The following were noted present: Mayor James A. Failace Councilmember Crilley " Fazekas " O'Brien " Quinones " Sohayda Also noted present were Borough Attorney Craig Coughlin and Borough Administrator Nicholas Goldsack. Noted absent was Councilmember Santoro. Mailed to the Home News Tribune, The Star Ledger and posted on the bulletin board on February 16, 2000. Minutes for approval- February 3, 2000 a) Borough Engineer - Albert Beninato - LIBRARY/SENIOR COMMUNITY CENTER- Engineering Office will be conducting a second list inspection for the Library Project site on Friday, February 25, 2000 and a revised list will be provided to the Borough on Monday during the next scheduled meeting. APPLICATIONS FOR RESTRICTED PARKING -HANDICAPPED PERSON- Engineering has reviewed three (3) applications for restricted parking spaces. The restricted spaces on Chrome Avenue and Stima Avenue may be warranted. Councilmember Crilley stated that he seemed to want to have different attitude about these applications. He said he didn't know what the legalities were but in situations where granting the space, even if you feel they are not warranted, doesn't cause a hardship to the neighborhood why aren't we doing (inaudible). Councilmember O'Brien asked if we overruled a decision a few times last year. 1. Borough Engineer Beninato replied that he was not making a decision but the eligibility to make sure that they are in accordance with (inaudible). The second thing we are looking at is adequate off street parking. What could serve as adequate parking is a driveway, one car or two that could serve as location for the handicapped parking. You have to look at the congestion of the street. In a congested area there is a lot of parking on the street and by granting a location on street when there is adequate off street parking creates complications (inaudible). We look at those factors and that is how we come up with a recommendation. Councilmember Crilley stated that what he would like done with future recommendations is if you feel it isn't warranted and they have FEBRUARY 24, 2000 AGENDA MEETING ROLL CALL STATEMENT OF MEETING NOTICE MINUTES FOR APPROVAL TO ADDRESS GOVERNING BODY - BOROUGH ENGINEER AL BENINATO DISCUSSION FEBRUARY 24, 2000 BOROUGH ENGINEER (CONTINUED) BOROUGH ENGINEER (CONTINUED) plenty of room in the driveway, he would also like to put a note saying that if you do give it, it will not cause congestion in the street. Just so that we know if we still wanted to approve it. Borough Engineer Al Beninato replied that he was only trying to present the conditions to the Council. FIRE HOUSE ARCHITECTURAL / STRUCTURAL EV ALUATION- at the last Council Meeting Kehrt Shatken Sharon Architects (KSS) are scheduled to begin their evaluation of the FireHouse. They will provide recommendations to remedy the problem. Councilmember Fazekas asked ifhe was looking at the steel would he see it ftom the top. He said that he would wait for the report. Borough Engineer Al Beninato stated that he asked the structural architect with regards to his view on the condition of the firehouse and ifthere is any problem. He felt that it needed immediate attention. POLICE STATION COMPUTER ROOM VENTILATION & RECREATION CENTER - HOT WATER HEATER- additional quotations have been solicited to furnish and install new ductless ventilation system for computer room and work required to replace the gas hot water heater in the ceiling of the bathroom. The results will be presented to the Borough Engineer for consideration. Councilmember Crilley asked if they were always going to include the (inaudible) building with that or are we just going to hold out with that other thing. Mayor Failace replied that we can hold off on that because we can get that done for free. Councilmember Crilley asked why couldn't we just have them give us the poles if it's not costing us anything. Mayor Failace replied that they should then get on with it. Councilmember Crilley asked that when we entertain thoughts ftom these architects, as far as new construction or are we looking at it as a renovation project. Mayor Failace replied that the route we would take is renovation. Then, if we choose to look further we will. Councilmember Santoro was noted present at approximately 7:12 P.M. BOROUGH HALL RENOV ATION- meeting with three (3) architectural firms has been scheduled for February 25 to discuss the Borough Hall renovation. 