HomeMy Public PortalAboutResolution 05-08 S Corridor Blight DeclareRESOLUTION 05-08 A RESOLUTION OF THE CITY OF McCALL, IDAHO, FINDING A BLIGHTED AREA IN NEED OF IMPROVEMENT AND REHABILITATION EXISTS WITHIN THE CITY OF McCALL, IDAHO, PROVIDING FOR THE IMPROVEMENT AND REHABILITATION OF BLIGHTED AREA, PROVIDING FOR RELATED MATTERS, AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the McCall Improvement Committee with assistance from Sage Community Resources and the McCall Public Works Department prepared a Four Corners/South Corridor Blight Analysis dated April 28, 2005 (the `Blight Analysis"), containing detailed documentation regarding blight conditions within the City; and WHEREAS, The City of McCall has reviewed the Blight Analysis' report on the conditions and quality of the City and found a geographic area in which slum and blight conditions exist according to IDAPA 09, Title 02, Chapter 01, Section 020.01 and 020.02. WHEREAS, the blighted area lies within the Scenic Route Overlay District of the City of McCall; and WHEREAS, the City of McCall desires to eliminate and prevent slum and blight conditions within the blighted area and to undertake various activities to eliminate blight conditions which will conform to the City's Comprehensive Plan. NOW, THEREFORE, it is resolved by the Mayor and City Council of the City of McCall, Valley County, Idaho, as follows: Section 1: The City adopts the findings of the Four Corners/South Corridor Blight Analysis dated April 28, 2005 (the `Blight Analysis") and designates a geographic area in which slum and blight conditions exist according to IDAPA 09, Title 02, Chapter 01, Section 020.01 and 020.02. Section 2: The City finds that the approximate boundaries of the geographic area containing slum and blight conditions are as follows: along Third Street (State Highway 55) starting at the north side of the intersection with Jacob Street and heading north approximately 5,381 feet to the south side of the intersection with Railroad Street, and east and west of Third Street 150 Feet, all in the City of McCall, Idaho, as delineated on Attachment A affixed hereto and incorporated herein, which is a map of the subject area defining the limits, boundaries, and location of said slum and blight conditions. Section 3: The City finds that the following slum and blight conditions exist in the area delineated in Attachment A: 5,381 feet of sidewalk and 5,081 feet is substandard/non-existent; 5,381 feet of curb and gutter and 5,381 feet is substandard/non-existent; 5,381 feet of water line and 2,993 feet is substandard; 5,381 feet of sewer line and 1,112 feet is substandard; and 5,381 feet of storm drain and 5,081 feet is substandard/non-existent; 16 fire hydrants are present and 4 are substandard; 32 hydrants are required to service the defined geographical area. Section 4: The City defines "standard" as conditions conforming to the vision contained in the City of McCall Comprehensive Plan and complying with the standards of the City of McCall Zoning Code and Building Code and McCall Fire Protection District; and "substandard" as conditions which do not meet these requirements. The City finds and determines that those conditions which are found to be substandard are risks to public safety, impediments to sound community growth, are considered economic liabilities to the community and that the City must take action as necessary to remove and prevent slum and blight conditions. Section 5: The McCall Improvement Committee and City Staff are hereby authorized and directed to work with Sage Community Resources to secure funding to remove and prevent slum and blight conditions from existing in the area Section 6: approval.
