The Agenda Meeting of the Mayor and Council of the Borough of AGENDA NEETING
Cartcret preceding the Regular Meeting of November 6, 2003 was held
on Thursday October 30, 2003, 7:00 P.M., Municipal Court/Police
Facility, 230 Roosevelt Avenue, Carteret, New Jersey.

Mayor Reiman asked if we did a survey to put the information out.
The Municipal Clerk said it is on the web, the TV and it was

Councilmember Rios asked the Municipal Clerk to elaborate on #5 and
#6.
The Municipal Clerk said she did not have the numbers from Patrick
DeBlasio for the transfers yet.
The Mayor said we will have that from Patrick on Monday.
The Municipal Clerk explained that #6 was an amendment to Megan's
Law to include governing bodies as part of the notification process.

1. Township of North Brunswick - Resolution opposing S-2516,
Prohibiting Use of Schools as Polling Places.
2. Township of North Brunswick - Resolution opposing Statr's
Property Tax Reimbursement Program.
3. Borough of Jamesburg - Resolution urging adoption of
"S.M.A.R.T" bill to reform the funding of schools in New Jersey.
4. Borough of Franklin - Resolution supporting S-838, prohibiting
punitive damage awards against municipalities and municipal
employees acting within the scope of authority.

Mayor Reiman asked the Borough Engineer Donald Norbut to address
these issues.

Don Norbut has a final change order and a final payment certificate.
This one had been lingering because the contractor had a couple of
deficiencies to do and he strung us out. They finally got everything
taken care of and they are looking to close out the project so they can
get the final DOT money back.
The Municipal Clerk asked what the change order amount is.
The Borough Engineer said it is $35,079.33.
2003 ROAD PROGRAM 2003 ROAD PROGRAM
Star of the Sea is going t be mobilizing their signs and traffic control
devices tomorrow afternoon. Letters will be sent to all residents in the
work area. The contracts are being finalized and will be at Attorney
Bergen's office shortly. It will be a couple of weeks before they start
ripping up curbs but the letters will go out tomorrow.
Councilmember Sitarz asked if Marion Street was included.
Councilmember Rios said it was Poplar Street.
Borough Engineer Donald Norbut told them they also just landed
another $200,000.00 grant for Marion Street for next year. Of the 18
grants their office received this year the $224,000.00 for Marion Street
was the highest.
Councilmember Rios asked how much of Marion Street will be
covered.
The Borough Engineer said maybe two-thirds.
Councilmember Krum said they shortened up on Poplar Street because
of The Little Rascals thing and left out a little of Sycamore, which is
really bad. He asked if they will go back to that next year.
The Borough Engineer said that the design work is done and those are
their two first priorities.
Councilmember Sitarz asked about Skitka Avenue.
The Borough Engineer said it is a base repair and overlay contract.
DeFino is doing the base repair and the county will come in and mill
and pave. The county had originally told us they were due in early
October..They do a number of communities and their whole schedule
got shifi~ d for some reason. He is anticipating to see the county

Monday or Tuesday of next week milling park Place, Skitka and
Randolph.
Councilmember Krum asked about Oakwood Place.
The Borough Engineer said it is included in the Star of the Sea ~
contract.
SPORTSMAN ' S SPORTSMAN'S FIELD
FIELD They awarded a contract to County View, Inc. They are ready to get
rolling. They are just waiting for the Pop Warner season to come to an
end and for them to stop utilizing the field. He understands that
November 15th is usually the last date that they are out there. He will
contact someone from the league and find out if they are going to be
done earlier than that. The contractor is ready to go.
They received the waterfront development permit for that project.
They made a condition of approval that we obtain a tidelands license
for some filling work in the old Noe's Creek streambed. It's just a
paperwork exercise so he doesn see any problems with that. They are
also looking for authorization to do the contract administration and
inspection at an estimated cost of $22,500.00.

PEDESTRIAN BASE REPAIR CONTRACT -
IMPROVEMENTS &
BASE REPAIR The concrete work is being done by Diamond Construction. They are
CONTRACT probably 80% done. They will be ready to come in and pave the
intersections next week. It looks like they will have some additional
money to extend the improvements past Fredrick where they had
anticipated stopping. That work will continue another couple of
blocks.
Councilmember Parisi asked if it was only one side of the street.
The Borough Engineer said yes.
TV CAMERA TRUCK TV CAMERA TRUCK -
We are only a couple of weeks away from getting out TV camera and
truck for our sewer camera.
Councilmember Sitarz asked if they looked at Randolph and Duffy
Street.
The Borough Engineer said they will have to wait until they get a
camera or get Oswald Sewer Service in here to look at that but that is
definitely a problem.
They also did some TV work on Leber and found a couple little open
joints in some pipe causing some sink holes that will have to be
addressed.

