HomeMy Public PortalAbout2018-08-201 REGULAR COUNCIL MEETING, AUGUST 20, 2018 CALL TO ORDER The Regular Council Meeting of August 20, 2018, was convened at 6:02 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hensley, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: Hussey A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward to amend the agenda to move the Informal Calendar discussion (Item 14) to immediately follow Public Hearings (Item 5.(e.)). Councilman Mihalevich seconded the motion. There being no objection, the motion to adopt the amended agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin recognized the Boy Scouts in the audience and invited them to the podium to introduce themselves. City Administrator Steve Crowell and Human Resources Director Gail Strope presented Becky Hurst, Human Resources Specialist, with the August Outstanding Employee Service Award. Mayor Tergin presented Ms. Hurst with a City coin and gift certificate, and thanked her for her hard work and outstanding customer service she provides to City employees and citizens of the City of Jefferson. PUBLIC HEARINGS a. Amending Chapter 3 of the City Code Pertaining to Advertising and Signs i. Since the Budget Committee has not finalized the FY2019 Budget, Councilman Prather, the bill’s sponsor, placed the bill on the Informal Calendar. c. Establishing 2018 Tax Levy Rate i. Graham motioned to suspend the rules and take up Bill 2018 -044 for third reading and passage. 2018-044 sponsored by Councilman Graham, entitled 5 REGULAR COUNCIL MEETING, AUGUST 20, 2018 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 8, BUILDINGS AND BUILDING REGULATIONS, PERTAINING TO EXPANSION OF ESTABLISHED LOCAL HISTORIC DISTRICTS. Councilman Hensley motioned to amend Bill 2018-044, removing “Such parcels shall be directly abutting the established local historic district”, and adding in place of the removed language, “Such additional parcels shall be within reasonable proximity to, and share historical features in common with, the established local historic district.” Councilwoman Ward seconded the motion. Presentations from Staff, Consultants & Invited Guests, to immediately follow Item 5(e.) Public Hearings. Councilman Graham seconded the motion. The motion to amend the amended agenda passed unanimously by voice-vote. Nancy Thompson, Rebecca Gordon, and David Grellner, City Environmental Health Manager presented the Cemetery Resources Board Annual Report. Bob Gilbert, COO of Bartlett & West, presented the Riverfront Access Update. INFORMAL CALENDAR 2018-021 sponsored by Councilman Ward, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ESTABLISHING A LOCAL HISTORIC DISTRICT, TO BE NAMED THE SCHOOL STREET LOCAL 6 REGULAR COUNCIL MEETING, AUGUST 20, 2018 HISTORIC DISTRICT, AND ADOPTION OF ASSOCIATED BUILDING DESIGN REQUIREMENTS. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Mayor Tergin made the following announcements:  The City of Jefferson won the ESGR (Employer Support of the Guard and Reserves) Seven Seals Award.  First Lady, Teresa Parson, Claudia Kehoe, and Mayor Tergin welcomed students back to the new school year at the Special Learning Center.  Councilman Prather announced the next Budget Committee meeting scheduled for Thursday, August 23rd, in the City Council Chambers. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Caroline Wanjiru announced the following:  Casino Night Fundraiser was Saturday, August 11th.  Dr. Woolfolk’s inauguration as Lincoln University’s next President will be October 5, 2018 at 10:00 A.M. The inauguration ball will be at 7:00 P.M. Tickets are $25.00 each, and all the proceeds will go towards student scholarships.  The first day of classes is August 27th. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Homer Cavitte, III spoke on Bill 2018-045 regarding the trash in his neighborhood. He requested that the landlords be held accountable for the trash that is polluting the neighborhood.
