RESOLUTION REQUESTING AN EXTENSION OF TIME TO AWARD A
CONSTRUCTION CONTRACT FOR THE INDUSTRIAL ROAD
CULVERT CROSSING PROJECT
WHEREAS, the Borough of Carteret (the "Borough") received a Municipal Aid
Discretionary Allotment from the NJDOT in the amount of $300,000.00 for drainage
improvements to the Industrial Road; and
WHEREAS, the Borough and the NJDOT entered into a formal Agreement setting forth
the certain terms and conditions with regard to the Municipal Aid Discretionary
Allotment; and
WHEREAS, pursuant to said Agreement, the Borough was to award a construction
contract for the Industrial Road, Phase II Culvert Crossing Project by July 12, 2001; and
WHEREAS, the Phase II Culvert Crossing Project is only one (1) small part of a larger
$1.7 million project to provide storm water system improvements to the Hill District of
the Borough; and
WHEREAS, as part of the overall Hill District Storm Water Improvement the Borough,
in the past several months, has developed project concepts and conducted geotechnical
investigations for the Culvert and has initiated contact with various outside agencies and
private companies regarding this project, including GSX Transportation (formerly
Conrail), AMOCO, NJDEP, as well as others; and
WHEREAS, after a search for funding alternatives for this major undertaking, the
Borough Council, in the Fall of 2000, introduced and approved a local funding ordinance
to fund the project; and
WHEREAS, the Borough's consulting engineers on this project, T&M Associates, has
recently initiated preliminary design and engineering work for the overall storm water
system improvement project, including the Industrial Road Culvert Crossing, to identify
and review specific alternatives for the improvement project; and
WHEREAS, it is anticipated that the final design for said project will immediately
follow preliminary design efforts and will be initiated in July 2001, with final design
documents being completed by October 2001; and
WHEREAS, upon completion of the final design, environmental permit applications can
he filed and other outside agency permits and approvals pursued; and

WHEREAS, this tentative schedule would allow the Borough to award a construction
contract for the Industrial Road, Phase II Culvert Crossing Project in early 2002; and
WHEREAS, this tentative design and construction schedule requires an extension of
time from the NJDOT for the Borough to award a construction contract for the Industrial
Road Project in accordance u)ith the Municipal Aid Discretionary Allotment Agreement.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret hereby formally request an extension of time on behalf of the Borough of
award a construction contract for the Industrial Road Phase II Culvert Crossing Project
for a period of one (1) year, to July 12, 2002, for the reasons set forth above.