2. Councilmember Crilley stated that it was his understanding that the purpose of the renovation is to bring back most, if not all of the Borough offices into one (1) building. Councilmember Santoro stated that they would probably need some sort of planner to look at the entire town to find what the best plan would be. Councilmember Fazekas asked if the architect would take it into consideration those (inaudible) that the state required. If we had proposed that the departments and the personnel (inaudible) square footage and see if we can stick that in the building structure. The final storage has grown and if that was taken out of there and the architect (inaudible). That will ftee up a lot of space. Mayor Failace stated that he thought that was the key. Councilmember Crilley asked why would we present the architect with the full scope we are looking at and let them propose to us alternatives. We should come up with a consensus of what the full scope is. He said his idea would be a) we try to minimize spreading out the offices as much as we can. b) He said that he thought it was the intention of the Council to build a Council Room. If we limit our scope to bring these three (3) outfits in for renovation or to rebuild. Councilmember Santoro stated we need to work with one (1) architect. Councilmember Crilley stated when push comes to shove he agrees but let's get ideas to bring these three (3) in to make proposals to us. Let's get ideas for the full spectrum of what we are looking at, either new construction or renovation and expansion. Councilmember Santoro addressed Councilmember O'Brien and asked why this had never been thought of before. Councilmember O'Brien replied that it is worth bringing everyone back in there, at least the people that were in there before. Councilmember Santoro asked what would be done with the other building. Councilmember O'Brien replied that they would probably sell off the Annex. Mayor Failace stated that they discussed that before and if it is there we have to find another use for it. Councilmember Santoro asked if they had plans for that or is there anything we can give the architect. Councilmember Crilley stated that Potter Architect was brought in and at one point we held them back. What we told Potter was renovation and expansion not rebuilding. 3. Councilmember Failace stated that they were talking about expanding over the parking lot. Councilmember Santoro asked if somebody went over those plans. Mayor Failace replied that there were no in-depth plans, but there was discussion. FEBRUARY 24, 2000 DISCUSSION FEBRUARY 24, 2000 DISCUSSION (CONTINUED) Councilmember Santoro asked if a planner who could really take a look at the whole town would better use that. Mayor Failace replied that if we look at the whole town we have Borough Hall. Councilmember Santoro stated that we have the Board of Health and Toth's Building. Mayor Failace stated that he wanted to keep the Board of Health out of this because we still have that proj ect ongoing. Councilmember Santoro asked what will happen if that doesn't go through. Mayor Failace replied that they are right where they are and there is $50,000.00 to renovate what they have if we need to do that. There is no reason we need to move them anywhere. Councilmember Santoro stated that you have people in the building across the street that would have to be relocated. Mayor Failace stated that those people were originally in that building and the people in the Annex were originally in that building. He said he doesn't see any other buildings or Borough Offices that need to be moved. Councilmember Santoro stated that they have been asking what kind of direction the Mayor wanted to get an idea of the cost. Councilmember Crilley replied that they don't need to take a direction they need options. He said he didn't say we were going to do it his way but what he is saying is to look at it and instead of limiting these three (3) architects to renovation lets ask them their ideas and what they think ftom what they see. Let's get all the options. Councilmember Santoro stated that they should discuss what was said before. Let's talk about those options that Councilmember Crilley spoke about. The expansion, the possibilities of moving the offices back in. Councilmember Crilley stated that the way he sees it renovating the existing building, renovating and expanding, with the property right there and building a new Borough Hall. Mayor Failace asked Councilmember Santoro if she was asking them to say that we want to do this. Councilmember Santoro stated that she is asking them if this is what they want to do. Again, to get into more detail and tell him you would like him to look at (inaudible). 4. Borough Engineer Al Beninato stated that they should take a look at the Annex and the uses at the Annex with the employees at the Annex, in an employee town. Pending the uses of the facility and to determine if it is feasible to still use the existing structure to house all the services of the Borough. The third (3) option is to replace or maintain both the Annex and Borough Hall. Councilmember Santoro asked if anyone else would like to attend (inaudible). When we allowed the last two- (2) projects Councilmember Crilley replied that he would try to be there. Councilmember Santoro stated that the meeting was at 1:00 P.M. at Borough Hall SEWER FACILITIES- Illegal Identification & Infiltration -Inflow Reduction- the engineering office is processing with Phase IB of the Program. Also they are nearing the completion of Phase ill, the metering of the sanitary sewers. The report will be presented to the Borough within the next several weeks. ROAD PROJECTS- Middlesex Water Company year 2000 Improvement Project- meeting was held with representatives of the Borough and Middlesex Water Company to discuss the water system improvement which will take place later this year. The Borough Administrator and Eric Betz discussed the project and the Borough's concerns regarding the road restoration. The maintenance bond will cover the Borough for this improvement. The Water Company will notify all Borough Residents about the improvement project. Also, they will have a telephone number available for residents who have questions or complaints. Mayor Failace asked the Borough Engineer if the Water Company was going curb to curb after they do the digging. Borough Engineer Al Benanito replied no (inaudible) on replacements it will only be the trench width, which will be, three (3) feet wide. Mayor Failace stated that it was always one of the problems they had in the past. They do that and then it sinks and we have little gully's all over Carteret. Borough Engineer Al Beninato replied that what they will be doing is going back to sweep material in the back fills. What we are putting in place, which has not been done before, (inaudible). Councilmember Crilley asked when they were going to start Hagaman Street. Borough Engineer Al Beninato replied that they discussed it at the last meeting. (Inaudible) grant is available for that project though there are (inaudible) some time in September. 5. Councilmember Crilley asked once they do this Ordinance approving the addition funding do we have to do another Ordinance to go out to bid or is that all set and ready to go. Mayor Failace stated that he wanted to know the amount of the additional funding. Borough Engineer Al Beninato stated in the past what the Borough has done is to utilize the grant amount to the extent possible for FEBRUARY 24- 2000 DISCUSSION (CONTINUED) BOROUGH ENGINEER (CONTINUED) FEBRUARY 24- 2000 BOROUGH ENGINEER (CONTINUED) construction and then appropriate funds for the inspection services, testing services and design services. Councilmember Crilley stated that the last two- (2) projects have gone beyond what we need. When we allowed the last two- (2) projects on Post Boulevard and Louis Street to go down the side street because we had extra funding we usually had (inaudible) to do that. Borough Engineer Al Beninato stated that we can scope a project that way so that there is limited funds needed to go forward with the project. The estimate that we submitted to DRT was $190,000.00 and what was granted was $160,000.00. MINUTES FOR APPROVAL Minutes for approval February 3, 2000 ORDINANCES: Public Hearing- ORDINANCE - PUBLIC HEARING 1. #00-4 Amending Chapter 140 ofthe Code, Re: Graffiti RESOLUTION - RESOLUTIONS: 1. Directing the Issuance of Various Bingo Licenses. 2. Directing the Issuance of Various Raffle Licenses. 3. Refund of Tax and/or Sewer Fee Overpayments. 4. Amendment to 2000 Temporary Budget. 5. City of Clifton- Resolution supporting placing a question of the November Ballot to ascertain the sentiments of the public on calling for a constitutional amendment to remove school taxes ftom real property taxes. REPORTS - REPORTS: 1. Board of Health - January 2000 2. Clerk's Office - February 2000 3. Treasurer - January 2000 6. MATTERS FOR DISCUSSION MATTERS FOR DISCUSSION: 1. Carteret First Aid - Requesting commendations for vanous members and Rural Metro. 2. Local Assistance Board - Salary Increment for Director (will be discussed in Closed Session). 