LOUIS SEWER DISTRICT February 11, 2021 The Trustees of the District met in Room 109 at 2350 Market on the above date. Present at the meeting were: Board of Trustees Staff Members M.E. Wahby(online) Also present were: Roll call was made at 5:00p.m. All were present with Trustee Singer, Evans, Fehr and Wahby online. Trustee Yates called the open session to order. Trustee Yates then asked for the approval of the January 14, 2021 (1641st) Board Journal. The Journal was approved by Trustee Wilson and seconded by Trustee Singer. Comments by Board Chair - None ~ ~ ~ ~ ~ Report of Board Committees: PROGRAM MANAGEMENT COMMITTEE Trustee Evans reported that The Program Management Committee met on February 2, 2021 at 7:36 a.m. The meeting was attended by trustees Wilson; and Evans, Fehr, Singer, and Wahby via online. The minutes of the January 5, 2021 meeting were approved. The agenda items to be introduced tonight were presented and discussed, including a detailed discussion regarding the following items: Ordinance No. 15614 – 82ND Street to I-170 Sanitary Relief – Staff discussed this unplanned supplemental appropriation to an existing project being constructed by J.H. Berra Construction Co. Staff is requesting an additional $250,000 to complete construction. During the construction, MSD staff provided a re-designed sewer to accommodate a future upstream project. The re-design required deepening of the sewer and associated tunnel, which in turn increased costs when unanticipated bedrock and mixed soil conditions were encountered. Staff requested this action be introduced and adopted at tonight’s meeting to allow for completion of the work and the expedited restoration of Olive Boulevard. Ordinance Nos. 15616-15618 – Staff provided details of three CSO Volume Reduction Green Infrastructure Grants being awarded to reduce combined sewer overflows to the Mississippi River per the Consent Decree. Staff provided details of the grants being awarded to 3765 Lindell OZ LLC, City of St. Louis, and Mill Creek Flatts LLC for the construction of various volume reducing improvements on their properties. Ordinance No. 15624 – Emergency Repair #065 – Staff provided updated details on this Emergency Repair sewer project located adjacent to the District’s Lemay Pump Station No. 1. The Executive Director declared the emergency and notified the Board on October 26, 2020. Staff refreshed the Board on the issue and immediate concerns that could impact District Operations in the event of a complete failure. Staff discussed in detail the current measures in place as well as the repair plan going forward. The original appropriation (Ordinance #15569) for securing the site and stabilizing the project area was for $500,000. Staff is requesting introduction and adoption of this ordinance at tonight’s meeting. Ordinance Nos. 15625-15626 – Easement Condemnation Requests. Staff gave an update on the status of the easement acquisitions on 3 parcels of ground for two projects on tonight’s agenda. Staff continues to coordinate with the property owners but is seeking approval to move forward with condemnation efforts in order to keep these projects on schedule. The next Committee meeting is tentatively scheduled for March 2, 2021. The meeting was adjourned at 8:07 a.m. FINANCE COMMITTEE Trustee Fehr reported that The Finance Committee met on February 2, 2021 with Trustees Fehr, Singer, Evans, Yates, Wahby and Wilson in attendance. The minutes from the January 5, 2021 meeting were approved. The first item on the agenda was a staff request to exercise the fourth one-year renewal option with CliftonLarsonAllen, LLP for independent audit of all accounts and funds of the District. This will be Resolution #3638 on tonight’s agenda. Next on the agenda was a report by staff relating to the District's Operating Fund Portfolio as of January 29, 2021. Staff indicated that the portfolio is following the District’s Investment Policy. Staff then gave an update on the Wastewater System Revenue Bonds, Series 2021A and 2021B. The bond issues totaled approximately $103 million with a financing rate of .78%, which is a record low. Lastly, staff announced that Secretary-Treasurer Snoke and Trustee Singer will further investigate last year’s recommendation by AON to invest a portion of the District’s pension funds in the Allianz GI Structured Alpha Global Equity 350 fund. This matter will be discussed during a future Committee meeting. The meeting adjourned at 8:20 a.m. The next tentatively scheduled meeting is Tuesday, March 2, 2021. This concludes the Finance Committee Report. STAKEHOLDER RELATIONS COMMITTEE Trustee Wilson reported that The Stakeholder Relations