HomeMy Public PortalAbout2018-08-061 REGULAR COUNCIL MEETING, AUGUST 6, 2018 CALL TO ORDER The Regular Council Meeting of August 6, 2018, was convened at 6:04 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Graham, Hensley, Hussey, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: Fitzwater and Kemna A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Graham to adopt the agenda. The motion was seconded by Councilwoman Ward. The motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin introduced and welcomed Dr. Jerald Jones Woolfolk, Ph.D., President of Lincoln University. Dr. Woolfolk expressed her excitement for her new position as President of Lincoln University and her warm welcome to the City of Jefferson. She introduced the following Lincoln University Staff: University Police Chief Gary Hill, Sandy Koetting, Vice President Administration and Finance, Dr. Marcus Chanay, Vice President for Student Affairs, Rose Ann Ortmeyer, Complaint Coordinator, and City Councilman Graham, Chief of Staff and Executive Assistant to the President. Dr. Woolfolk’s inauguration will be held October 5th, at 10:00 A.M. Public Works Director Matt Morasch and Operations Division Director Britt Smith recognized their department’s retirees, Louis Alber and Eddie Bates. They were thanked for their many years of outstanding service. Mayor Tergin expressed her appreciation for their hard work and loyalty, and presented them each with a City Key. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. 2 REGULAR COUNCIL MEETING, AUGUST 6, 2018 PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Parks, Recreation, & Forestry Director Todd Spalding and Ashley Varner provided an update on the SPIN Bike Share Program and demonstrated how the app and bikes work. Ms. Varner encouraged riders to use their helmets and follow the rules of the road. She requested that riders not park the bikes on sidewalks, but rather in nearby greenspaces. Director Spalding reminded Councilmembers that there are no direct costs to the City for the Bike Share Program. There are currently 75 SPIN bikes in the City of Jefferson. SPIN has contracted with Red Wheel Bike Shop to service and relocate bikes as needed. Mayor Tergin encouraged Councilmembers to participate in the Mayor’s Bike Ride at the Fall Porch Fest on October 7th. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Mayor Tergin made the following announcements:  The 2018 Commemorative Issue of The Bridge to Business Magazine highlighted the Jefferson City Chamber of Commerce’s 125th Anniversary and the “Bicentennial Bridge to the Island” project. A 125th Anniversary Proclamation was presented at the July 16th City Council Meeting and at the Chamber’s Anniversary Celebration on July 19th.  There are two more Chick-Fil-A Tuesdays at City Hall to raise money for United Way, August 7th and 14th from 7:00 A.M. – 8:00 A.M. The sandwiches are $3.00 and will be sold outside City Hall.  Mayor Tergin thanked Councilmembers who filled in for her while she was on vacation. Councilman Hussey attended a ribbon cutting, celebrating the Stadium Boulevard, Walmart’s remodel. Councilman Kemna presented proclamations to the bands, Shaman’s Harvest and Murphy’s Ford at last week’s Jaycees Cole County Fair.  Tuesday, August 7th is Election Day. Mayor Tergin reminded citizens to vote.  Mayor Tergin congratulated City Staff, Tia Griffen for receiving the “Sam B. Cook Award” and Phil Stiles for receiving the “Service of the Year” award at the Downtown Piccadilly in White! event.  A reminder that all City meetings are posted on the City’s website: www.jeffcitymo.gov.  Lieutenant Deric Heislen announced the National Night Out Event scheduled in City neighborhoods on August 7th. Citizens can call 573-634-6347 to schedule an event in their neighborhood for that night. 3 REGULAR COUNCIL MEETING, AUGUST 6, 2018  Councilman Hussey announced the cancellation of the Public Works & Planning meeting which was scheduled for August 9th. The next meeting will be held on September 13th. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Caroline Wanjiru announced the following:  Casino Night Fundraiser is scheduled for Saturday, August 11th. For more information, contact Keena Lynch 573-681-5342 or lynchk@lincoln.edu.  Dr. Woolfolk’s inauguration as Lincoln University’s next President will be October 5, 2018 at 10:00 A.M. The inauguration ball will be at 7:00 P.M. Tickets are $25.00 each, and all the proceeds will go towards student scholarships.  Blue Tigerfest is scheduled for Wednesday, August 22nd from 6:00 P.M. – 8:00 P.M. City Planning Manager, Eric Barron presented the Bill and the amended language. After some discussion, Councilman Graham motioned to incorporate the amended language into a Substitute Bill, which will be provided in the next Council meeting’s 5 REGULAR COUNCIL MEETING, AUGUST 6, 2018 packet. Councilman Hussey seconded the motion. Bill 2018-027 was read third time by title, placed on final passage. Councilman Hussey made a motion to amend the Bill language, specifically Sec. 34-27 J., deleting any reference to “director of public works” and replacing it with “City Administrator”. Councilman Graham seconded the motion. The motion to pass the bill as amended passed by the following roll-call vote as Ordinance 15812: Aye: Graham, Hensley, Hussey, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None Absent: Fitzwater and Kemna INFORMAL CALENDAR 2018-021 sponsored by Councilman Ward, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ESTABLISHING A LOCAL HISTORIC DISTRICT, TO BE NAMED THE SCHOOL STREET LOCAL HISTORIC DISTRICT, AND ADOPTION OF ASSOCIATED BUILDING DESIGN REQUIREMENTS. Eric Barron, City Planning Manager, provided an update on next steps with Bill 2018- 021. RESOLUTIONS RS2018-8 sponsored by Councilman Hussey, entitled: A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI AMENDING THE ADOPTED CDBG 2018 ANNUAL ACTION PLAN AND AUTHORIZING ITS RE- SUBMISSION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. Councilman Hussey motioned to adopt RS2018-8. Councilman Graham seconded the motion. Councilman Hensley suggested amending the resolution, adding an hour estimate for phase 1 of the project, a maximum dollar amount for phase 1, and a requirement to provide City Council with timely progress reports. After more discussion, Councilwoman Wiseman motioned to postpone the vote on RS2018-10 until the next City Council meeting on August 20th. Councilman Graham seconded the motion.
