COUNCIL “PRE-MEETING” WORK SESSION, AUGUST 6, 2018
CALL TO ORDER
Mayor Carrie Tergin called the August 6, 2018 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Graham, Hensley, Hussey, Mihalevich, Prather, Schreiber,
Wiseman, and Ward
Absent: Fitzwater and Kemna
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Prayer
- Councilman Schreiber will lead the prayer.
Miscellaneous
- Mayor Tergin will introduce and welcome Dr. Jerald Jones Woolfolk, Ph.D.,
President of Lincoln University.
- Public Works Director Matt Morasch and Operations Division Director Britt
Smith will recognize the department’s retirees, Louis Alber and Eddie Bates.
Presentations from Staff, Consultants & Invited Guests
- Parks, Recreation, & Forestry Director, Todd Spalding, along with Ashley
Varner, will provide an update on the SPIN Bike Share Program.
Bills Introduced
- Matt Morasch will present Bills 2018-028 thru 2018-031 which all relate to the
former St. Mary’s property development.
- Mr. Morasch will also present 2018-032 as it relates to Amending the City
Code, Section 29-151 and Appendix Y. City Administrator Steve Crowell
emailed the City Council prior to the meeting regarding a different perspective
on the fee presented in the Bill.
- City Planning Manager, Eric Barron will present 2018 -033. He has distributed
the Staff’s recommended amended version of the Bill to Councilmembers
based on the Planning & Zoning Commission’s recommendations and

concerns. Councilman Graham will make a motion to incorporate the changes
in a Substitute Bill for the next City Council meeting.
- Finance & I.T. Director Margie Mueller will present Bills 2018-034 and 2018-
035.
- Mr. Morasch will present 2018-036 and 2018-037.
- City Counselor Ryan Moehlman will present Bills 2018-038 thru 2018-042
relating to the City Charter. Mr. Moehlman notified the City Councilmembers
that the certification deadline for the November 2018 ballot is August 28,
2018.
Bills Pending
- Mr. Morasch will present Bill 2018-026 and 2018-027. In regards to Bill 2018-
027, Councilman Hussey emailed the Councilmembers prior to the meeting to
address Mr. Crowell’s suggested changes to the Bill.
Informal Calendar
- Mr. Barron will provide an update on next steps for Bill 2018 -021 pertaining to
the School Street Local Historic District.
Resolutions
- Sheri Johnston, Neighborhood Services Coordinator, will present RS2018-8.
- Mr. Crowell will present RS2018-9.
- Mr. Moehlman will present RS2018-10 and RS2018-11.
