1110.1 SUBJECT: ORGANIZATION AND POLICY
1 OBJECTIVE:
Provides technical advice and assistance to the Public Works Director regarding
Engineering, Streets, Drainage, Sidewalk and GIS Functions. Includes Engineering and
Streets and Drainage Divisions. .
2 AUTHORITY:
This procedure amended by City Council September 15, 2003.
3 DIRECTION:
City Engineer, as an appointed official, serves at the pleasure of the Mayor, and
receives direction through the Public Works Director.
4 FUNCTIONS:
A. Serves as the Manager of the Engineering, Streets and Drainage Division
B. Provides technical advice to the Public Works Director on the need and
budget requirements of the City for streets, drainage and sidewalk improvements.
C. Establishes policies and procedures to effectively manage the public works
aspects of the Orlando Land Development Code.
D. Establishes policies and procedures pertaining to activities conducted in the
public rights-of-way.
E. Establishes policies and procedures for special assessments to fund public
works improvements and administers the process for implementing these
improvements.
F. Oversees the development of public improvement design plans and
specifications produced by Engineering Division staff.

7 REFERENCE:
