RESOLUTION NO. 2014-062
Setting date for public hearing on urban renewal plan amendment
WHEREAS, the City Council of the City of Tiffin, Iowa (the "City") by resolution
previously created the Tiffin Urban Renewal Area (the "Urban Renewal Area") and adopted an
urban renewal plan (the "Plan") for the governance of projects and initiatives therein; and
WHEREAS, an amendment to the Plan (the "Amendment") has been prepared which
would facilitate the undertaking of new 'urban renewal projects in the Urban Renewal Area
consisting of (i) using tax increment financing to the pay the costs of paving the unpaved portion
of Jasper Avenue; (ii) using tax increment financing to the pay the costs of installing a splash pad
at City Park; (iii) using tax increment financing to support Hart Dentistry in the development of
new dental office facilities; (iv) using tax increment financing to pay the costs of certain
streetscape improvements necessary for the Prairie Trail West development project; and (v)
using tax increment financing to pay the costs of constructing turn lanes on Highway 6 near its
intersection with Jasper Avenue, and it is now necessary that a date be set for a public hearing on
the Amendment;
NOW, THEREFORE, Be It Resolved by the City Council of the City of Tiffin, Iowa, as
follows:
. Section 1. This City Council will meet at City Hall, 300 Railroad, Tiffin, Iowa, on
the 11th day of June, 2014, at 7:00 p.m., at which time and place it will hold a public hearing on
the proposed Amendment.
Section 2. The City Clerk shall publish notice of said hearing, the same being in the
form attached hereto, which publication shall be made in a legal newspaper of general circulation
in Tiffin, which publication shall be not less than four (4) nor more than twenty (20) days before
the date set for hearing.
Section 3. Pursuant to Section 403.5 of the Code of Iowa, the City Administrator is
hereby designated as the City's representative in connection with the consultation process which
is required under that section of the urban renewal law.

The Council of the City of Tiffin, Iowa, met on May 14, 2014, at 7:00, p.m., at City Hall,
300 Railroad Street, in the City, for the purpose of setting a date for a public hearing on a
proposed urban renewal plan amendment. The Mayor presided and the roll being called, the
following members of the Council were present and absent:
Present: Kahler, Ryan, Petersen, Bartels, Upton
Absent: None.
The Mayor announced that an' amendment to the urban renewal plan of the Tiffin Urban
Renewal Area- had been prepared, and that it was now necessary to set a date for a public hearing
on the proposed amendment to the urlian renewal plan. Accordingly, Council Member Upton
moved the adoption of the following resolution entitled "Resolution setting date for a public
hearing on urban renewal plan amendment," and the motion was seconded 6y Council Member
Bartels. Following due consideration, the Mayor put the question on the motion and the roll
being called, the following named Council Members voted:
Ayes: Kahler, Ryan, Petersen, Bartels, Upton
Nays: None.
Whereupon, the Mayor declared the resolution duly adopted as follows:

NOTICE OF PUBLIC HEARING ON PROPOSED URBAN RENEWAL PLAN
AMENDMENT
Notice Is Hereby Given: That at 7:00 p.m., at City Hall, 300 Railroad Street, Tiffin,
Iowa, on the 11th day of June, 2014, the City Council of the City of Tiffin, Iowa, will hold a
public hearing on the question of amending the urban renewal plan for the Tiffin Urban Renewal
Area to facilitate the undertaking of new urban renewal projects consisting of (i) using tax
increment financing to the pay the costs of paving the unpaved portion of Jasper Avenue; (ii)
using tax increment financing to the pay the costs of installing a splash pad at City Park; (iii)
using tax increment financing to support Hart Dentistry in the development of new derital office
facilities; (iv) using tax increment financing to pay the costs of certain streetscape,improvements
necessary for the Prairie Trail West development project; and (v) using tax increment financing

Avenue. A copy of the amendment is on file for public inspection in the office of the City Clerk.
At said hearing any interested person may file written objections or comments and may
be heard orally with respect to the subject matters of the hearing.

MINUTES TO ADOPT RESOLUTION
PROVIDING FOR REDUCTION OF
INTEREST RATE FOR WATER REVENUE
BONDS

May 14, 2014
The City Council of Tiffin, Iowa, met at City Hall, 300 Railroad Street, in the City, at
7:00 p.m., on May 14, 2014. The meeting was called to order by the Mayor and the roll being
called, there Were present the Mayor, and the following named Council Members.
Present: Kahler, Ryan, Petersen, Bartels, Upton
Absent: None.
Council Member Bartels introduced the resolution next hereinafter set out and moved that
said resolution be adopted; seconded by Council Member Petersen and after due consideration
thereof by the Council, the Mayor put the question on the motion and, the roll being called, the
following named Council Members voted:
Ayes: Kahler, Ryan, Petersen, Bartels, Upton
Nays: None.
Whereupon, the Mayor declared the resolution duly adopted, as follows:

RESOLUTION NO. 2014-059
Resolution providing for reduction of interest rate for Water Revenue Bonds
WHEREAS, $340,000 Water Revenue Bonds, dated February 6, 2004 (the "Bonds"),
were issued to the Iowa Finance Authority (the "Lender") by the City of Tiffin, Iowa (the
"City"), in connection with a certain loan and disbursement agreement and pursuant to a
resolution passed and approved on July 9, 2003 (the "Issuance Resolution"), in order to pay costs
of constructing improvements and extensions to the Municipal Waterworks System of the City;
and
WHEREAS, pursuant to the Issuance Resolution, the Bonds were scheduled to bear
interest at the rate of 3.00%; and
WHEREAS, the Lender has reduced the interest rate on the Bonds to 1.75%, such
reduction to'be calculated from June 1, 2014; and
WHEREAS, it is now necessary for the City Council to take action to approve the interest
rate reduction;
NOW, THEREFORE, Be It and It Is Hereby Resolved and ordered by the City Council
of the City of Tiffin, Iowa, as follows:
Section 1. The Issuance Resolution and all other documents related to the issuance of
the Bonds, are hereby amended to reflect the reduction in interest rate from 3.00% to 1.75%.
' From and after June 1, 2014 the Bonds shall bear interest at 1.75%.
Section 2. The Mayor and City Clerk are hereby authorized to take such actions and
to execute such documents, with the advice of bond counsel, as may be necessary to carry out the
purposes of this Resolution.
Section 3. All resolutions or orders or parts thereof, to the extent the same may be in
conflict herewith, are hereby repealed.
