HomeMy Public PortalAbout2018-09-041 REGULAR COUNCIL MEETING, SEPTEMBER 4, 2018 CALL TO ORDER The Regular Council Meeting of August 20, 2018, was convened at 6:05 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Prather, Schreiber, Ward, and Wiseman Absent: Mihalevich A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward to adopt the agenda. The motion was seconded by Councilman Graham. The motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items at this time. PUBLIC HEARINGS There were no public hearings at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Councilwoman Wiseman announced the Administrative Committee meeting scheduled for tomorrow, September 5th at 7:30 A.M. in the Boone/Bancroft Room. 2 REGULAR COUNCIL MEETING, SEPTEMBER 4, 2018  Mayor Tergin made the following announcements:  The United Way Community Campaign Kickoff was held on August 30th. The City of Jefferson’s Pacesetter team won an award for “The Best Classic Shoe” design. The team will be recognized at the next City Council meeting.  The Missouri State Fire Marshal 911 Memorial Stair Climb will be held this Saturday, September 8th, 7:30 A.M. at the Jefferson Building. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Caroline Wanjiru was unable to attend the meeting. Councilman Graham announced Dr. Woolfolk’s inauguration as Lincoln University’s next President. The event will be October 5, 2018 at 10:00 A.M. The inauguration ball will be at 7:00 P.M. Tickets are $25.00 each, and all the proceeds will go towards student scholarships. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Roger Schrimpf of Schrimpf Management spoke against Bill 2018-045. Glover Brown of Friends of Lafayette Street and the Historic Foot District made a presentation pertaining to Bill 2018-021. He spoke against the bill. (See attached.) Nick Pantaleo of Capital Investment Realty spoke against Bill 2018-045. Brian Bernskoetter, representing the Jefferson City Area Board of Realtors spoke against Bill 2018-045. Michael Lester, a Southside resident and landlord spoke in favor of Bill 2018-045. CONSENT AGENDA The following items were brought before the City Council for approval by Consent: a. Minutes of City Council Meeting: August 20, 2018; Minutes of Budget Committee Meetings: August 16, 2018 and August 23, 2018 b. Authorize $25,000 Historic Preservation Fund Grant Acceptance from Department of Natural Resources, State Historic Preservation Office A motion was made by Councilman Fitzwater and seconded by Councilman Hussey to take up Consent Agenda Items A. and B. separately. The motion was approved unanimously. Councilman Prather motioned, and Councilwoman Ward seconded the motion to approve Item A: Minutes of City Council Meeting: August 20, 2018; Minutes of Budget Committee Meetings: August 16, 2018 and August 23, 2018. The motion was approved unanimously. 3 REGULAR COUNCIL MEETING, SEPTEMBER 4, 2018 After some discussion with City Staff and Councilmembers, Councilman Fitzwater motioned, and Councilman Hussey seconded the motion to approve Item B.: Authorize $25,000 Historic Preservation Fund Grant Acceptance from Department of Natural Resources, State Historic Preservation Office. The motion was approved unanimously. Councilwoman Ward requested the bill be taken off the Informal Calendar. Councilman Prather requested to take the bill off the Informal Calendar. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no responses from the gallery at this time. NEW BUSINESS/UNFINISHED BUSINESS Mayor Tergin announced the new outdoor lights which were installed at the historic, Missouri State Penitentiary entrance. Mayor Tergin thanked Councilman Schreiber for his work on the project and seeing it through to completion. CLOSED SESSION Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session to discuss the following: (1) Legal actions, causes of action or litigation involvin g a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys. [Sec. 610.021(1)] 7 REGULAR COUNCIL MEETING, SEPTEMBER 4, 2018 (2) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected. [Sec. 610.021(12)] A motion was made by Councilman Graham to go into Closed Session for the above- stated reasons, seconded by Councilwoman Wiseman, and approved by the following roll-call vote at 8:00 P.M.: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Prather, Schreiber, Ward, and Wiseman Nay: None Absent: Mihalevich RECONVENE IN OPEN SESSION Following the Closed Session, the Council reconvened in Open Session at 8:49 P.M. with the following Council Members present: Present: Fitzwater, Hensley, Hussey, Kemna, Prather, Schreiber, Ward, and Wiseman Absent: Graham and Mihalevich ADJOURNMENT A motion to adjourn was made by Councilwoman Wiseman, seconded by Councilman Hensley, and approved unanimously at 8:50 P.M. September 4, 2018 Dear Mayor Tergin and City Council, My staff and I are traveling on church business this week. Unfortunately we may not have the normal representation. I have spent most of my day at Capital Region with a member and the rest in my car. On behalf of Quinn thank you for being very sensitive to the desires, voices and hearts of the Church and community. We appreciate the time City staff put into preparing the amendment. We have received the application and it is in progress. The application will be turned in next Monday. Ideally as my parishioners and I mentioned if both would be done