Failace, 7:30 P.M., MEETING Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey on Thursday, August 16, 2001. Upon individual roll call vote, the following were noted present: ROLL CALL Mayor James A. Failace Councilmember Jack Fazekas " Remy Quinones Daniel Reiman " Janet Santoro " Buddy Sohayda Also noted present was Borough Attorney Robert Bergen and Business Administrator Nicholas Goldsack. Noted absent was Councilmember Ronald Rios. NOTED ABSENT: COUNCILMEMBER RIOS The meeting was opened with a minute of Silent Prayer and the Pledge PRAYER, PLEDGE OF of Allegiance led by Mayor James A. Failace. ALLEGIANCE Statement of Meeting Notice was mailed to the Home News Tribune, STATEMENT OF MEETING NOTICE The Star Ledger and posted on the bulletin board on August 10, 2001. / Upon MMS&C, by Councilmembers Fazekas and Sohayda and MINUTES FOR APPROVAL unanimous affirmative vote of the five (5) Councilmembers present, the minutes of June 21, 2001 were approved as transcribed and engrossed by the Clerk. Conu-nendations for National Night Out: COMMENDATIONS: RE: NATIONAL NIGHT Councilmember Santoro said this past Monday they had National OUT Night Out. Every place they went by they were asking for Sue Skoczypiec. Councilmember Santoro said Sue did a great job interacting with the Community. She said it was a great success and she thinks she doubled the number of homes from last year. Everybody was more than patient waiting for us and we had a great turn out with DISCUSSION the Police Department. She reiterated Sue and Detective Talalai did an excellent job organizing the whole evening and felt they were owed a round of applause. Mayor Failace said in the seventy-five homes they visited for National Night Out he believes we now have over two hundred homes that are involved. He said he commended Lieutenant Talalai for a job well done and thanked him. Councilmember Santoro said the other Commendations are for Police Director Chris Elg, Captain Hojecki, Lieutenant Tarrant, Lieutenant Talalai, Sergeant McFadden, Detective Krowl, Detective Tardiff, Detective Novak and Detective Curran. COMMENTS Mayor Failace said it is part of the land development and part of the code of the Borough of Carteret. There being no further comments or objections to the Ordinance, the HEARING CLOSED Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Reiman and Fazekas and unanimous affirmative vote of the five members present. Councilmember Rios was noted absent. 3 AUGUST 16, 2001 COMMENTS Councilmember Reiman spoke and he was totally inaudible. (CONTINUED) Borough Attorney Robert Bergen said they should make a motion to (inaudible) the Mayor to execute the lease in a form that is acceptable to him; that would be fine. PUBLIC HEARING There being no further comments or objections to the Ordinance, the CLOSED Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Reiman and Fazekas and unanimous affirmative vote of the five (5) members present. MEETING OPENED - A copy of each Resolution was placed upon thc table for public review PUBLIC INPUT ON prior to the meeting in accordance with the Rules of Council and upon ALL RESOLUTIONS MMS&C, by Councilmembers Reiman and Fazekas and unanimous affirmative vote of the five (5) members present, the meeting was opened for public input on all Resolutions. PUBLIC HEARING There being no comments or objections to the Resolutions, the Mayor CLOSED declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Fazekas and Reiman and unanimous affirmative vote of the five (5) members present. RESOLUTION #01-248 RESOLUTION#01 -248 was introduced by the Mayor and referred to DIRECTING THE the Council for action. ISSUANCE OF RAFFLE LICENSES TO HOLY Upon MMS&C, by Councilmembers Reiman and Fazekas FAMILY & ST. DEMETRIUS RESOLUTION #01-248 "DIRECTING THE ISSUANCE OF RAFFLE LICENSES TO HOLY FAMILY R.C. FAILACI~ Advertised as finally adopted: AUGUST 24, 2001 Councilmember Reiman said he would like to thank the Mayor and COMMENTS Council for passing this Ordinance. He said he spoke to the Attorney and several residents along with the Mayor and Council. (inaudible) to allow us the opportunity to put together a history of Carteret, put artifacts and documents on display throughout the Borough. (Inaudible) who have families not only in Carteret but throughout Middlesex County. Councilmember Santoro said she would like to commend Councilmember Reiman for a job well done. His dedication shows everything that he undertakes and this (inaudible) and hopefully he will be part of the history of the Borough. Upon MMS&C, by Councilmembers Reiman and Sohayda and RE-' LEASE OF BUS unanimous affirmative vote of the five (5) members present a motion was made to amend the Agenda to allow the Mayor to authorize and execute the lease of a bus. Mayor Failace said the Senior Citizens air conditioning went out. We COMMENTS had some trouble fixing one and the other was wrecked in an accident. 