PRESENT: Chairman Dan Garren, Members - Robyn Keyes, Roy Hobbs and Clerk Julie Hammond. ABSENT: P & Z Members Bette Lovinus and Mike Taylor. VISITORS: Chris Frederickson, Idaho Falls Public Works Director. The Pledge of Allegiance was led by Member Keyes. Minutes Approved: Member Keyes motioned to approve the minutes. Chairman Garren seconded the motion. All were in favor, motion carried. Impact Area Updates: Chairman Garren welcomed Chris Frederickson, Idaho Falls Public Works Director. Director Frederickson was asked to attend P & Z's meeting to give input on Iona's Area of Impact. Chairman Garren asked if it was common to restrict the impact area to sewer service. Director Frederickson stated the sewer service did not need to be in existence but serviceable to the impact area. He stated that the Idaho Falls Treatment Facility was running at 60% capacity since Ammon moved their services. Director Frederickson suggested Iona's P&Z send a letter to Iona Bonneville Sewer District (IBSD) requesting the area of impact desired. If favorable IBSD would in turn request the desired impact area to the City of Idaho Falls at which point it would be presented to the Idaho Falls City Council who meet the 2nd and 4th Thursday of every month. If both entities recommend approval, Iona's P&Z would contact Bonneville County for final approval. Chairman Garren stated he would e-mail Steve Serr of Bonnveille County to find out how far out our area of impact can go. He would also send a letter to Kelly Howe of IBSD to ask for support of Iona's Impact Area Expansion which would encompass land to the east and north of the current impact area. The western boundary will remain as it is but extend north to Highway 26. Chairman Garren thanked Director Frederickson for his input. P&Z Meeting Time Change Discussion: After review of changing P&Z's meeting time from 6:30 pm to 6:00 pm it was recommended the meeting time remain at 6:30 for the public's ability to attend meetings. Reports: Green Valley Subdivision: Chairman Garren will attend a Public Hearing on April 22, 2013 at 5:15 pm on the Green Valley Subdivision rezone from Agriculture A-1 to Residential R-1.5. Ordinance #84 — Area of Impact Agreement — Clerk Hammond was asked to get the red -lined copy of Section 9 Overlay Requirements to City Council for review. She stated that Attorney Storer is reviewing the ordinance and suggested that an agreement with Bonneville County be made before presenting to Council. Overlay requirements within the Iona Impact Area. The following shall be adopted by the County for use within the impact area. 1. All non -arterial streets shall have a minimum right of way width of 70'. 2. Setbacks for any structure from centerline of a street shall be 85' on arterials and 70' on non -arterials 3. In Residential zones, no pigs er fewl will be allowed. 4. Minimum starting lot size for the R 1-R4 ^ Zones shall be 4-A-8-40 14,520 square feet in total area and shall be of a width at the front lot line of not less than 85 feet. 5. Minimum side yard for the R-2 R 1 Zone shall be 10' with the exception of corner lots, which shall maintain a thirty (30) foot side yard adjacent to the street which intersects the street upon which the building fronts. 6. Minimum sidc yards for the MH Zone shall be 10'/20'.No building shall be constructed closer than twenty-five (25) feet to the rear property line. 7. Minimum lot width for the MH Zone shall be 75'. 8. Minimum yards for the C 1, LNC and HC1 Zones shall be 10' side and 20' rc\ar 9. Minimum yards for the M1A Zone shall be 20' side and 25' rwr when 10. Only the following county zones shall be considered for use within the Iona impact area. A-1, RA-1, RA-2, RA-3, RA-4, R-P, R 1 RA 2, C 1, M1A, LNC, HC 1 mil.
