HomeMy Public PortalAbout2000/04/13 An Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting of April 24, 2000, was held on April 13, 2000, 7:00 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. The following were noted present: Mayor James A. Failace Councilmembers: Crilley " Fazekas " O'Brien " Santoro Noted absent was Council members Quinones and Sohayda. Also noted present was Borough Administrator Nick Goldsack and Borough Attorney Craig Coughlin. Statement of Meeting Notice mailed to the Home News Tribune, The Star Ledger and posted on the bulletin board on April 7, 2000. To Address Governing Body: Eric Betz, Killam & Associates Engineering- MUNICIPAL PROJECTS: Underground Storage Tank Removal- Contract #00-01 As indicated in the report, the lowest bidder was Target Environmental Co., Inc. with a bid amount of $58,040.00. The second lowest bid was $64,255.00 for a difference of $6,215.00. The construction budget for this project was estimated at approximately $105,000. The Borough has received a $76,000 loan from the NJDEP and has appropriated an additional $29,000 from Borough funding sources. Upon review and approval of the Mayor and Council Killam Associates recommend the award of the above contract to Target Environmental Co., Inc. The original approved construction budget for this project did not include testing services for the UST removals at the Police Station. Killam Associates request a reimbursable budget for Engineering and Laboratory Services required during construction of $7,250.00. PUBLIC WORKS FACILITY AST AND FUEL MANAGEMENT SYSTEM CONTRACT #99-20. 1. The lowest responsive bidder was Valkyrie Construction, Inc., with a total bid (Base & Supplemental A) amount of $87,400. The second lowest bid was $103,247 for a difference of $15,847. The construction budget for this project was estimated at approximately $95,500.Upon review and approval by Mayor and Council, Killam recommends award of the above contract to Valkyrie Construction Inc. The original approved design budget for this project did not include professional services required for the Zoning Board Application process with the Borough and County that was required by the Borough Construction Code Office. A more complex fuel management system was desired by the Borough, which required additional design APRIL 13, 2000 AGENDA MEETING ROLL CALL NOTED ABSENT - COUNCILMEMBERS QUINONES & SOHAYDA STATEMENT OF MEET! NG NOT! CE TO ADDRESS GOVERNING BODY - ERIC BETZ KILLAM & ASSOCIATES APRIL 13, 2000 ENGINEERING REPORT (CONT!NUED) effort above the original project scope. Killam Associates respectfully request a lump sum design budget increase of $3,750 and reimbursable budget for Engineering Services During Construction of $5,500. APPLICATION FOR RESTRICTED PARKING - 83 CARTERET AVENUE Killam has reviewed two applications for restricted parking spaces at the Presbyterian Church located at 83 Carteret A venue. Based upon the location and the use of the facility, the proposed restricted spaces may be warranted following the review and approval by the Police Department and the Mayor and Council. POLICE STATION COMPUTER ROOM VENTILATION & SPORTS RECREATION CENTER HOT WATER HEATER. The Borough has awarded the two projects to AERCO Heating and Cooling, inc. The contractor has indicated that the necessary equipment will be ordered early next week and the work should start the following week. CORNELL ESTATES PARK-BASKETBALL COURT RESURFACING. They received seven quotes from paving contractors for the crack cleaning and sealing, paving and striping of the basketball court located in Cornell Estates Park. Two contractors responded to the request. The lowest quotation was from Star of the Sea Concrete Corporation in the amount of $7,590. The construction cost estimate for this work was approximately $8,500. Star of the Sea Concrete Corporation had the lowest bid. Upon review and approval by the Mayor and Council Killam recommends that the paving project goes to Star of Sea corporation. Representatives from Star of the Sea have indicated that upon receipt of written notice to proceed the work will be completed in thirty days. The Parks Department will provide inspection services for this work. If inspection is required from the Engineering Department please notify Killam Associates. DISCUSSION Mayor Failace asked what exactly was crack cleaning and paving. Councilmember Crilley replied that it is an overlay. Is this coming out of the sixty thousand dollars budgeted for that park? Mayor Failace replied no but it sounds like we were just fixing the cracks. Councilmember CriJley said that they could just contact Mr. Kately for a requisition because that is budgeted and it doesn't need a resolution or anything else. Eric Betz replied that he would give them notice to proceed. CHROME