together, the approval of the historic district and the approval of us as an addition would equitable. I appreciate the deliberation and intentionally on the part of City Council has demonstrated by not rushing this process. I included Glover Brown in this email because I still maintain that the addition of commerce in this community, whose wealth was extracted would be a step in the right direction. I also believe that others don’t get to decide what a community needs and where it should be located. Our church supports the vision of Arthur and Glover Brown and hopes that the implementation of a historic district does not become a barrier to an economic development project. We pray that through this process there is a better appreciation and understanding of the value of inclusion and the necessity of respecting the voices of people who have been historically excluded in Jefferson City. I also look forward to assisting others who may want to be added as time unfolds or who may want to create a district specifically that honors the history of “The Foot” and includes the actual area. Blessings, Reverend Dr. Cassandra Gould "This document is not for immediate release" The Friends of Lafayette Street and the Historic Foot District A "Bold New Plan" Lafayette Street and the surrounding area was once a thriving commercial and residential district, located in the heart of the black community; located in what was then , close to the heart of Jefferson City, Missouri, which is the heart of the state of Missouri . Not ever truly being a part of the economic development, and growth of Jefferson City, but merely a vehicle to sustain the commerical and economic needs of a segregated minority population , located in the immediate surrounding area . Today is the dawning of a new dimension for this area , if planned and implemented in a thought filled , and controlled process . If planned and implement in a controlled step by step process , and partnered with the appropriate Federal , state , and local entities, this area could spur a new interest in growth, economic development, and community interest in this, otherwise, forgotten and overlooked area. A proposed "Bold New Plan " and outline is being developed to begin this journey of revitalization of the memory of this once proud and prosperous area of the great City of Jefferson . For the first time in almost a century, a virgining interest by both the City of Jefferson , both Black and White local civic leaders, Lincoln University and members of the Black community have sparked an interest in this areas contribution to the economic development of the City of Jefferson , and that of Lincoln University, in its totality. The "Friends of Lafayette Steet and the Historic Foot District" can take a leading role in helping to further this endeavor, by partnering with the City of Jefferson , Lincoln University, local civic, and private concerns in breathing life into this endeavor. The following outline is a beginning of a rough draft proposal to achive this "Bold New Plan ". This outline will be a work in progress, and may be expanded, reduced , or motified as deemed appropriate in meeting its objectives. This may be achieved by continually monitoring the plan for its appropriateness in meeting its objectives. OUTLINE 1.) To work with the appropriate Federal , state, and local governmenta l agencies in obtaining the de s ignation of the Lafayette Street and the Historic Foot District area in the 600 Block a "National Historical Archaeological S ite ". A.) It is believed that if this goal is achieved , this will instill the value and the historical significance of this area. B .) To develop a methodology and an implementation plan to maintain and preserve the historic and physical integr ity of the Lafayette Street, and the Historic Foot District and surrounding area . 2.) To partner with Lincoln University in a Liason partnership , to encourage use of this area to promote the historic value of this area to both Lincoln University, the City of Jefferson and the community as a whole. A.) To demonstrate how thi s area and the surrounding Black Community was an available lab or force for both Lincoln Un iversity and the City of Jefferson during the times of segragation. B .) This area provided a source of commerce and entertain ment for Lincoln Univers ity and the Black Community, during segragation. C .) That this area was listed in the *"Green Book", as a safe area for Black travelers during segregation. To illustrate how this area played a role in providing food , lodging , and entertainment to both black entertainment celebrities , and sports figures traveling through this area during the time of segregation . 3.) To independently, and with the aid of the Jefferson C ity Chamber of Commerce, wo rk with local business leaders. And National Corporate Business Chains to develop an interest in locating new business opportunities in and around the Lafayette Street and the Historic Foot District, and any appropriate site location in the immediate surrounding area. 4.) To sponsor and co-sponsor community civic events to promote the historic value of the Lafayette Street and the Historic Foot District, and surroundin g area. 5.) To enco ura ge local business leaders and other civic organizations to assist in the promotion of this plan , and to participate in the continued lon gevity of this proposed "Bold New Plan".
