Personnel Committee Meeting Minutes
Attended: Bob Levenson; Patricia Duarte, Owen Mangan
Absent: Kathy Dlugolecki, Kathy Laflash
Called to order — Bob 5:35, Second Owen
Police Chief Lee:
Lieutenant hiring — looking to hire a second one. One operational one administrational. Have 4 internal
candidates. Working hard to get this approved. 2 weeks ago went before the BOS. Mr. Coutinho asked if
he'd reached out to the PC
Bob shared belief PC should be consistent about whether we (PC) are involved or not.
Lee — next step post the job. Maria will tweak the job description. Make clear it's a non union position.
Potential process: looking to put a board together, Lee (or use a designee — reach out to LT from another
PD or Chief, through MA Chief of Police; HR and 1 member selected by BOS (Mr. Palleiko), union
member.
PD: Question why the BOS Chair should be on the Committee. Bob suggests depends on the personality
of the person.
Position was originally slated for 1/1/16; non union, employee at will, no contract. Will have to backfill if
internal candidate is selected.
PD asked what's the Department's philosophy about policing in Hopkinton — provide a framework for
us?
Owen stepped up to serve on the Police Lieutenant Screening Committee
Gerri — Town Clerk
Reviewed her FY 16 goals.... Committee suggested she quantify and clarify her goals i.e. educational
programs; create Goal bullets
Action — Gerri will revise her goals, work with Maria and we'll review by or before September
Leadership Training Update
PD will meet with Maria August 5 to plan Diversity Training earmarked for October / November.
Question: Is Diversity training required annually for municipalities — as it is for all other employer/
employees.
Bob - Wednesday, July 19, will review results of participant's assessments. Hogan Suite

Chief is retiring. BOS asked that we follow same procedure for
Need to determine a rep from the Personnel board - probably BL contingent on talking to Kathy LaF

Owen moved to accept March 2 minutes. Bob second. All approved
PD moved to accept June 2 minutes. Owen second. All approved