5 AUGUST 16, 2001 was adopted. COMMENTS Councilmember Reiman said this was (inaudible). RESOLUTION #01-254 RESOLUTION #01-254 was introduced by the Mayor and referred to REFUND OF TAX AND/ the Council for action. OR SEWER FEE OVER- PAYMENTS Upon MMS&C, by Councilmembers Fazekas and Reiman RESOLUTION #01-254 "AUTHORIZING REFUND OF TAX AND/OR SEWER FEES OVERPAYMENT" ADOPTED was adopted. Councilmember Reiman said he would like to commend our finance COMMENTS department (inaudible). Councilmember Sohayda said he just wanted to mention that the County is doing paving and that is going to be done on the side streets. He said this is a great thing for thc Town of Carteret. Mayor Failace said they were doing a heck of a job and we go back every year. Mayor Failace said this grant got them six hundred thousand dollars to COMMENTS help pay down the debt for the Library. We looked at it one year ago and we have the paperwork on it. Once again, this is how our community pulls together and helps one of our own. PARKS & RECREATION PARKS & RECREATION/SHADE TREE: Committee Chairperson SttADE TREE Fazekas said that he wanted to remind everybody that Ethnic Day is September 8th and right now we have fifty booths reserved. We have three bands, balloon rides for the children and amusements followed "-' by fireworks. In Comell Park we are putting in a volley ball court and we are also putting in some trees. Along with that he said he has been reviewing the parks and there was an article in the paper about the parks in Carteret. He said he compiled a list of"hot spots" in the parks, things that should be repaired immediately. He said he would like the Mayor and Council to review his list. What he wants to do with some of those hot spots is to have some of the park workers out there. The residents were able to let us know that they would be more than happy to correct it. The hot spots may be metal and rocks protruding out of the play areas, lie said he received a phone call concerning the baseball field where you open the gate and drop down around six inches. We will try to correct those areas. He said he had a meeting with the Engineer concerning the retaining wall on Sullivan Field. The wall seems pretty solid but the concrete, from Carteret Park, is pulling up on one side. They are going to probably pour concrete in the area, not by the bleachers. There is going to be some grass and trees instead of all concrete. He said he held "on the spot meetings" with some of the park workers and what he was trying to do was standardize park equipment, meaning to have all the same benches, all the same trash cans, san~e kind of fences. This way we have some kind of uniformity ~ with the parks. If we are able to have a standard unified look, we will be able to use our purchasing power in terms of quantity. Our summer program is nearing completion. He said he wanted everyone to know that they had nearly four hundred people that participated. Today was the last day of our summer program and that was over one hundred children. Every third Wednesday of the month at 7:00 P.M. the Borough Parks and Recreation Committee meet. Please come. With that, progress. POLICE POLICE: Committee Chairperson Santoro said she wanted to thank Bobby Talalai and Tommy Curran for their participation in (inaudible). Also, we hired five new crossing guards and that is in anticipation of a new school opening. Captain Hojecki will do their placement and hopefully this will be (inaudible). There was a homicide in town on June 9th and she wanted to mention some of the officers in that investigation. Detective Krowl and Detective Novack, Lieutenant D. Tarrant assisted in the investgation. Detective Csimbok did the identification and gathered evidence and photographed the area. The following list of officers were the first to respond to the scene and either administered First Aid, protected the crime scene or started to canvas the area and collect information. Sergeant McFadden, Patrolman Sal Renda, Sergeant Makwinski, Donald Earp, L. Craig and Wayne Hundemann. They all proved to be very helpful in the apprehension of the suspect. The Carteret Housing Authority has been very helpful and they have provided a safe environment for a (inaudible). Much of this has been accomplished by the use of our (inaudible) Grant Program. She said she would like to thank the officers involved in the effort and secondly she would like to commend Wayne Hundemarm for his outstanding performance. STANDING COMMITTEES BUILDINGS AND GROUNDS: Committee Chairperson Quinones BHILDINGS & GROUNDS said she would like to thank Lieutenant Talalai, Police Director Elg, the Mayor and Council and Susan Skoczypiec for their work on National Night Out. It was nice to get out and meet the residents and talk about the Police Department and some of the programs that are run by them. She said she would also like to commend CCAC, the Carteret Community Action Council for hosting a Community Event last Saturday, which held up pretty well, not withstanding the rain and not withstanding the Mayor's loss with his baseball team. With regard to buildings, we have a proposal to approve tonight. (Inaudible) and the Violations Bureau. In the Senior Community Center Joann Kisselman was able to obtain four computers from the County which were going to be installed for the Seniors, three of which are going to the Nurses room. She reported progress. FINANCE & ADMINISTRATION: Committee Chairperson Reiman FINANCE & reported that they leased a Bus for the Senior's for three years. Mr. ADMINISTRATION Anthony Sirignano is paying the $5,000.00 costs for the Fireworks for Ethnic Day. He said the Library Grant (inaudible). He reported that he attended the meeting to stop the Trash Train. He thanked Mayor Failace, Councilmember Sohayda and Councilmember Santoro and other residents who attended that meeting and who fought against the Trash Train. He reported progress. FIRE: Councilmember Santoro said they wanted to thank the FIRE Firefighters who helped with the Community Clean Up on August 4, 2001. Three Firefighters completed a water rescue course that was conducted by the Port Authority Emergency Services Unit. The new Fire truck is on schedule and should be arriving sometime in late September. Also, on September 22, you are going to be seeing (inaudible) for a blood drive from 9:00 A.M. to 1:30 P.M. at the Fire House Community Center, sponsored by the Carteret Fire Department, FMBA, Local 67. The blood being given is for the father of Firefighter 13 ~UGUST ~6~ 200~ the water goes into for the storm drain, sometimes you will see recycables going down into the pit the sewer track does not have to suck it out of the sewers. We have blades that just came in and are going to be tapped right into the mouth of the sewer. They look like a saw blade. The water can go in but it keeps all the surrounding stuff out. He said he saw about two dozen in the trailer. He reported progress. BOb. RD OF EDUCP, TION BOARD OF EDUCATION: Committee Chairperson Fazekas reported that the Board of Education Meeting will be scheduled some time in early September. He said he will give them an update of what they have been doing with the Borough concerning the technology and (inaudible) that we have been working on. One is that the Construction Office is putting in a new documenting imaging and this will cut down on the paper ~vork. Also they are looking at a new construction system that will actually cut down on paper during inspections and they will have hand held units. They just upgraded the Police system and this will help them install the MBT's in the cars. As you can hear right now we have improved the Court recording system. It is not plugged in but the meetings will not be recorded any more, they will be able to be recorded straight into the computer and we will be able to punch out a CD or tapes. We don't have that machine yet, we are looking for one right now. Three more departments are going to be hooked up to the network that is going through cable. He said he held a Department Head meeting two weeks ago and he reviewed with them the current system. This ~vill be supporting our Community Bulletin Board. We want to notify all the department heads to what kind of information (inaudible). We will be sitting down with each department head and going through a power presentation. The telephone system is going to be installed in the Library, Police Department and Borough Hall. For more information on this we will be more than happy to get the (inaudible) to the Borough Clerk. COMMENTS Mayor Failace said he was going to appoint a voting member to the Urban Enterprise Zone. Chico Basilici is a very active veteran and he is very active in town. lie has promise that he will remain very active although he recently celebrated his 100th birthday. He apologized for not mentioning this earlier, but former Councilmember Karen Fedroff passed away a few weeks ago. Please remember her in your prayers. The Mayor again thanked Susan Skoczpiec and Lieutenant Talalai for their work with National Night Out. He said he went out with Councilwoman Quinones and Director Elg. They visited twenty homes and they had a great time. lie said it was a long night but it went very well and a lot of the Seniors sat out there waiting for us. He said he appreciated the fact that they did and he wanted to thank all the members of the CCAC for Saturday's affair. Rain or not it was a wonderful affair. He said he wanted to thank Stanley Gutowski for helping set up the Sound Stage. We went through seven or eight hundred hot dogs. The Mayor said he wanted to thank the Pastor's wife and children, they sang on the sound stage and the Gospel Group from Newark and the First Baptist Church had a group there. When we do it again next year more people have to come because it was a great time. He said he wanted to thank all the police that Councilmember Santoro mentioned and Sergeant Mirandi and Detective Tardiff were there too. The Board of Health, The First Aid and the Firefighters 16 AUGUST 16, 2001 said residents of the Housing Authority have brought it to her attention on several occasions. She said she has received numerous phone calls regarding (inaudible) that Officer Hundermann who patrols Bergen Street is making a difference in the attitude of some of the residents. She said she would like to state her personal appreciation for Officer Hundermann's job performance while she was (inaudible). She said she would like to state her appreciation to the Officers who participated in the Bergen Street Patrol and to their dedication to the authority and (inaudible). Thank you for the time and assistance of the Carteret Police Department (inaudible) and do not hesitate to call Eric Chubenko. She thanked everyone. PUBLIC WORKS: Committee Chairperson Sohayda reported that PUBLIC WORKS Sam Lugo was rushed to the hospital last Monday morning. He said he was glad to see him up and around. He thanked Dan Reiman for coming with him in regard to the bus. We were very fortunate in finding this bus. This bus was surrendered through the dealer in Red Bank on Friday afternoon. He said one of his classmates from college sent Dan and himself down there with about one hour notice. As it worked out Ford is taking the bus and we are going to be financing with them for a used vehicle at 5%. He said he would like to thank Mr. Adams and the Dodge and Lincoln Mercury Dealership for their help. We were handed a letter on August 1st the Manella sanitation people will no longer picking up our garbage. It just came out that the bid was over. We were lucky enough to have the Dauman people jump right in within three days notice to start picking up our garbage. This will only take place until the bid, unless they win the bid, which takes place in -- October. In the Streets and Roads Department we have been painting the lines in preparation of the new school year. As you can tell, most of the lines are done. We will then go to the Churches and the Municipal Parking lot. We are going to be relocating the Recycling Plant down over by the Waterfront area because the Sewage Building has to be demolished. We will have to relocate for ninety days. That seems to be putting a lot of effort in figuring out where we are going to put the Recycling Plant for three months. The Leaf Program is going to be starting and everyone wants their bags. They can really start picking them up right now. They were put up in Sally Mesler's office today. If you need the bags in a hurry they are up there but he believes they will start giving them out on September 4th. The flags on Carteret Avenue are the markings for the Public Utility. We are having some work done on Carteret Avenue and the flags and the orange paint that you all see is to notify the people doing the work where the utilities are so there are no accidents or damage to the underlying pipes and wires that are under the road. The buses for the Seniors and hopefully we are taking on this new one and the older of the two are in dire need of an air conditioning system. We have been doing everything we can for the white bus as far as having it repaired. It seems that there is no replacement part in the whole Tri-State area for this van. Due to our __ vacation schedule general work on the sewers has been done. The garage has been keeping up with the cars, maintenance and mostly air conditioning. One of the things that the Council has been working on for the last several months was the acquisition of a new vacuum truck. He said he is proud and pleased to announce that it was delivered around 1:00 P.M. down at the DPW. It looks big and mean and it should clean a lot of sewers. We have to get it registered and insured and we are ready to go. Two weeks ago there was a sinkhole located on the football field and that is being repaired. The sewer plates that 15 ~UGUST 16~ 200~ wished that somebody would tell him, as a taxpayer, why we are doing this. DISHUSSlOI~I Councilmember Sohayda asked Mr. Mancuso what he did when he had the same department. He then asked him what he did with the dirt from the