The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret preceding the Regular Meeting, November 17, 2003, was held
on Thursday, November 13, 2003, 7:00 P.M., Municipal Court/Police
Facility, 230 Roosevelt Avenue, Carteret, New Jersey. ROLL CALL

RESOLUTIONS:
1. Directing the Issuance of Various Raffle Licenses.
2. Providing for the Transfer of Surplus Funds.

Re: Green Acres- Waterfront Development.

APPLICATIONS
APPLICATIONS:
1. ABC License Transfer #1201-33-013-006 from Maria's
portuguese & Spanish Bar & Restaurant, Inc. to Millennium
Buffet at Carteret Corp.
Mayor Reiman said they are not going to act on this transfer. There is
a possibility that the license has lapsed but more importantly there
-- would be 2 broad C's next to each other.
COMMUNICATIONS

1. Greenwich Township - Resolution opposing State's action
concerning the Property Tax Reimbursement Program.

MATTERS FOR MATTERS FOR DISCUSSION:
DISCUSSION 1. Bid -Skate park Equipment.
MOTION
MOTION Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous
affirmative vote of the five (5) members present, the bids were rejected
and the Purchasing Agent was authorized to re-bid.
MA TTERS FOR
DISCUSSION CON'T 2. Cycle Tribe Motorcycle Club - requesting permission to hold 3rd
Annual Christmas parade, December 14, 2003. Okay.
3. Councilmember Sosnowski - Received request for 15 - minute
parking in the area of Salad Factory. This will be sent to Lt.
McFadden and the Borough Engineer.
4. NJ DOP - Certification of Eligibles for Appointment, Re: EMT. -
The Mayor explained that we certified those people that appealed
but there is one more part-time person. NJ DOP said we should
certify him. At first she wasn't sure if Chief O'Connor wanted to
certify him because he had some concerns but now he said okay.
There was a question of the full-time people and part-time people
being on the same certification but NJ DOP said it doesn't matter.
COMMENTS
Attorney Bergen asked if the person doesn't want part-time could
they be skipped.
The Municipal Clerk said yes. There are two others on the list
after this person. Chief O'Connor was interested in hiring two
more but we can't actually do that until we get these people off.
Councilmember Naples asked if that is the end of the lisi~:
The Municipal Clerk said yes, except for the one person we are
bypassing.

SIB/BID ORDINANCE SID/BID ORDINANCE
Mayor Reiman said there will be a Special Improvement
District/Business Improvement District ordinance on for the meeting.
The Advisory Committee was appointed last week. It was their
recommendation to create a SID/BID District by ordinance.
MEETING DATES
MEETING DATES The Mayor informed the Council that he is changing some meeting
dates. The Agenda Meeting scheduled for November 25, 2003 will be
held December 4, 2003 and the Council Meeting scheduled for
December l, 2003 will be held December 18, 2003.

TRUCK DETOUR
Councilmember parisi asked to have the police check the area of the TRUCK DETOUR
truck detour.
Councilmember Rios said unfortunately they are having some police
__ staffing problems fight now.
pREVAILING WAGE
pREVAILING WAGE ORDINANCE
Councilmember Rios said he spoke to Attorney Bergen about ORDINANCE
upgrading our prevailing wage ordinance. There is a prevailing wage
statue in New Jersey, which requires contractors to pay the prevailing
wage, the union wage.
Attorney Bergen explained that the state CAP on any contractor doing
work for you is $10,743.00. The school is $2,000.00.
Councilmember Rios said the purpose of the prevailing wage is so that
when you hire, you get quality work.
An ordinance will be put on for the meeting.
HUMAN RELATIONS COMMISSION HUMAN RELATIONS
Councilmember Rios sai.d h.e would like to appoint the following to the cOMMISSION

GRAFFITI ORDINANCE
Councilmember Rios asked for the Graffiti Ordinance to be amended GRAFFITI ORDINANCE
to make the punishment fit the crime. The first offense would be a
written warning. The second offense would be a fine anywhere
between $100.00 to $500.00. The parents, the 2nd time, would be fined
$500.00 to $1,000.00. He thinks they should double it.
An ordinance will be pout on for the meeting.
POLICE OFFICERS
Councilmember Rios said they had interviews for Police Officers. He POLICE OFFICERS
would like to appoint 6 or 7 at Monday's meeting.
STREET SWEEPER
-- Councilmember Sitarz told them that the street sweeper came in. STREET SWEEPER
He informed them that Gerry Harczuk will be retiring in January.
LABORER
He asked [or a resolution to hire Francis wall, Jr. as a Laborer. LABORER

SHADE TREE SHADE TREE/ENVIRONMENTAL COMMISSION
ENVIRONMENTAL He asked the Mayor about the Shade Tree Commission.
COMMISSION
Mayor Rciman suggested that they should create an Environmental
Commission
Councilmember Rios suggested to do that January 1 st.
GRASS
GRASS Someone who lives on Washington Avenue will cut grass for free.
TRUCK
TRUCK Mayor Reiman noted that the Volunteer Fire Department utility is
being taken out of town. He will issue a directive tomorrow.
COMMUNITY CENTER COMMUNITY CENTER
Councilmember Naples said they implemented a $100.00 fee or
deposit for the use of the Community Center and Fire House. The
Borough and Grounds Department will do the bookings.
Councilmember Rios asked for a new water fountain for the
Community Center and Fire House. The Buildings and Grounds
Department will do the bookings.

SENIOR DINNER SENIOR DINNER
Mayor Reiman said he received a letter from Joe Novakowski
extending an invitation to the Mayor and Council to attend the Senior
Dinner to be held at 5:30 P.M. on November 17, 2003.
PUBLIC DISCUSSION
PUBLICD1SCUSSION Upon MMS&C, by Councilmembers Rios and Parisi and unanimous
affirmative vote of the five (5) members present, the meeting was
opened to the public.
Joe Novakowski suggested that for a graffiti fine, the parents should

Councilmember Rios said that is part of the Ordinance already. They
are increasing the fines.
Susan Gaydos told the Mayor and Council that several years ago the
Mobil Home owners in west Carteret asked for the bus stop to be
changed. The School buses make a U-Turn at the bank on Roosevelt
Avenue and come back onto Roosevelt Avenue. It is dangerous.
Mrs. Gaydos said the new pier is gorgeous. She spoke about garbage
being left out on the street on Roosevelt Avenue.
Councilmember Sitarz said he would have Sally Mesler check it.