3. Patrick DeBlasio-Bond Ordinance- $80,000.00, Re: Removal and Replacement of Underground Petroleum Storage Tanks. Borough Administrator Nick Goldsack stated that it is a $76,000.00 grant plus the $4,000.00 match. Mayor Failace stated that it is for the underground tank. Borough Engineer stated that the grant just came out in September. It's long awaited and (inaudible). We are awaiting the reply (inaudible). It should be complete and everything should be done by September. The wastewater treatment plant has no effect on any other activity within the Borough. Councilmember Santoro asked if we would have a grant for the Bond Ordinance. Mayor Failace replied that they already did. They received $76,000.00 and there is a $4,000.00 match to the grant. Councilmember Santoro asked ifit was a loan. Mayor Failace replied that it's not ftee, that is the only way they give it. Councilmember Santoro stated it is a loan and that is why we are doing a Bond Ordinance. Borough Administrator Nick Goldsack replied that IS one of the requirements. 4. John Riggio- Sheriffs sale, 109 Randolph Street. 5. Brian O'Connor-a) Swearing in b) Certificate of Merit-FF of the year c) Commendations-FF Reynolds and FF Kopin. 6. Lerch, Vinci and Higgins- Professional Services, not to exceed $5000.00.Re: Various Accounting Services. 7. EKA Associates- Requesting the following professional service Resolutions: a) Tax Map Maintenance - not to exceed $5,000.00. b) Standard Construction Details - not to exceed $3500.00. c) Digital Tax Maps - not to exceed $5,000.00. Councilmember Fazekas stated that he wanted to discuss number five- (5) and Councilmember Quinones replied that it should be discussed in Closed Session. 7. Councilmember Fazekas stated that he spoke to the Borough Attorney with regards to Comail where we are going to change the Ordinance for sound control. Borough Attorney Craig Coughlin stated that they were going to amend the noise Ordinance. FEBRUARY 24, 2000 MATTERS FOR DISCUSSION - (CONTINUED) DISCUSSION MATTERS FOR fINIH>I{]\ (CONTINUED) FEBRUARY 24, 2000 DISCUSSION (CONTINUED) Councilmember Fazekas stated that last Tuesday on Jackson Avenue the Port Reading Fire Department was called and they had an engine sitting there for eight (8) hours. The neighborhood was worried about the diesel engines. He stated that he thinks that they can't shut them off. When they sit there for eight (8) hours and they then start them up sometimes sparks fly out. That could cause a fire so what happened was some one thought there was a fire and they called the fire department, they tried to get somebody ftom Comail and there was a problem in the yard. They said they could not move the engines. Now, there are other people that have experienced this and right there the engine is sitting for eight (8) to ten (10) hours and the ground is shaking. He said he could not believe the people waited and survived. They couldn't move the engines back in the yard and they didn't even move them away from the houses. He asked that in the Ordinance beside noise can we include a fire hazard because one of the people from the yard did come by and explained to the people that they couldn't get the engines back in because of a problem in the yard. They also stated that there could possibly be a fire ftom the ashes from the engines. If there is a possibility of fire then they should not be allowed (inaudible). Councilmember Fazekas asked if the Ordinance can address this issue. Borough Attorney Craig Coughlin replied that we have Ordinances, which address potential fire hazards. One of the problems would be sparks by debris and things like that. The Borough has attempted to enforce those a few years ago. We sited the railroad for a violation and when we went to appeal they took it off because of a lack of jurisdiction. The County said that we did not have the authority to do it. Can we do this, yes. The practical matter is that it is probably in place already and even if we have them can we enforce them. Councilmember Fazekas stated if we can change it for the noise but they are not going to be able to enforce that either (inaudible). Borough Attorney Craig Coughlin stated that they came to an agreement. Councilmember Janet Santoro asked the Borough Administrator if he had what was ordered. Mayor Failace asked Councilmember Santoro if she contacted Serenity in reference to the lights. Councilmember Santoro replied that she spoke to Tom and he is going to look into it and let us know tomorrow. That was clearly on that meeting. They were supposed to put temporary things up on the (inaudible) and they are not there. Mayor Failace stated that they were there last night and they were not up yet. 8. Councilmember Santoro stated that there was another person to contact. He lives on Locust Street and he wanted to know about the dirt that was dumped. Mayor Failace stated that they used it but it's supposed to be covered because we will use it again. FEBRUARY 24, 2000 Councilmember Santoro stated that she did not know why she was contacted so she spoke to Councilmember Sohayda because she was not sure about the road. She said she was going to speak to