PARK - BASKETBALL COURT IMPROVEMENT- Quotes were solicited from seven paving contractors for the partial milling, crack sealing, paving, striping and basketball post improvements for three courts located in Chrome Park. The lowest quote was from Star of the Sea Concrete Corporation in the amount of $29,515 for the base bid. Several alternate prices were provided for installing new posts and backboards add $3,600. Installing one post and resetting old backboards add $2,600. Installing new sidewalk adjacent to the courts in lieu of milling add $2,720. The construction cost estimate for the base bid work is approximately $33,700. The 2. improvements may by donated and preformed by the developers from the Meridan Square Apartments. The above costs are for construction only and do not include a budget for project coordination or inspection services. Councilmember Crilley stated that John Riggio is involved with the above project. Mayor Failace asked if we were getting that much money. Councilmember Crilley replied that they are still talking but they are probably going to do it themselves. He said he needs to set up an appointment with John Riggio and the developer. He asked Eric Betz to put a budget together so we can see where we are at. If we have to proceed in that direction this would have to go out on the 13th. CARTERET PARK - TENNIS COURT, BASKETBALL COURT AND FENCE IMPROVEMENT- The Cost estimate for the desired improvements to the courts in Carteret Park include crack sealing, paving and striping of four tennis courts and three basketball courts as well as replacement of the retaining wall between the tennis and basketball courts and replacement of approximately 800 liner feet of 10 feet high fencing around the perimeter of the courts. The construction cost estimate includes several alternatives for replacing the fencing ranging from new wire fence to complete replacement of the entire fence including post, rails and gates. The Borough may wish to budget approximately $65,000 for replacement. The budget is for construction costs only ad does not include any design or construction service fees from the Engineering Department, which may be furnished upon request. The construction cost exceeds the public bid threshold and would require design documents and a formal public bid. Councilmember Crilley stated that he spoke to the Borough Administrator about this and he thinks we can go forward again without going to the Bond on the Basketball and Tennis Courts. If we leave the fencing off for now or until we pass the Bond Ordinance with the money we have appropriated he thinks they can move forward with it. Mayor Failace stated that he thought that was fine and we should go forward with it. An unidentified person asked about Chrome Park. 3. Councilmember Crilley replied that Chrome Park is going to be done separately. If you wait a few days he will have a better answer. Are going to have to pass a Resolution to authorize going to bid? This is part of the money from the Parks Department. The sidewalks that were going to come out of this budget is going to come out of Community Development money. That allows us to free up the money (inaudible). He told Eric Betz that this has to be a summer time project. BOROUGH HALL MICROBIAL TESTING Tiffancy-Bader Environmental has completed sampling the air quality on the first and second floors of the Borough Hall and anticipates the APRIL 13, 2000 ENGINEERING REPORT (CONT!NUED) DISCUSSION APRIL 13, 2000 ENGINEERING REPORT (CONT!NUED) sample results will be available some time in April. The report will then be given to the Borough. Council member Santoro asked if they were doing any kind of aIr samples or (inaudible). Eric Betz replied that they were. Council member Santoro stated that they have to have some (inaudible) because that is when they will be able to go to Trenton. Councilmember O'Brien asked when will we able to go to Trenton. Councilmember Santoro replied on the 24th of April. SEWER FACILITIES- Improvements to Dorothy Street Pump Station - Contract #00-05 Killam is coming along with the design and preparation of the bid document for the improvement to the Dorothy Street Pump Station. The public bid should be ready within two weeks. Killam has asked that the Borough advertise Contract #00-05. Suspect Area Sewer Cleaning and Internal Inspection - Phase IE (ICI&I/I Program) Killam has completed the sewer metering and internal investigation of the large sewers in suspect areas that were identified under Phase IA of the program. They are now proceeding with the internal television inspection (Contract #00-06) for areas that were not accessible to their personnel. They will be performing some smoke testing in various areas throughout the Borough to identify possible storm water inflow into the sanitary sewers. The television contract will be ready for bid within two to three weeks. All this information will be presented at the next Agenda Meeting. DISCUSSION Councilmember CriJley asked if we had the bidding on Dorothy Street Station. Councilmember Santoro asked if that was the one that we were not sure we were going to bond or how we were paying. Borough Administrator Nick Goldsack replied that was the $250 we set aside. Councilmember Santoro asked if it was aJl covered in that $250. Borough Administrator Nick Goldsack replied yes. Councilmember Crilley asked what the estimated budget was. Eric Betz replied between $250 and $260. He said he wasn't sure but he thought it might be $260. 