HomeMy Public PortalAboutSPRC Minutes 2005-08-31 SITE PLAN REVIEW COMMITTEE SPECIAL MEETING FOR TOWN HALL August 31, 2005 —Minutes A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Meeting Room A, Orleans Town Hall. Departments Present: Bob Canning (Health); Bill Quinn(Fire); Brian Harrison(Building); Todd Budzick(Water); George Meservey(Planning); Jennifer Wood(Conservation). Absent: Mark Budnick (Highway). FORMAL REVIEW(Cont.): DiMarinisi and Wolfe,Architects (on behalf of the Orleans Town Hall), 19 School Road Doug Stefanov(DiMarinisi and Wolfe)presented the application as a continuation of the Formal Review. The new Town Hall Building will cover 4% of the buildable upland area. All exterior lighting will conform to the Orleans Lighting Bylaw. The Architectural Review Committee is requiring that the front entrance of the old school building be illuminated with flood lights. There will be 50 parking spaces provided for town hall use. 100 year storm drainage calculations have been provided. The dumpster and generator will be screened with shrubs. The town will transplant shrubberies on top of the retaining wall on the side of the building which addresses the screening issue from the street and abutting neighbors. Lock boxes will be provided on the School Road entry and the new main entryway. An open electronic latch will be provided. Defibrillator boxes and fire extinguishers will be provided. There will be two new leaching pits provided for rain runoff, they will be kept away from the septic system. All trees have been removed from the top of any septic systems. The Bioclear box will be submerged. There will be a gooseneck vent on the side of the building and it will go up to the roofline for drainage. There will be a septic tank on the upper lot and trailer connections for the temporary town hall facilities. The Town Hall Building Committee has hired an Acoustic Consultant to deal with the generator noise. There will be a condensate holding tank with a holding capability of 2,000 gallons, this is a simple concrete tank fed from the boiler room, which will need to be monitored and pumped out periodically. On-street parking may be eliminated during construction. There will be a clerk of the works on site to work with the Town and the contractor. There will be an 8" drain line and a manhole as required. There will be filter fabric placed on top of the catchbasins. Comments: Fire: The temporary town hall units must have a monitored fire system and lock boxes. Health: Approvals for condensation tank, floor drain must be pursued. Water line/sewer line conflicts must be addressed. Water: Must maintain a 5' separation from all other utilities. Sewer crossing will have to be addressed—there must be 10' on either side. Cut and cap the old fire line and water services. Water meter and water lines need to be protected while in use for the temporary housing and then disconnected when the new Town Hall is built. No plantings are allowed on top of water service lines. Conservation: Native plantings must be used within 100' of the wetland buffer area. Building: The lack of lighting on the steps from the old American Legion Building to the Town Hall must be addressed as it is a safety hazard. Planning: The Site Plan Review Committee consensus is to write a letter to the Town Administrator and Board of Selectmen regarding the safety hazard in the lack of lighting on the steps from the old American Legion Building to the Town Hall Site Plan Review Committee August 31, 2005 Page 1 MOTION: On a motion by Bob Canning, seconded by Brian Harrison, the Committee voted to approve the Formal Plan for the Orleans Town Hall providing the flood lighting from NSTAR is removed from the School Road side of the building, all necessary permits and approvals must be obtained, and only native plantings can be used within 100' from the vernal pool. The Site Plan Review Committee consensus is to write a letter to the Town Administrator and Board of Selectmen regarding the safety hazard in the lack of lighting on the steps from the old American Legion Building to the Town Hall VOTE: 6-0-0 The motion passed unanimously.