Councilmember Crilley and maybe we can reach out to this gentleman. DISCUSSION (CONTINUED) Mayor Failace stated that they did go to see him and he believed he was spoken to. We are going to reuse that pile of dirt behind the Library because it will save us thousands of dollars a year when we finish the center. Councilmember Crilley stated that it should be started in a month or so. Councilmember Sohayda stated that with the list of code 38-5, the residency requirements, he would like to change this to read the way it should be used or how it is going to be used. Weare not enforcing it in total. Can we have a clarification on this by the Attorney? Mayor Failace replied that we are enforcing it. We discussed this awhile back with the last Council with out asking anyone to move back in town but it certainly is enforced if you get ajob in town. Councilmember Sohayda asked if everyone thought that was fair and equitable. Mayor Failace replied that he wasn't sure about everyone else but that he thought it was fair. Councilmember Sohayda stated that he would like to get it changed. Mayor Failace asked what kind of change do you want. Some employees don't live in town and some are exempt. Councilmember Sohayda asked if they had a list of who was exempt. Mayor Failace replied that it is in the Ordinance, the Code Book, State Statute tells you that. It is the Engineer, the CFO. It is explanatory in the Ordinance Book. Councilmember Sohayda asked does everyone feel that this is the way it should stay. Councilmember Crilley asked Councilmember Sohayda what he was suggesting. Councilmember Sohayda replied that it says that all employees' currently employed or future employees of the Borough shall be residents of Carteret. He said that he did not think that was a real strong statement for employees. He did not see J&J or Merck saying that you have to live in Rahway. 9. Mayor Failace replied that J&J and Merck are not municipalities and he thought it was a little different situation. Councilmember Quinones stated that he is saying that we shouldn't require that our employees live in the Borough. FEBRUARY 24, 2000 DISCUSSION (CONTINUED) Councilmember Santoro asked what other towns do. Municipal Clerk Kathleen Barney replied that a lot of other towns have residency requirements. Councilmember Quinones stated that she thought the only ones who were exempt were certain officers, police and fireman after a certain time period. Councilmember Crilley stated that he was of the opinion that we use tax dollars to pay the employee's and he would like to keep that money in Carteret. Councilmember Quinones replied that she agreed with Councilmember Crilley. Councilmember Crilley stated that it is not a matter of convenience as far as having them there on an emergency basis. He said he thinks that if they earn their money here they should live here. He stated that everyone should have to live in Carteret including the police, fireman and officers. Councilmember Quinones stated that she wanted to hire another police officer. The proposal was originally for three- (3) Policemen. At this point, especially with the situation with Mr. Hunderman, and him being on disability and not know what the situation is, she would like the Council to consider the hiring of one (1) officer. They can start interviewing as soon as she is given authorization do that. She thinks it is a fair compromise - Councilmember Santoro asked what Director Elg had to say. Councilmember Quinones replied that she spoke to Director Elg and she told him she would at least try to ask the Council to consider one (1) officer and he was certainly happy with that. He is still of the opinion that he needs three (3) police officers and she didn't know if they would agree with that so she thinks that one (1) would be a good way to go. Mayor Failace stated that until we have discussed and decided what our final intention will be with the schedule he did not see why we are bringing anyone on. Councilmember Santoro stated that they needed to budget. Councilmember Quinones stated that quite honestly adding one (1) officer isn't going to effect whichever way the Council wants to go. Mayor Failace stated that it is not the case of effecting the decision it's a case of effecting $27,000.00 and $10,000.00 worth of benefits. 