4. Councilmember Santoro asked how much is it for the TV. Eric Betz replied that was already included in the budget. ROAD PROJECTS- East Elm Street Drainage Problem and Miscellaneous Drainage Problems- The Borough has received many complaints regarding the poor drainage of storm water along East Elm Street in Central Carteret. Killam has met with residents and investigated the problems many times. The alternatives for addressing the drainage problem that includes: 1) reconstruct the middle portion of East Elm Street to provide better drainage at the estimated cost of $26,000. 2) construct a storm inlet and an associated storm sewer to the nearest storm system about 300 linear feet. The estimated cost is $28,500. 3) construct a storm inlet and storm sewer discharging near the railroad tracks at the end of East Elm Street. This would involve dealing with the railroad and this is not recommended. The Borough has several areas that have drainage problems of a similar nature. The areas around Pinho Avenue, Harrison Avenue and the Columbus School area. The Borough should consider combining several small drains and paving projects under one contract that can be bid. KiJlam would like the Borough to advise how to proceed with this information. Councilmember Crilley asked where the drainage problem was by Columbus School. Councilmember Santoro said it was on the corner. Councilmember Crilley stated that he thought that it was already taken care of. Eric Betz replied the (inaudible) was taken care of but the roof drains (inaudible). Councilmember Santoro stated that she had a report from Barrett Engineering. She said she will give Eric Betz a copy of the report. Mayor Failace asked if we are going to get an estimate in the areas that they have here. Also, what will it cost or are we not even going to take it to that point just yet? Eric Betz replied that is what they would like to do, to put together a scope. Mayor Failace stated that he thought we already did that. Eric Betz replied that we don't know the extent (inaudible). All we know is that we are getting a lot of complaints. We do see that there is a problem there and it's not a cheap fix. Mayor Failace stated that the cheap fix was Carteret A venue by Columbus School. 5. Councilmember Crilley asked if the School Board was responsible for tying into the storm sewers. Eric Betz replied that there was a chance that they are responsible for that but it still has to be done. We are paying sewer bills with that. APRIL 13, 2000 ENGINEERING REPORT (CONT!NUED) DISCUSSION APRIL 13, 2000 DISCUSSION (CONT!NUED) Council member Santoro stated that when they had that meeting they discussed it. (Inaudible) advised them one way and perhaps they were advised incorrectly. Eric Betz's reply was inaudible. ENGINEERING REPORT CONT! NUED Contract # 98-12 & 99-11 Industrial Road and Louis and Fillmore Paving Projects Tarheel Enterprises has re-mobilized the Borough to complete the pavement and site improvements along Industrial Road and off Louis, Barlick and State Streets. Killam anticipate conducting a list meeting early next week. KiJlam will proceed with the required NJDOT project closeout. DISCUSSION Mayor Failace asked if that was what we just did on Roosevelt A venue and Industrial Road. Eric Betz stated that they had some money left over from the DOT Grant so we did that intersection and some areas south of Industrial Road and some side streets off of Louis Street and now that is coming to an end. MIDDLESEX COUNTY - ROOSEVELT A VENUErrURNSPlKE INTERCHANGE IMPROVEMENTS- KiJlam received and reviewed a set of conceptual plans depicting four- (4) possible alternatives for improving the Roosevelt A venue/Turnpike/Industrial Road intersection from the County's consulting engineer. KiJlam has several planned meetings on behalf of the Borough to discuss potential concepts with the County. Since the project is very critical to the Borough and involves much coordination and cooperation between various agencies and governing bodies, the Borough of Carteret, Middlesex County, NJ Turnpike Authority and Federal Transportation Authority, Killam