HomeMy Public PortalAbout20151203 - Design Review Board - Meeting MinutesTOWN OF HOPKINTON OPEN SPACE PRESERVATION COMMISSION 18 MAIN STREET HOPKINTON, MA 01748 (508) 497-9755 Minutes of Meeting – December 3, 2015 The Hopkinton Open Space Preservation Commission met in Room 211 at the Town Hall, 18 Main Street, Hopkinton, Massachusetts. At 7:30 p.m., John Ferrari called the meeting to order. Present: John Ferrari, Nancy Peters, Jeff Doherty, Ed Harrow and Jennifer Burke, Principal Planner Minutes Nancy Peters, seconded by Jeff Doherty, made a motion to accept the minutes of October 1, 2015, as written. Vote: 4-0-0, Unanimous UCTC CPC Application for 192 Hayden Rowe Ken Parker, UCTC, reviewed with the Commission the application for a dog park and to improve the trail. The Commission asked that they be discussed separately. The trail will be improved over the existing trail through the property as well as some parking. Ms. Peters noted that there are wetland issues. She asked what does improve mean. Mr. Parker stated bridges over the crossings and adding stone dust cover. Mr. Harrow questioned the need for a 12ft wide trail. Nancy Peters made a motion, seconded by Jeff Doherty, to support the application to improve the trail on 192 Hayden Rowe subject to the OSPC reviewing the design standards if the property is funded. Vote: 4-0-0, Unanimous Mr. Parker stated that the dog park will be 1-2 acres fenced in. He noted that the area is already clear. Ms. Peters stated that she thinks the dog park should be sponsored by Parks and Recreation. Mr. Harrow had concerns regarding the amount of money. Ms. Peters said she has more questions particularly about registering dogs, how the Town will keep track of vaccinations and who will be responsible for cleanup. Mr. Harrow discussed the Tufts Veterinary Hospital dog park and that there were so many issues they had to close the park. Jeff Doherty made a motion, seconded by Ed Harrow, to support the concept of a dog park with Parks and Recreation as the sponsor on 192 Hayden Rowe subject to the review of design and operation plans. 2 Vote: 3-0-1, with Nancy Peters abstaining Community Solar Project on Hayden Rowe Alex Sarly, Brightfields Development, reviewed the proposal to the Commission. They are looking at creating a Community Shared Solar Array on the property now owned by the Colella’s. The energy would be available to anyone on this region. It could be restricted, however. They are proposing a 1MW array on 5 acres which would be a $2million investment. The access is an issue. They proposed 3 options. The 3rd option is over the Hughes parcel. This is the least desirable. The Commission does not like the idea of access but also has questions whether this is allowed. Mr. Harrow stated that he is 50/50 on this project. Mr. Doherty is in favor. Ms. Peters asked about other sites in Town and Mr. Sarly indicated that he was open to options. Ms. Peters is supportive. Mr. Ferrari noted that if/when the project goes to Planning Board, they should be prepared with landscaping. The Commission as a whole said they are open to further discussions on this project but not agreeable to the access through 192 Hayden Rowe.
