Pursuant to notice posted on the 25th day of February 2021, the Program Management Committee
met at 2350 Market Street, St. Louis, MO 63103, in Room 109. Present at the meeting were:

Trustee Evans opened the meeting at 8:13 a.m. Trustee Evans requested approval of the
February 2, 2021 Program Management Committee meeting minutes. Motion was approved by
Trustee Yates and seconded by Trustee Wilson.
District staff made a brief presentation of the Engineering Department Agenda items for the March 11,
2021 Board of Trustees meeting. Projects with discussion other than general scope are so noted.
Earth City Shoreline Pump Station (P-704) Replacement (12155) — Supplemental
Staff discussed this unplanned supplemental appropriation to an existing project being
constructed by Kelpe Contracting. Staff is requesting an additional $150,000 to complete
construction. This supplemental funding is required for additional de -watering costs
encountered during the construction.
CSO Volume Reduction Green Infrastructure — Webster School Senior Apartments

Staff provided details of a CSO Volume Reduction Green Infrastructure Grant being awarded to
reduce combined sewer overflows to the Mississippi River per the Consent Decree. Staff
provided details of a grant being awarded to Webster School Senior Apartments for the
construction of various volume reducing improvements on their property.
E. Watson Sanitary Relief (Rusdon Ln to Richview Dr) (13152)

Market St 2350 Green Infrastructure — Entrance and Landscaping Improvements (13296)
Staff provided details of improvements planned for the MSD Headquarters. The project will
include three rain gardens, native landscaping, parking lot resurfacing, sidewalks and provide a
new ADA access ramp to the front entrance of the facility. The improvements will replace the
deteriorating entrance and will provide Public Education and Outreach on Green Infrastructure
and Water Quality.
Riverside and Yarnell Sanitary Relief Replacement (12840) — Supplemental
Staff presented this planned supplemental appropriation for a construction contract with
Unnerstall Contracting Co. This is the third and final appropriation and will fully fund the
construction of this project.

South County Relief Force Main Replacement (P-419 to Becker Rd) (13472)
Maintenance Yard Vehicle Storage Building (Mintert) (10282)
Staff provided details of improvements planned for the MSD Mintert Operations Yard. The
project will include the construction of a building to house ten Vactor trucks during inclement
weather and freezing temperatures. The project also includes the replacement of the vehicle
fueling station and adds facilities for truck washing. These improvements support the District's
Stormwater Operations and Maintenance Program.

to provide financial assistance through a Green Infrastructure Grant Program for construction of green infrastructure. The
purpose of this project is to reduce combined sewer overflows into the Mississippi River per the Long Term Control Plan.
This project will reduce runoff volume with the installation of two (2) bioretention basins. Total cost of the project is estimated
at $400,000 and Fresh Coast Capital LLC, d/b/a Greenprint Partners is requesting approximately $400,000 reimbursement
for the cost of green infrastructure.

varying in size from 12 -inches to 60 -inches in diameter, and appurtenances. The purpose of this project is to reduce building
backups and to alleviate wet weather surcharging and overland flooding of the combined sewer system within the Baden
Cityshed of the Bissell Point watershed. This project is scheduled to be completed in 500 days.

Additional Comments: This is a partial funding request. This supplemental appropriation of $3,150,000 will bring the total
appropriation for this project to $9,150,000 and fully fund the construction of this project. This supplemental appropriation
is $150,000 above the funding presented in the original project Ordinance No. 15392. This additional funding is due to utility
conflicts that have been more than originally anticipated. Although there was significant coordination with both City Water
and Spire during design, there have been more water and gas main conflicts than identified by both utilities during the
design process. Additionally, to prevent dumping in these basins, we have extended fencing and barricades in the
Frederick, Partridge and Tillie basins. This project is expected to be funded by Bond proceeds.

This ordinance authorizes the staff to proceed with further condemnation efforts including the filing of all necessary court
pleadings or documents leading to the acquisition of permanent easements and temporary construction easements on two
(2) parcels of ground located in Unincorporated St. Louis County, Missouri. The easements and temporary construction
easements are needed to construct this project, which consists of the construction of approximately 1,003 lineal feet of
storm sewers varying in size from 12 -inches to 24 -inches in diameter and appurtenances. The purpose of this project is to
alleviate basement and back yard flooding. Currently, the District has been unable to negotiate a settlement with the owners.