recommends that the Borough establish a sub-committee to review the alternatives and the one best suited to the Borough. Killam will attend the April 27, 2000 meeting for the Borough. Mayor Failace asked Eric Betz about the DOT crossing on the Industrial Road. He said they can't do anything with that until they do the Shore work. Is that the deal with that? Eric Betz replied no, we can move forward (inaudible) that because no matter what we do over there its either going to be putting the (inaudible) up the road (inaudible) to get the water out of the Hill district or an alternative is to build a pump station. Either way (inaudible) under Industrial Road is going to be needed. Mayor Failace stated that they will move forward with that as a stand- along project right now. He then asked if they had the alternatives on the Turnpike and if they do have them, and do they know what they are. 6. Eric Betz replied that they do have them. One is a simple widening and the others are a bit more complicated. Mayor Failace stated that he needs to sit with Eric Betz or Al Beninato and go over that. Eric Betz replied that it is very extensive. Mayor Failace stated that he didn't want to look at them and that Eric should just tell them what they are. At approximately 7:30 P.M. Council member Sohayda was noted present. Eric Betz stated that he through they were taken care of (inaudible) building in the Parks Department, the electrical boxes. The maintenance men can take care of (inaudible). Councilmember Santoro asked if they can call back and get that done. Did we ever get an estimated time for the masonry wall or the proposed firewall? Eric Betz replied that he gave them notice this week but they have to first contact the police to see if they can (inaudible) that wall. Councilmember Santoro replied that they need something to be able separate that item from (inaudible). Eric Betz replied that he will contact them this week. He gave them notice to go ahead. Councilmember Santoro stated that the first thing is the engineering report for the firehouse. Did we ever figure out what went wrong because they wanted expenses? Is that the reason they are at a stand still with this thing? She said she really wants to know what is going on with this. Eric Betz replied that he spoke with (inaudible) last week on this and they said they were on schedule with what they were doing over there. Mayor Failace asked if they wanted more money than was approved. Borough Attorney Craig Coughlin asked if there was a dispute as to whether the expenses were included or excluded. Councilmember Santoro replied that they have the letter (inaudible) and they have taken a long time on this. Eric Betz replied that he would put it down in writing. Councilmember Santoro stated that her concern is that they'll come back and we have no idea what they are going to be looking for. It has been going on a long time. Councilmember Crilley asked when are they getting the C of 0 for the library. 7. Council member Santoro replied that they have the one for inside the library but we don't have all the outside lights. That's what is holding us up. Mayor Failace replied that what's holding them up is Avenel. Borough Administrator Nick Goldsack replied that he has all the keys but no locks. ONS Council member Fazekas stated that this firehouse thing has been going on a long time. It's been two- (2) years now and we are no closer then we were a year ago. Borough Attorney Craig Coughlin stated that they should make a demand that they do it. Councilmember Santoro replied that it's been a very long time with them. Mayor Failace asked who is going to talk to them Eric or Craig. Borough Attorney Craig Coughlin replied that he would work with Eric. Council member Fazekas asked if everybody has seen the total study on the project. Councilmember Santoro stated that they were awarded $18,000 and that was done in February. Mayor Failace asked if there were anymore questions for Eric Betz. Borough Attorney Craig Coughlin stated that it will cause us to address the issue with the expense versus the not to exceed. Councilmember Santoro asked if there wasn't a discrepancy. Mayor Failace replied that it was resolved. Councilmember CriJley stated that it was in the budget. Municipal Clerk Kathleen Barney asked if they wanted to do a similar Ordinance for the Engineer and have him paid by Ordinance. 4. Police Director - Request to hire Provisional Dispatcher Municipal Clerk Kathleen Barney stated that he conducted interviews and he gave her a name. Councilmember Crilley asked if there was an opening for a dispatcher or are we adding an additional dispatcher. Mayor Failace stated that someone is about to retire. 