10. Councilmember Quinones replied that she understood that but we're at the point where we don't know what's happening with the one- (1) officer. How long will he be out on disability and she would like to put one (1) person there. FEBRUARY 24, 2000 Councilmember Crilley stated that any proposal that he has seen calls for hiring one (1) more police officer. Given the situation of the department and the personnel on disability and other personnel that she be discussed in Closed Session, all the synopsis that he has see this far as schedules we can do one (1) and be comfortable. We are not overstaffing the department. DISCUSSION (CONTINUED) Councilmember Quinones stated that her information is if we can get the extra officer and whatever decision we make, what she would like to see is two (2) police officers deployed to the Chrome section of town twenty-four hours (24) a day, seven (7) days a week. Mayor Failace asked if we hire that officer will he be the one (1) that would work in the Chrome section oftown. Councilmember Quinones replied that she will make this happen somehow. Mayor Failace stated that he would certainly agree with that if in fact that does happen. Councilmember Quinones replied that they all talk about wanting to attract businesses in that area and how we want to clean the place up. To do that we need to make an effort to make the area safe as possible not only for the residents but businesses. She said that for herself it is a top priority. Mayor Failace stated if that one (1) police officer does that, fine. Councilmember Quinones stated that she could at least make the argument that with the additional officer. We do need to implement a shift change and she thinks they will do it but she certainly wants to move in that direction. Councilmember Crilley stated that he spoke to Councilmember Sohayda and Ted Surick because we are having a problem in the Parks Department. Last year we put on a moratorium on tree cutting. That is being done jointly between the two- (2) departments during the spring and during the baseball season because of how busy we've been. He said he spoke to Ted Surick about transferring a man or two (2) if he has them available to the Parks for the spring season. The equipment for Chrome Park needs installing; the basketball courts needs redoing and we have equipment for Civic Center Park. You can see them by the batting cages by Sullivan Field as well as (inaudible). He just wants everybody to know that they are trying to do the best they can and they are getting cooperation between the two- (2) departments. Hopefully we can spare a man or two- (2). Ted Surick is going to help us with the basketball court as well. It has come to his attention that there is a new law similar to the ftee zone with the schools, for DWI'S. He thinks we should ask the attorney to draft something. 11· Mayor Failace said that he was given that the last time but we have not put it on to review. Councilmember Crilley asked if it was the same zone For Drug Free Zones as well as (inaudible). FEBRUARY 24. 2000 DISCUSSION (CONTINUED) Borough Attorney Craig Coughlin stated that he understood that the statute is for school zones. He said that he did not believe that the Public Housing portion of the drug ftee areas would apply. The school zone should be made and the engineer should still take a look at the school zone maps. Councilmember Crilley stated that he spoke to the Borough Attorney earlier and he asked him what the letter ftom the environmental protection meant. Borough Attorney Craig Coughlin replied that it dates back to the, you remember the first time we got the fine ftom the DEP, but we had a limited amount of time in which to file for a hearing with regard to that fine. They have finally have granted our hearing and of course we are nine (9) or ten (10) months down the road. He said that he has not been contacted by the Attorney General's office yet to set some sort of a hearing date. He said he would recommend waiting until they call and then we'll discuss it at that point. In the interim we are going to continue the 1&1 stuff that we have been working on. Councilmember O'Brien stated that they should remember one- (1) thing that this is a pet peeve of his and he noticed one- (1) town in North Jersey is looking into this. Up in West Patterson they are looking at a cell phone ban. He said he spoke to Councilmember Nagel up there and he had the attorney looking into it and he is going to let him know when they get answers on this issue. If you have to make a call, you make the call on the side of the road and don't talk while you are driving. Councilmember Quinones asked if it would be enforced through out the town. Mayor Failace asked Councilmember O'Brien to get the information. Borough Attorney Craig Coughlin stated that there was something we were going to do in the first meeting of the year and we didn't do was put on a Resolution recognizing Local 97 as the bargaining unit for the dispatchers. We spoke about it and never put the Resolution on for Bob Hedesh to pay him