In accordance with a request to the Tax Assessor from the attorneys representing the Diocese of Miami, Mr. 'iroeman moved that inasmuch as the property located on Lot 15 of Block 5 of the Residential .ection of Bel Harbour is being used for church purposes and Dade County has granted such an exemption, that said property be exempt from taxes in &al Harbour Village. .aid motion was seconded by Mr. Beatty and unanimously approved by the Council. There being nu further business to come before the Council, the meetin, was aujourned upon motion by Mr. Broeman, seconded by Mr. Faulkner. Mayor ATTEST: �7/-gf'�Yc,(/ Village Clerk September 24, 1960 November 4, 1960 The Council of Bal Harbour Village met at 9:30 A. M. Friday, November 4, 1960 at the Village Hall. All the members of the Council were present. Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk and Thomas Anderson, Village Attorney. November 4, 1960 84 Upon motion of Mr. Beatty, seconded by Mr. Faulkner, the minutes of the previous meeting of September 24, 1960 were approved as submitted. Mayor Hart said he would like to review for all present the action of the Council at the meeting of September 24, 1960. He stated that the Council had acted contrary to the provisions of our Ordinance No. 68 in granting the permits and the Council would now like to rescind their action and proceed according to the provisions of the Ordinance. Thereupon, on motion of Mr. Beatty, seconded by Mr. Faulkner, and unanimously voted, all permits, with the exception of the three limousines, were rescinded. Mayor Hart then asked for any comments from the floor regarding the applications for permits to be issued under the Certificates of Public Convenience and Necessity issued to Morse Taxi and Baggage Transfer, Inc., North Beach Yellow Cab Company and Surf Cab, Inc., on September 24, 1960. Mr. Schroeder stated the positon of Morse Taxi and Baggage Transfer and Mr. E. Moore spoke for North Beach Yellow Cab Company. Mr. Carney of Surf Cab Company said he had no comment for the Council re— garding their application. Mayor Hart then asked the Village Manager for his comments and Mr. Webb advised the letter that he wrote to the Council last Spring still stands as far as he is concerned and that he enumerated his recommendations in the matter. He advised it was possible that he was in error in his opinion of whether or not they were bound by the Metro Ordinance. He stated he is still a little confused and would like to be allowed to confer with Mr. Anderson next week to determine whether or not we are limited to the 23 cabs that were in existence at the time Metro passed their Ordinance. He said that would have a definite bearing on what his recommendations will be to the Council. His letter last Spring indicated he had made a survey of the hotel situation and was of the opinion that we needed the 46 cabs that he recommended at that time. However, in that letter of recommendation to the Council, he advised he did say that he did not want the 46 cabs in Bal Harbour Village all at one time and would recommend a taxi stand. Mayor Hart advised they would take this matter under advisement and will give the Cab Companies an answer sometime next week. Mr. Webb then gave the Council tentative figures and plans for a box culvert and drainage under the Harbour Way Parks and suggested three different ideas to take care of this matter. 1. Run a line 36"x22" parallel to the 29"x18" line that is now there and enlarge the catch basins November 4, 1960 85 and the manhole to take the water to the yacht basin at an estimate price of $21,995.00. 2. Dig a ditch through the park system and lower the grass down with a box culvert under club property. 3. A receiving room east of Bay Drive and have a pump to push it on through to the Bay. Inasmuch as the work would not take place until next Spring, this matter was deferred to give the Village Manager time to get more figures. Mr. Webb advised there has been nothing further from Mr. Taplin regarding the removal of the old seawall and suggested that Resolution No. 76 be carried forward to another meeting. U—Drive—It applications by Checker Rent—A—Car, the Hertz Corporation and Morse Auto Rentals were considered by the Council and Mr. Broeman moved to accept the U—Drive—It applications as presented. The motion was seconded by Mr. Faulkner and unanimously adopted. Mr. Webb explained that Bal Harbour Village could apply to the Federal Government for reimbursement of expenditures in the amount of $944.76 for storm damage if the Council would approve a Resolution in this regard. After discussion, Mr. Anderson said he felt that a Village such as Bal Harbour could afford to take care of an item of this type without Federal aid. There— upon, it was moved by Mr. Broeman, seconded by Mr. White, and unanimously voted that the Village decline any aid for damages caused by the hurricane during September. Mr. Webb advised they have had difficulty with some of the hotels in paying their water bills on time and would suggest an amendment to Ordinance No. 50, which would add a paragraph at the end of Section 3 to be worded as follows: "If at any time the consumer's bill exceeds the amount of the deposit, the Water Department reserves the right to demand an additional deposit equal to twice the amount of any previous monthly bill on that service". Motion was made by Mr. Faulkner, seconded by Mr. White, and unanimously voted that the Village Manager's recommendations be approved by adoption of an Amending Ordinance as follows: ORDINANCE NO. 80 AN ORDINANCE AMENDING ORDINANCE NO. 50 OF BAL HARBOUR VILLAGE There being no further business, on motion of Mr. Broeman, seconded by Mr. Faulkner, the meeting was adjourned.