5. Board of Health- Two (2) vacancies. Mayor Failace stated that Ellen Ransdell has two (2) people that were on the Board of Health and he will talk to her about it. These people were already on the Board of Health and they would like them put back on. Councilmember Santoro stated that if they are looking at that clinic it wouldn't be bad to have a doctor. Mayor Failace stated that he would speak to Ellen Ransdell tomorrow. 9. Councilmember Fazekas stated that the list for First Responder is being renewed so he doesn't think they will see that list for another four (4) weeks. Mayor Failace stated that we can't go off the list we have right now. Municipal Clerk Kathleen Barney stated that the list expired in December. Councilmember Fazekas asked if they put in a new financial system. APRIL 13, 2000 REPORTS MATTERS FOR DISCUSSION BUSINESS TO BE ADDED FIRST RESPONDER COMPUTERS APRIL 13, 2000 BUSINESS TO BE ADDED - (CONT!NUED) Borough Administrator Nick Goldsack replied that Edmunds was in yesterday and he didn't know if they were finished yet. Mayor Failace stated that they need a new financial system. Councilmember Fazekas replied that it was an upgrade. Mayor Failace asked if it was Windows. Councilmember Fazekas replied that it was but now it is (inaudible) with a new server. They were also working on the Uccars but he did not get the report back yet. The one thing he wanted to ask was on this Bond and whether or not we're going forward with it, so we can look at these miscellaneous items that we were trying to purchase with this. Borough Administrator Nick Goldsack stated that the Mayor wants to address that. Mayor Failace stated that he does want to address it, but later tonight. RECREAT!ON BUILDING Councilmember Santoro stated that she had a question about the freezer in the Recreation Building. Should it be repaired or replaced? Is anything going to be done over there because they will be using it in the summer. Councilmember Crilley wanted to know who owns the freezer. Councilmember Santoro replied that the Borough bought the freezer for them. Councilmember Crilley stated that they should have some one look at it. Mayor Failace agreed. Councilmember Santoro stated we're also going to change the locks. Mayor Failace replied that it was a good idea. Councilmember Santoro asked if they would put it on for next week. Mayor Failace stated they she did not have to put it on unless it's going to cost us over $12,000.00. Councilmember Santoro asked if anyone got back to them about the insurance for the Recreation Building. Councilmember Crilley replied that he thought that was handled. Councilmember Santoro replied that was why she was asking. She had all these things and she wasn't sure if it was or not. 10. Councilmember Crilley stated that if it wasn't to let him know. Councilmember Santoro asked if it was settled because the last time she got a phone call from Ernie. Councilmember Crilley said to call Gartland & Company. Councilmember Santoro stated that she wanted to know if they were going to go ahead and fix the roof of the Welfare Building. Mayor Failace replied if we can hold off, Catholic Charities are in the process of doing something. He said he should have some definitive answers from them shortly. So, why can't we hold off on this for a little bit longer? Councilmember Santoro asked if we received money back from the insurance. Borough Administrator Nick Goldsack asked for what. Mayor Failace replied the proposed Board of Health Building across the street. Where Recreation and Welfare are located. Councilmember Santoro asked if that was due to the storm that they submitted the biJl. That is what they said. Are we not going to do anything? Mayor Failace stated that he did not say that they were not going to do anything but right now he would like to wait for a little bit. He said he wants to see what is going to happen because (inaudible). Councilmember Santoro stated that it is getting worse over there. We're getting into a season where is it going to be raining. Councilmember Crilley stated that they should try to make it last. '--- Borough Administrator Nick Goldsack replied that it was the 13,00.00. Councilmember O'Brien stated that at the O.E.M. Building the chimney caved in. Councilmember Crilley said that Ron Simon is on top of it and he follows it every day. RESOLUTION #00-128 was introduced by the Mayor and referred to the Council for action. Upon MMS&C by Councilmembers Crilley and O'Brien RESOLUTION #00-128 "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote, Council members Crilley, Fazekas, O'Brien, Santoro and Sohayda voted in the affirmative. Councilmember Quinones was noted absent. 11. At approximately 7:40 P.M. a Closed Session was held. At approximately 8:30 P.M., upon MMS&C, by Councilmembers O'Brien and Santoro and unanimous affirmative vote of the four-(4) members present, this meeting was opened to the public.