for representing (inaudible). He said he spoke to Joe Jankowski who is Counsel to the Board of Education with regard to the violation notice that the Board of Education received. They have responded to the DEP and outlined why it was that they had to go out to bid to have the work done and why weren't the two- (2) bids acceptable. They are now out advertising ftom the beginning of the week. They don't have anything in writing ftom the DEP but telephonically they have indicated that they are comfortable with the actions that the Board of Education has been taking. Councilmember Santoro stated that she got a letter of response. She told the Borough Attorney that she would make copy for him. When they speak with them ftom now on they are only going to speak to AI. Mayor Failace asked if they could have a copy of the letter. 12. Borough Attorney Craig Coughlin stated that he has copies of the proposed agreement to provide the yard waste recycling service with the County. He also received ftom the Housing Authority information about Section 8. He said he thought it was appropriate that we provide FEBRUARY 24, 2000 (inaudible) notice before we take any action. He stated that he had copies of the HUD report and a letter that he received ftom the Carteret Housing Authority. Before we begin to talk about what they were going to proceed to (inaudible) he would recommended that they (inaudible). He said he wasn't able to do it for this meeting because 48 hours notice are needed. DISCUSSION (CONTINUED) Councilmember Quinones stated that for the benefit of everyone please explain what Rice Notice means. Borough Attorney Craig Coughlin replied that a Rice Notice is generally given to an employee for safety sake and it may proceed to a hearing. What it says is that the interested party is entitled to be present and represented by Counsel. It could be at a meeting where something affecting their employment would be discussed. They don't have the right to go into executive session for deliberations or things like that but they have the right to be at a meeting. He said that he will get the notice out. We don't have an Agenda Meeting and he was wondering if the Council wanted him to provide the notice for that meeting two (2) weeks ftom now or we can have a Special Meeting. Councilmember Crilley asked what yard waste was. Borough Attorney Craig Coughlin replied that it was recycling with the County. Councilmember Crilley asked if this was discussed already. Borough Attorney Craig Coughlin replied that he just received the information and he brought it with him. Councilmember Crilley again asked what yard waste was. Borough Attorney Craig Coughlin replied that it was grass clippings, leaves and branches. He said that he made copies for everybody. Mayor Failace stated that we should all read it and discuss it because he didn't know if he was sure that was the way to go. Councilmember Crilley stated that whether we go with Middlesex County or not we should take grass clippings out of the regular scavenger contract because we are paying a lot of tipping fees. 13. Mayor Failace replied that he understood but he thought that they should review this and then discuss it. He said he did not want to rush into everything. The Mayor said that NJ Transit sends him a monthly report and he feels it's a bunch of garbage. This month they had a Black History Month contest. It was an essay and the grand prizewinner was Andrew Decibus from the Carteret Middle School. Let's call the family and give him an award. He then asked the Municipal Clerk to give the family a call and see if they would give us some copies of his essay. Councilmember Crilley asked the Borough Administrator what the results were of that meeting with Middlesex County in reference to the recycling. FEBRUARY 24, 2000 DISCUSSION (CONTINUED) RESOLUTION 100-77 CLOSED SESSION ADOPTED OPENED TO THE PUBLIC ADJOURNED Borough Administrator Nick Goldsack replied that they had to update because they had numbers ftom 1997 regarding the number of households. Sally Mesler is updating the numbers and what we are going to do is give us the prices for the pick up of the recycling and also give us prices on yard waste disposal. What we are going to do is rework the numbers and see how they work out and he will make (inaudible) for the Council. RESOLUTION #00-77 was introduced by the Mayor and referred to the Council for action Upon MMS&C, by Councilmembers Crilley and Fazekas RESOLUTION #00-77 "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote, Councilmembers Crilley, Fazekas, O'Brien, Quinones, Santoro and Sohayda voted in the affirmative. At approximately 8:00 P.M. a Closed -ression was held.
