HomeMy Public PortalAbout2018-08-20 pre-meeting1 COUNCIL “PRE-MEETING” WORK SESSION, AUGUST 20, 2018 CALL TO ORDER Mayor Carrie Tergin called the August 20, 2018 City Council “Pre-Meeting” to order at 5:45 P.M. to review the agenda. ATTENDANCE The following Council Members were present when the meeting convened: Present: Fitzwater, Graham, Hensley, Kemna, Mihalevich, Prather, Schreiber, Wiseman, and Ward Absent: Hussey A quorum was present. DISCUSSION OF AGENDA ITEMS Prayer - Councilman Kemna will lead the prayer. Public Hearings - City Planning Manager Eric Barron will present Bill 2018-033. Councilman Graham, sponsor of the bill, will ask City Staff a few questions before determining if a substitute bill will be introduced. - Finance/IT Director Margie Mueller will present Bill 2018 -034 pertaining to the FY2019 Budget and Bill 2019-034. Councilman Prather will make a motion to place Bill 2018-034 on the informal calendar since the Budget Committee has not finished discussing the FY2019 Budget. - City Counselor Ryan Moehlman will present Bill 2018-043. Councilman Hussey will abstain from voting on the bill due to a conflict of interest. Staff has requested a motion to suspend the rules. - Mr. Barron will present Bill 2018-044. Staff has requested a motion to suspend the rules. Councilman Hensley will introduce an amendment to the bill. Presentations from Staff, Consultants & Invited Guests - Nancy Thompson and David Grellner, City Environmental Health Manager, will present the Cemetery Resources Board Annual Report. - Bob Gilbert, COO of Bartlett & West, will present the Riverfront Access Update. 2 COUNCIL “PRE-MEETING” WORK SESSION, AUGUST 20, 2018 Bills Introduced - City Neighborhood Services Manager, Jayme Abbott will present Bill 2018 - 045. Bills Pending - Matt Morasch, Public Works Director, will present Bills 2018-028, 2018-029, 2018-030, 2018-031, 2018-032, 2018-036, and 2018-037. - Mr. Moehlman will present Bills 2018-03 through 2018-042 pertaining to City Charter Changes. Councilman Fitzwater, sponsor of the bill, intends to place the five bills on the informal calendar. Informal Calendar - Bill sponsor, Councilwoman Ward will make a motion to amend the agenda to move the Informal Calendar discussion to immediately follow Public Hearings Item 5.(e.). Resolutions - Mr. Moehlman will present an amended version of RS2018-10. ADJOURNMENT The meeting adjourned at 5:55 P.M.
