ROLL CALL Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Councilmember Naples Parisi Rios Sitarz " Sosnowski Noted absent was Councilmember Randy Krum. PUBLIC HEARING 9/18/03 PUBLIC HEARING 9/18/03: 2003 Local Law Enforcement Block Grant. TO ADDRESS THE GOVERNING BODY TO ADDRESS GOVERNING BODY: - Borough Engineer EMERGENCY FORCE MAIN Donald Norbut: REPAIR EMERGENCY FORCE MAIN REPAIR The Emergency Fome Main Repair is officially completed. The total cost is similar to the last estimate that they submitted with the loan application, which is coming in just under $500,000.00. DEP said we'd be hearing form them Monday about the loan. Mike Camevale has done a real nice job on that project. Councilmember Sitarz asked if their overtime would be included in the final cost. Mayor Reiman said not our personnel. Councilmember Rios asked if it could be included in the cost for the loan. SEPTEMBER 10, 2003 The Borough Attorney Bergen told the Borough Engineer Donald Norbut to check that out. BOROUGH ENGINEEB 'S REPORT CON'T SINK HOLE · SINK HOLE There is a sinkhole on Carteret Avenue and High Street. B&W came in under the emergency contact. He asked for authorization to have B&W come in to do an internal repair, fill in the void and repair the road. It is estimated more or less at $15,000.00. MOTION Upon MMS&C by Councilmembers Rios and Sosnowski and unanimous affirmative vote of the five (5) members present, B&W was authorized to repair the sinkhole on Carteret Avenue and High Street under their existing emergency repairs contract at a cost not to exceed $15,000.00 2003 ROAD PBOGRAM · 2003 ROAD PROGRAM Project is near completion. Should be ready for bid in about a week. Majorit~ydof that is DOT funded. If they can award at the October 2 Council Meeting, they can break ground about three weeks after that. Would like to put in some deduct alternate in case the bids come in high. Looking at Sycamore Street as possibly a deduct alternate and maybe 1 block of Poplar Street also. TV woRK * TV WORK TV work on Lower Roosevelt Avenue is completed. A few spot repairs will have to be made to the sanitary sewers. Would like to limit the TV work for the Lower Roosevelt Avenue area only at this time. Would like to take the additional funding and TV the sewers that are in the 2003 Road Program. Councilmember Sitarz asked when they would be getting the TV camera and truck. Borough Engineer Donald Norbut said the Borough Attorney approved the contracts and they will be signed. ROOSEVELTAVENUE · ROOSEVELT AVENUE PEDESTRIAN IMPROVEMENTS Recommended the bid be awarded to the low bidder, PEDESTRIAN · iMPROVEMENTS Diamond Construction in the amount of $99,106.50. · KEYTECH KEYTECH They talked at the last meeting about getting some pavement corps over on Middlesex Avenue. Keytech wants the Council to pass a resolution not to exceed $800.00 before they proceed. TRUCK DETOUR · TRUCK DETOUR A meeting was held Monday with the DOT. Getting good cooperation. Plans are going out to the DOll~' and the County tomorrow. SEPTEMBER 10, 2003 SPORTSMAN'S FIELD · SPORTSMAN'S FIELD They will hold off on the award of bid. WATERFRONT DEVELOPMENT · WATERFRONT DEVELOPMENT Expecting permit in Mid-October. 2002 ROAD PROGRAM · 2002 ROAD PROGRAM Thc Borough Engineer said hc thinks Little Rascals is done. Legally, they will have to determine if they want to take a risk and get another contractor out there or wait. New Jersey Department of Personnel - Notice of Promotional Examination, Re: Park Maintenance Worker. Do__ Do Not__ want a test. Municipal Clerk Barney said this was held from the last meeting. Mayor Reiman said they will wait for the Parks Committee to look at this. Municipal Clerk Barney said she was supposed to return the form with in ten (10) days. 2. T& M ASSOC1A TES b) Proposal for Contract Administration, Re: Sanitary Sewer TV Inspection System c) Proposal for Hill District and West Carteret Sanitary Sewer Investigation. DISCUSSION Borough Engineer Donald Norbut said they are all aware that the DEP has issued an Administrative Consent Order draft that the attorney is looking at. The DEP is requiring us to investigate several areas of our sewer system to continue to try and go after the infiltration and inflow that we're dealing with in our system. They are finally putting this in the form of an Administrative Consent Order and are asking that we follow up on a number of items. They want the Hill District, which has the Hayward Pump Station in it, that entire drainage basin investigated for I&I's. They also want the West Carteret Dorothy Street Pump Station investigated for I&I's. Coincidentally, this work is directly related to the investigation work that helps find the problems. The 2 ways that are used are