Reiman asked if any of the Governing Body had anything l~yoc Reiman for Closed Session and there was nothing. Upon MMS&C by Councilmembers Sitarz and Padsi and unanimous affirmative vote of the five (5) Councilmembers present, after no further discussion, this meeting was Adjourned at approximately 7:45 P.M. -- Respectfully submitted, L1NDA A.