Committee met at District Headquarters on Tuesday, February 2, 2021 at approximately 8:20 a.m. Those present included Chairperson Wilson as well as District Directors and Staff, and participating via video web call were Trustees Evans, Fehr, Singer and Wahby. Chairperson Wilson called roll, had no further comments, and by motion of all Trustees, approved the minutes of the January 5, 2021 Stakeholder Committee Meeting Minutes. The first Agenda item was a discussion by Susan Myers regarding an Ordinance for Legal Consulting Services Pertaining to Stormwater and Wastewater Rate Issues. This is Ordinance No. 15627 on tonight's Agenda. The meeting was then adjourned at approximately 8:25 a.m. by Trustee Wilson. The next meeting date is tentatively scheduled for Tuesday, March 2, 2021. This concludes the Stakeholder Relations Committee Board Comments Report. Comments by the Executive Director: The Executive Director informed the Board of Trustees about the expiration of board terms, as explained within the Board Rules. On Monday March 15, 2021, the terms for the current Chair and Vice Chair will expire. At the March Board meeting, we will hold elections for the new Chair and Vice Chair for the terms of March 16, 2021 – March 15, 2023. The Executive Director will forward the details and process to the Trustees. For that two-year period, a Trustee for the City is scheduled to be the Chairman. Secretary-Treasurer Snoke will walk the County Trustees through the process to nominate and elect a Chairman for the next two years and following that, the Secretary-Treasurer will have the Trustees from the City nominate and elect a County Vice Chairman for the next two years. We plan for this to be the last item on the Agenda at the March Board meeting and the information and details will be forwarded to the Board. Thank you. The work to be done under Contract #21758 consists of the construction of approximately 5,928 lineal feet of sanitary sewers varying in size from 15-inches to 30-inches in diameter and appurtenances. The purpose of this project is to reduce inflow/infiltration (I/I) in the University City watershed, reduce building backups, and relieve overcharged sanitary sewers. This project will provide for the elimination of one (1) constructed SSO (BP-421) during construction of the project. This project will facilitate future elimination of one (1) wet weather pump station (P-790) and four (4) constructed SSOs (BP-416, BP-417, BP-433 & BP-476) after construction of the Lindley Drive Sanitary Relief (I-170 to Ashmont Dr) (UR-07) (12329) project. This project will reduce runoff volume with the installation of eight (8) bioretention basins. Total cost of the project is estimated at $240,000 and the City of St. Louis is requesting approximately $240,000 reimbursement for the cost of green infrastructure. This ordinance authorizes the District to enter into an agreement with Mill Creek Flats LLC to provide financial assistance through a Green Infrastructure Grant Program for construction of green infrastructure. The purpose of this project is to reduce combined sewer overflows into the Mississippi River per the Long-Term Control Plan. This project will reduce runoff volume with the installation of two (2) bioretention basins, permeable pavement, underground infiltration, and a green roof. Total cost of the project is estimated at $370,000 and Mill Creek Flats LLC is requesting approximately $273,600 reimbursement for the cost of green infrastructure. Proposed Ord. No. 15619 was presented and read. The work to be done under Contract #21993 consists of the construction of one (1) bioretention cell approximately 440 square feet, and appurtenances. The purpose of this project is to install green source control devices to reduce stormwater volume entering the combined sewer system. This project is scheduled to be completed in 210 days. Proposed Ord. No. 15620 was presented and read. The work to be done under Contract #22005 consists of the construction of approximately 2,533 lineal feet of sanitary sewers varying in size from 8-inches to 18-inches in diameter and appurtenances. The purpose of this project is to reduce basement backups and relieve overcharged sanitary sewers. This project will provide for the elimination of two (2) constructed SSOs (BP-095 and BP-145). The purpose of this project is to replace aging mechanical and electrical equipment and to address flooding issues from backwater from the Mississippi River. The purpose of this project is to alleviate yard flooding at 5217 Nottingham Estates Drive in Unincorporated St. Louis County, Missouri. This project is scheduled to be completed in 160 days.
