The following guests were present: Linda L Lonning, 2612 Drew Perry Rd.; Paula Johnson, 2612 E Schellridge; Jeanne Jacobek, 504 Schellridge; Cherie Cook, 2505 Orchard Lane; Judi Shipley, 2515 E Schellridge Road; Jim Wisch, 2915 Wakoda Drive; Tom Kolb, 509 Turnberry Drive; Gaspare Calvaruso, Capital Region Medical Center; Tricia Workman, 2611 Schellridge; and Nicole Roberts, News Tribune. 1. Introductions Introductions were made at this time. 2. Approval of the June 14, 2018 Committee meeting minutes Councilman Schreiber moved and Councilman Fitzwater seconded to approve the June 14, 2018 minutes, motion carried. 3. New Business 1. Potential Capital Improvement Projects (David Bange): a. Monroe Street Corridor Highway 50 to Woodlawn Mr. Bange gave an update on the removal of the wall in the 600 block of Monroe Street. There was discussion among Committee members, staff and those present regarding funding, prioritizing projects, and partnership with Cole County. Chairman Hussey requested staff to contact Cole County for a cost share project. Minutes/Jefferson City Public Works and Planning Committee July 12, 2018 2 b. Traffic Control at the Intersection of Industrial and Jaycee Drive Mr. Smith explained staff had been monitoring the light for some time as there were problems due to it being an old span wire signal. The signal was installed in 1984 as a temporary signal for the Highway 179 construction. In 1988 the Traffic Safety Commission voted to remove it but then the City Council had it turned back on. There was discussion among Committee members, staff and those present regarding the traffic study, whether the signal was warranted, signal not meeting current City standards, traffic counts, increased traffic, and safety concerns. Chairman Hussey requested staff get an updated traffic count when school starts in August and report back to the Committee in October. Committee members also requested staff to discuss options with Unilever and the other trucking companies that use Jaycee Drive for access and the railroad. 2. Amendment to Schedule Y regarding the Intent to Disconnect notification fee (David Bange) Mr. Bange explained staff recommends keeping the intent to disconnect water service fee at $10 per door hanger and move the fee from Schedule Y to Chapter 29 – Sewers and Sewage Disposal code. There was discussion among Committee members and staff regarding actual costs of staff time and materials. Councilman Kemna moved and Councilman Schreiber seconded to approve the amendment, motion carried 3-1 as follows: Aye: Hussey, Kemna, Schreiber Nay: Fitzwater 3. 2018 Annual CDBG Action Plan (Jayme Abbott) Ms. Abbott explained the Housing and Urban Development CDBG Program allocation for 2018 which represents a 15% increase. She further explained the update to the CDBG Action Plan for use of the funding. A public hearing was held on June 26 and comments will be accepted until July 27. The plan will go to the City Council for approval on August 6, 2018. 4. Cardboard Recycle Bin Removal (Jayme Abbott) Ms. Abbott explained the nine cardboard recycling containers have been removed from the six locations on June 15 and relocated to an offsite area. Staff will monitor the six locations for illegal dumping and have given the public information on alternative recycling opportunities. 5. Solid Waste Code Discussion of One and Two Family Residences (Jayme Abbott) Minutes/Jefferson City Public Works and Planning Committee July 12, 2018 3 Ms. Abbott explained currently property owners of single family and duplex residences may assign trash service to their tenants. Often no trash service is identified by complaints of using other persons trash containers, letting trash accumulate, or illegal dumping. There was discussion among Committee members and staff regarding health and safety issues and making the property owner responsible for trash service. Councilman Kemna moved and Councilman Fitzwater seconded to refer the code amendment to the City Council with recommendation to approve, motion carried. 4. Other Topics There were no other topics of discussion. 5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works Issues  Stormwater Pipe next to the Building at 225 Flora Drive off of Christy Drive (Jim Wisch) Mr. Wisch explained the pipe failure and distributed photographs of the property. Mr. Smith explained typically, the City would provide the pipe and have the owner do the work to put it in. 6. Adjourn Councilman Fitzwater moved and Councilman Schreiber seconded to adjourn the meeting at this time (9:14 a.m.), motion carried.