sweepings. Mr. Mancuso replied there is eighty-seven thousand dollars worth of sweepings over there and he had it taken away for eight thousands dollars. Councilmember Sohayda said he thought there were some mitigating circumstance as to how you did that. Mr. Mancuso said he investigated what they were doing, he had test made and it was taken for eight thousand dollars. He said it had nothing to do with what he was talking about. Mayor Failace said Mr. Mancuso knows about the street sweepings from the County. Mr. Mancuso said yes but he could not get an answer back then either. Councilmember Sohayda said he called up the Director of County and he said they don't sweep unless it is for a parade or some kind of (inaudible). Mr. Mancuso said so as far as that goes we just leave it there. Councilmember Sohayda said that was the answer he got. Mr. Mancuso said he would call the Board of Health. Councilmember Sohayda said the Board of Health should be at the Board of Health Meeting not the Council Meeting. Mr. Mancuso said Councilmember Sohayda wanted him to do his work. Councilmember Sohayda replied that he wanted him to do what would make him happy. Mr. Mancuso asked whose responsibility is it? Councilmember Sohayda replied the Streets & Roads Department. Mr. Mancuso said they should call the Port Authority. He asked why as a taxpayer, should he pay for what the County is supposed to be doing? Councilmember Sohayda replied that he didn't know. He then asked Mr. Mancuso why he paid when he was a Councilman. Mr. Mancuso said he did not want to say what Councilmember Sohayda sounded like. 18 AUGUST 16, 2001 shared the day. Also, the East Point Cadet Academy Step-up's were CONTINUED there and they ~vere great. It is a wonderful program and it is somewhat funded by the MCEOC and the Mayor said he is a member of the board of trustees. He said he is going to try to get them for Ethnic Day. We are going to try to have a portion of that group come from Carteret and have some of our young people become involved, it was just a wonderful thing to see. The Freeholders meeting in Union County was somewhat disappointing. It was a long night and he was there with Councilmember Reiman, Councilmember Sohayda and Councilmember Santoro. The decision was made long before we got there. Freeholder Sullivan was asleep. He fell asleep a few times and someone took a picture. After the meeting ~vas over, Freehold (inaudible) recessed and they went into discuss it and Freeholder (inaudible) came out with a fifteen minute prepared statement. Woodbridge was there and they put on a wonderful program. They showed their Fire Department; The Board of Health and Mayor O'Brien from Metuchen was there. This is absolutely not over. We will continue to go and continue to do whatever is necessary (inaudible) employees and citizens. The residents of Middlesex County have no concerns. It is not only Middlesex County but also all of New Jersey. In a report, Mayor O'Brien stated that we had done this in Carteret, Woodbridge and Metuchen. If it is still 99.9 % effective, it is still going to put six million pounds of garbage into the Arthur Kill and that garbage will probably end up on New Jersey's Shores. It is a terrible thing and it is all money. Carteret was offered more money, Jersey City was offered more money and Linden just took it. The next time there is a meeting he urges the citizens to get out there with the Council and himself and fight this as strongly as possible. The Mayor said he wanted to thank Mr. Raia and Mr. Sirignano for their donation of the Fireworks. They saved us a lot of money. The Mayor than spoke about the Basketball Game and what a wonderful game "he" played. The Mayor said he wanted to thank Stan Gutowski. About one month ago he went to Washington with his wife and the Mayor asked him to take his card and stop and see Congressman Menendez, Senator Corzine and Senator Torricelli to let them know that he needs to speak to them about some of the needs of Carteret. The Mayor said he will continue to call them every few weeks to ensure that Carteret does get the money. COMMENTS Councilmember Santoro said she would be leaving and that if anyone wanted to ask her a question they should do so now. __ James Mancuso, Resident asked if there was an Ordinance or a Statute or an agreement with the County that we sweep the County roads. We pay to bring s~veepings and most is the County's. The biggest percentage of that is coming from Washington. So, we are doing they're s~veeping and we are paying them to take what we are picking up. And yet, no one can answer me, as a taxpayer, why we are doing this. He said he wanted someone to show him where this is written. There is no agreement, no anything. He said it is just ridiculous