smoke testing and TV investigation. Mayor Reiman asked if half of the Hill was already smoke-tested by Killam. Borough Engineer Donald Norbut explained that the smoke testing in the Hill District is virtually done. It was done recently by Killam Associates and T&M finished up doing the Beverly Street work. The DEP also wants them to look at the Shopping Center on Roosevelt Avenue as part of that. They want them to go onto the industrial and commercial properties. The Mayor said they will discuss it at the next meeting. Borough Engineer Donald Norbut said they are continuing to do inspection work at the Waterfront Park. The contractor is working on the bridge crossings one is nearly complete. SEPTEMBER 10, 2003 The proposal for the Sanitary Sewer TV Inspection System is to prepare contracts, review submittals and to get that authorized and ordered. The Borough Engineer Donald Norbut said that most of the DISCUSSION CON'T contract administration can be done by the Purchasing Department so he suggested this be pulled off the agenda. HADIYAH MUHAMMAD 3. Hadiyah Muhammad - Personnel matter This will be discussed in Closed Session. 4. Robert Kately - a) Requesting bids be authorized for Exterior ROBERTKATELY Fencing at Grant Avenue Park. Okay b) Requesting bids be authorized for the Purchasing of Skate Park Equipment. Okay 5. Bid - Sportsman's Field. (Held - 8/28/03). BID-SPORTSMAN'S The Municipal Clerk was directed to put this on for the October 2nd FIELD meeting. BUSINESS TO BE ADDED BUSINESS TO BE ADDED: Councilmember Parisi said the dugouts are a safety hazard. He has one personnel matter to discuss in Closed Session. Councilmember Sosnowski said he had one matter to discuss in Closed -- Session concerning negotiations. Mayor Reiman told Councilmember Rios to check on the bike & walking patrols. The hours the officers were looking at were 8:00 P.M. or 9:00 P.M. They are not going to have someone sign up for a bike patrol if it is 9:00 at night until 1:00 in the morning. They may want to put the bike patrol back a little bit later. Councilmember Sitarz said a couple of months ago he suggested that some streets be vacated in West Carteret. He got the lots from Vincent Manetta. Borough Attorney Bergen asked if the property owners want it vacated. Councilmember Sitarz said yes. Borough Attorney Bergen asked if there has been any discussion with them that they would share the cost of putting a meets and bounds survey together or if the Borough will do the survey. __ Councilmember Sitarz said there is a sliver of land on Elm Street too. He will have all of them. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous MOTION affirmative vote of the five (5) Councilmembers present, the Borough Attorney was authorized to get the property survey. SEPTEMBER I O, 2003 Councilmember Sitarz said the fence on Varga Drive needs to be repaired. Conrail supposedly owns it. He suggested the Borough BUSINESS TO BE ADDED Attorney write a letter asking them to repair it. CON'T Mayor Reiman asked if it was a safety hazard. Councilmember Sitarz said yes. Mayor Reiman told him to have our guys secure it. Councilmember Naples said that Mr. Brame submitted a grant for the library that might incorporate some of the costs as far as the roof repairs. Borough Attorney Bergen said he would have an Ordinance adopting the tax maps. PUBLIC DISCUSSION: MEETING OPENED TO Upon MMS&C, by Councilmembers Rios and Sosnowski, and THEPUBLIC unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened to the public for discussion. COMMENTS Sue Gaydos asked if the pump stations are running. Borough Engineer Donald Norbut said yes. Sue Gaydos asked about the streetscape project in West Carteret. Mayor Reiman explained that there will be new curbs and sidewalk repairs for now. It is not part of the streetscape project. It is part a grant. Sue Gaydos asked about the money spent on the skate park equipment. Mayor Reiman explained that initially they spent $50,000.00 on the park and they've spent about $30,000.00 every couple of years since then because the equipment is destroy they cut the fence m~d burned some of the equipment. The equipment we are purchasing now is concrete. Sue Gaydos said the bushes on the Industrial Road are so tall that kids do mischief. The Mayor said he would ask the Parks Department to cut that down. Borough Attorney Bergen asked for a motion to authorize the Borough COMMENTS Attorney to plan to merge the part- time positions of Community Service Aide, Senior Citizen Transportation and Executive Director of the Office On Aging into one position. Upon MMS&C, by Councilmembers Sitarz and Rios and unanimous MOTION affirmative vote of the five (5) members present, the Borough Attorney was so authorized.