Councilmember Sitarz asked about Romanowski.
The Borough Engineer said potentially Romanowski is going to be the
same thing. Once we get the TV camera we can do a lot of that work
on our own and save a lot of money.
Councilmember Naples told the Borough Engineer that the sewer
backs up at 49 Oak and Tyler. It's been an ongoing complaint and
nothing has ever been done on it.
The Borough Engineer said it doesn't sound familiar to him. He will
check on it.

Still fighting with All-State to come in and finish a couple of punch

Driving to put the finishing touches on that for Saturday's Grand
Opening.

The Borough Engineer said he saw a letter tonight from the DOT
giving us a favorable response on our plan. The County Engineer's
office was reserving judgement until we heard from the State.

Councilmember Parisi said that Afscme sent a letter in regards to
salary and title adjustments.

Councilmember Sitarz asked if there were any grants for safety
guardrails,
The Borough Engineer said there is a pedestrian safety category.
Councilmember Sitarz asked about the Industrial Road.

Mayor Reiman said there is some funding available from one of the
improvements. There was an off-site contribution. There was
$150,000.00 put in place and he thinks there is about $75,000.00 left.
Councilmember Rios said there might be grants out there for
hazardous material safety.
The Mayor said it's got to be used for Industrial Road improvements.

POTHOLES
Councilmember Sitarz said that Utility companies are leaving
sinkholes and potholes on Pulaski Avenue. He asked the Borough
Attorney to make the ordinance stronger.
Borough Attomey Robert Bergen said the ordinance is about as strong
as you can make it. We hold their money for two years so hey may
want to have Tony Neibert go out and do an inspection.
The Borough Engineer said that before their bond is released, each
repair should be inspected.
The Borough Attorney suggested they have the Road Department do
an inspection and then we'll call the Water Company and have them
make repairs on those trenches.
Mayor Reiman said the utilities have a general bond posted.

Councilmember Rios said he sent a letter to Senator Gregg requesting
grant monies for our Police Department.

Councilmember Rios suggested they research a water tam< for the
Parks Department.
Mayor Reiman said the Fire Department has been watering the
waterfront.

Councilmember Naples asked about the color of the grates.around the
trees.
Mayor Reiman said they have to oxidize and then they'll turn the same
color as manhole covers.

Councilmember Rios asked the Borough Engineer to follow-up on a
handicapped parking space on Warren Street.
The Borough Engineer said he has about three of them that should be
coming out any day.
BOROUGH HALL BOROUGH HALL
Councilmember Naples said the committee will meet with the
architects probably at the end of November. She asked if any other
funding will be coming in.
Mayor Reiman said they will have an ADA grant of $50,000.00.
Councilmember Naples said that will have to go for the elevator.
Mayor Reiman said the work that Buildings and Grounds did in his
office looks fantastic.

Councilmember Krum said the sod needs to be done.
Mayor Reiman said that Middlesex Water Company is putting a
temporary meter on that line.
Councilmember Krum said he has a Closed Session item.
EMT'S EMT ' S
Councilmember Naples said that Chief O'Connor sent a letter
requesting two more temporary EMT'S. This will be discussed in
committee.
LAND SALE LAND SALE
Mayor Reiman said they had an auction of municipal property today,
22 out if the 23 pieces were auctioned off, netting the Borough $1.5
million. They have twenty days to close on the property.
PIER PIER
Mayor Re/man stated that the pier opens up with the ribbon cutting
Saturday morning at 10:00 A.M.

Councilmember Krum asked if the piece of property that wasn't sold is
a build able lot.

The Mayor said it is build able if they receive a variance. We might
not auction it off again until next year.
The Borough Attorney said that one person wants to take another look
at it.

Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous
affirmative vote of the five (5) members present, this meeting was
opened to the public at approximately 7:30 P.M.
SEWER LINES SEWER LINES
They spoke about fixing the sewer lines at the park.

Mayor Reiman said they should get two quotes, one on just the line
and one on doing everything.
Councilmember Rios said our guys are capable of doing everything
except the line.
The Mayor agreed.
Councilmember Naples said its not going to hurt to get that second
quote anyway.
TANK TANK
Councilmember Krum said they have an old trailer and if they get a
500 gallon tank they could do the waterfront and the trees at the
streetscape.
EMT'S ElqT ' S
Councilmember Rios said the EMT'S sent a letter requesting to sit
down and start negotiations.
It was decided that Councilmembers Rios, Sitarz, Sitarz and Parisi will
be the negotiating committee.