that we are paying for stuff that they should be picking up. He said he 17 AUGUST 16, 2001 Councilmember Reiman said they had something going before the Zoning Board. Mayor Failace agreed with Councilmember Reiman, they are going to DISCOSSION be building a two family home there. CONTINUED Councilmember Reiman said they had a title problem with that. Mayor Failace said as far as keeping it boarded up, he felt we should. Borough Attorney Robert Bergen said he believed that they had to go out to bid to demolish the house at 66 Edwin Street. There are some other properties there and he had discussions with some attorney's th.at represent some of the owners on two to three others that Tony is working on. 63 Union Street and the next one is in contract for sale and the owner wants to purchase some others and rehab those. He said he just couldn't remember the street address of the other one. If they don't come forward with the program very quickly we'll be going our to bid. Mr. Crudup said he is aware of the abandoned buildings so why can't we make the owners of this property clean up around the property. Mayor Failace said they will clean the property. Mr. Crudup asked when that would be done. Councilmember Fazekas said that he would have to get back to Mr. Crudup. Mayor Failace said they certainly do try to clean the property and to do what we can but sometimes it is difficult to keep up with it with all the other things that have to be done. As the Councilman said we will have to get back to you. Councilmember Fazekas said he will make sure they let you know when but we will get it done. Borough Attorney Robert Bergen said in most cases you cannot locate the owners. So if they are abandoned, the Governing Body is going to have to clean the properties. Basically the Borough is going to get a lien to collect money that just isn't there. Councilmember Reiman asked if they could start the procedure to stop these liens. Borough Attorney Robert Bergen replied on some of the tax liens, yes. Ann Kushner, Resident said she had a question about the trees that were planted last year that she paid $85.00 for. She wanted to know if a tree die will it be replaced. Mayor Failace said the tree should be replaced. He said she should contact the department (inaudible). 20 AUGUST 16, 2001 Patricia Rodriguez, Resident said once again she will talk about the abandoned houses. She said before she goes any fitrther she wants to thank (inaudible) and if they were not do~vn there on National Night Out the xveeds would have grown higher than she is. She said she has DISCUSSION all sorts of wild life to deal with from rats to (inaudible). Councilmember Reiman said that Councihnember Sohayda took it upon himself to hire personal private contractors. Ms. Rodriguez said she really appreciated that he did that but she has done some research. The City of Plainfield has raised thirty-eight houses this past summer and if any of the Councilmembers want~ copies of the article she ~vill mail it out to them. They entered into a contract with Century 21 out of Westfield, New Jersey and they are (inaudible) the lots and developing housing. They are not lo~v income houses they are actual market value housing of which they agreed to give to the City of Plainfield 5% of the proceeds of the sale. If the lot is not marketable, meaning that it is not big enough to hold a house, they will turn it over to the communities for gardens. When we go by Union Street by the Church we see that abandoned house and you see that "lovely" basement that is fenced in. Is it the community pool? When it rains it fills and it is disgusting there. She said there are thirty seven abandoned buildings in Carteret that she has counted herself. Thirty seven abandoned buildings in a town this size is ridiculous. We need to get more (inaudible). She said two years ago she stood up there and told them to get more aggressive ~vith prostitution. Is it going to take a child being hurt in one of these buildings or a Police Officer is going to be hurt. We have crime, we have drugs, and we have prostitution because xve have places for them to hide. She said that she cannot stress it enough that unless we start coming very, very progressive like so many other towns and if anyone wants a copy of the article she will be very happy to mail it to them. Mayor Failace asked Ms. Rodriguez to give a copy to the Municipal Clerk and she will distribute it. (Inaudible) said to Ms. Rodriguez that if he could he would take those buildings down tomorrow (inaudible). Ms. Rodriguez said there are little children that live next door to her that go in there and play. It is really a problem and there has to be something ~ve can do more aggressively. It has been this way for ten years.
